CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on May 18, 2016 at Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The audience, staff, and Mayor and City Council Members recited the Pledge of Allegiance. 3. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Zac Dockter, Parks and Recreation Director; Joe Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer; John Burbank, Senior City Planner; Robin Roland, Finance Director; Craig Woolery, Public Safety Director. 4. OPEN FORUM Mayor Bailey asked if anyone in the audience wished to address the Council on any item that was not on the agenda. As no one wished to address the Council, Mayor Bailey closed the Open Forum. 5. ADOPTION OF AGENDA Motion by Council Member Olsen, second by Council Member Thiede, to adopt the agenda. Motion carried: 5-0. 6. Eagle Scout Award — Sean E. Irber (Troop 777) Mayor Bailey presented a plaque to Sean E. Irber for attaining the rank of Eagle Scout in Cottage Grove Troop 777. Sean explained his project, which included helping to refurbish tables at the Carpenter Nature Center for their banquets; he also made a heavy-duty table with wheels, to be used to present terrariums to younger children from building to building. He was congratulated by Mayor Bailey and all of the Council Members and was thanked for giving back to the community. B. Inclusive Playground High-Five Fundraising Video Parks and Recreation Director Zac Dockter stated they're excited about the "Give 5 for Play Campaign". The campaign has three parts: 1) To build the largest, most inclusive playground in the region, at Woodridge Park in Cottage Grove. 2) Engage the community in building the playground. 3) Attain the financial goal by raising $5 per resident; if that is done, the financial goal will be met. He played a video they had created, which explained the program. He explained citizens could contribute money and/or donate their time and talents. C. 2016 Historic Preservationist of the Year Mayor Bailey read a proclamation stating Wayne and Angi Butt were recipients of the 2016 Historic Preservationist of the Year award for their efforts to refurbish and repurpose the 1947 arched roof barn at 7310 Lamar Avenue at the John P. Furber Wedding & Event Center, allowing for its continued existence as a unique component of the historic fabric of the Cottage Grove community. Planner John Burbank stated the hay loft was repurposed into a veranda with open vistas to the people below. They had made a true effort to make this a gathering place, so it was a hands-down decision to recommend that the Council award the Historic Preservationist of the Year award to Wayne and Angi Butt. Planner Burbank congratulated them and thanked them for all of their efforts. Mayor Bailey and the Council Members presented them with a plaque and congratulated them. Wayne Butt stated they had kicked off their project on May 15, 2015, and they were finished by October, 2015. He stated they've been very busy with many weddings and business is great. He stated they were honored to receive the award. 7. CONSENT AGENDA City Council Meeting Minutes May 18, 2016 Page 3 A. Approve the 4/20/2016 City Council Special Meeting Minutes. B. Approve the 4/20/2016 City Council Regular Meeting Minutes. C. Approve the 5/04/2016 City Council Regular Meeting Minutes. D. Adopt Resolution 2016-102 accepting the donation of a cigar humidor from Steven Dennis for the River Oaks Golf Course. E. Approve "The Eagles at River Oaks" name and logo for the food and beverage program at River Oaks Municipal Golf Course. F. Appoint Christina Brekke to the Environmental Commission to a term that ends on February 28, 2017. G. Authorize issuance of a temporary intoxicating liquor license to the St. Paul Park/Newport Lions for June 17 and 18 at Kingston Park in conjunction with Strawberry Fest. H. Approve the Dynamic Speed Display Sign Policy. I. Approve the donation of used fitness equipment from Faamati and Mark Winey, owners of Koleni, Inc., DBA Snap Fitness located in Lino Lakes, MN, valued at $45,842, to be used in the Fire Department. J. Approve the proposed speed limits on Kimbro Avenue and Lamar Avenue, including the 35 MPH rural residential speed limit zone on Kimbro Avenue from the intersection with Lamar Avenue to a point 1,200 feet south of the intersection with 80th Street. K. 1) Adopt Resolution 2016-103 rescinding, cancelling, and terminating Resolution No. 01-132, except for a parking variance on Lots 2 and 3, Block 1 in Grove Plaza 3rd Addition as stated in the attached draft resolution. 2) Adopt Resolution 2016-104 amending Resolution 2015-105, which approved the preliminary and final plats for Grove Plaza 3rd Addition; a site plan review for the redevelopment of the Grove Plaza Shopping Center; conditional use permits for a restaurant with liquor, drive-through pharmacy and grocery pick-up, comprehensive sign plan, motor fuel/convenience store with outdoor displays, outdoor display in front of the grocery store, and vertical designed wind turbines; variances to minimum parking setbacks, minimum landscaping regulations, off-site signage, and outdoor temporary/seasonal sales; and an interim conditional use permit for outdoor seasonal sales. L. Approve the Third Amendment to Purchase Agreement and amendment to Development Agreement with Gardenworld. M. Approve the Right of Entry Agreement for Site Grading of the Business Park between the City of Cottage Grove and the property owners (WAG Farms, Glendenning Farms, and Joan Glendenning Kennedy Family Limited Partnership). Council Member Dennis wished to pull Items D and E, Council Member Thiede wished to pull Item F, and Council Member Olsen wished to pull Item I for further comment and/or discussion. City Council Meeting Minutes May 18, 2016 Page 4 Council Member Dennis stated he donated a cigar humidor to the River Oaks Golf Course to display the Oliva cigars that are for sale; they're of good quality and value. He spoke about the new logo for the food and beverage program; it's "The Eagles at River Oaks". More information will be available on the City's Facebook page. Council Member Thiede stated he's the liaison to the Environmental Commission and he recommended the Council approve the appointment of Christina Brekke to the Environmental Commission. Council Member Olsen stated Director Woolery and Fire Department staff inembers were present to accept a donation of used fitness equipment from Faamati and Mark Winey, owners of Koleni, Inc., DBA Snap Fitness, located in Lino Lakes, MN. The equipment is valued at over $45,000, which Council Member Olsen felt was phenomenal. Director Woolery asked Firefighter-Paramedic Cody Thornberg, who spearheaded this initiative, to come forward. Cody stated increased fitness and wellness can decrease line of duty deaths for Firefighters and promote general health. As a member of Snap Fitness, he contacted the owners (as the business was undergoing renovation) and sought out a donation of their used equipment. Ms. Winey was present and she thanked the Firefighters for their hard work and hoped this donation would give Firefighters the physical strength to continue to help save communities. Mayor Bailey and the Council Members thanked Ms. Winey for her generous contribution. Motion by Council Member Thiede to approve the Consent Agenda, second by Council Member Dennis. Motion carried: 5-0. 8. APPROVE DISBURSEMENTS A. Approve payment of check numbers 196110 to 196299 in the amount of $532,706.77 and EFT Payment of $30,310.00. Motion to approve disbursements by Council Member Olsen, second by Council Member Peterson. Motion carried: 5-0. 9. PUBLIC HEARINGS — None. 10. BID AWARDS A. 2016 Seal Coat Bid Award Adopt Resolution 2016-105 awarding the bid for the 2016 Seal Coat Project to Allied Blacktop Company in the amount of $314,268.06. City Engineer Jennifer Levitt stated the amount listed is for four communities: Cottage Grove, Denmark Township, St. Paul Park, and Newport, as we continue City Council Meeting Minutes May 18, 2016 Page 5 to provide joint services to them. The City of Cottage Grove's portion of the bid award is $164,279.80, which was significantly below the engineer's estimate. She recommended the Council award the bid to Allied Blacktop. Council Member Olsen asked if we'd done business with Allied Blacktop Company in the past and if we'd had a good experience with them; Engineer Levitt asked Public Works Director Burshten to speak to that, as that was his area of expertise. Director Burshten stated Allied Blacktop had been a good contractor in the past and they're one of three that normally bid on this project. Director Burshten advised an inspector rides along with them and keeps an eye on every project they do for us. Motion by Council Member Peterson to adopt Resolution 2016-105 awarding the bid for the 2016 Seal Coat Project to Allied Blacktop Company in the amount of $314,268.06, second by Council Member Thiede. Motion carried: 5-0. 11. REGULAR AGENDA A. Fire Station #2 Architectural Professional Services -Award Project Award the professional architectural services for the design of the proposed Fire Station #2 project to Wold Architects and Engineers and authorize staff to negotiate a contract. Fire Chief Rick Redenius stated the time had come for another upgrade to Fire Station #2. There are now staff inembers in the Fire Stations 24/7, which has improved service response times. The central location station is where Fire Station #2 is currently located. Response time in Cottage Grove is just over five minutes for any type of response, EMS or Fire. They want to upgrade Fire Station #2; the current station was not built to have personnel staying overnight, so they've had to improvise. They are looking at consolidating Fire Station #1 and Fire Station #3 and physically closing them down to help offset some of the future costs for the City. Fire Station #4 will remain open and will be used as a viable station. Fire Station #2 will house all EMS response and the majority of the fire apparatus. Chief Redenius explained the benefits of a new building with adequate training facilities, specially vented rooms for their Firefighter gear, controlled lighting, heating and air improvements, etc. If the architectural services for design are awarded tonight, some design work will take place in February, 2017. They hope to award a contract in March, 2017, and construction would begin in April, 2017. The hope is construction will be completed in March, 2018. They will provide communication to citizens and personnel as the work progresses to keep everyone updated on the progress. City Council Meeting Minutes May 18, 2016 Page 6 Council Member Olsen noted that Wold Architects and Engineers worked with the City for the design of the current City Hall/Public Safety building, and City staff were very happy working with them throughout that process. John McNamara of Wold Architects and Engineers spoke to the Council and stated they'd love the opportunity to continue with their relationship with the City of Cottage Grove. Motion by Council Member Olsen to award the professional architectural services for the design of the proposed Fire Station #2 project to Wold Architects and Engineers, and authorize staff to negotiate a contract with them; second by Council Member Thiede. Motion carried: 5-0. 12. COUNCIL COMMENTS AND REQUESTS Council Member Peterson stated the Memorial Day ceremony will be held on Monday, May 30, at City Hall, around the Veterans Memorial. Park High School will be involved with the JF ROTC and music, as will the VFW and the Legion. They're working on a special guest speaker. Council Member Thiede stated the Cottage Grove Strawberry Fest is only four weeks away. There will be entertainment with bands; more information on that can be found on the web site,www.cottaqeqrovestrawberryfest.com. The car show is coming back this year. There will be a parade, a Strawberry Fields marketplace, a carnival, and fireworks. Again, refer to the website for details. Mayor Bailey stated there will be a ribbon cutting for Rivertown Bakery, 7750 Harkness Avenue, tomorrow, May 19. Mayor Bailey stated tomorrow evening, May 19, there will be a Night to Unite informational meeting, hosted by the Public Safety Department. It will be at Woodridge Park this year. Mayor Bailey stated on Saturday, May 21, the fourth annual Standing Strong 5K Run & Walk will take place at Hamlet Park; that's an anti-bullying fundraising campaign. There's more information on that event on the City's website. Mayor Bailey stated on Sunday, May 22, there's a walk/run, "22 a Day is Too Many," to raise awareness about veteran suicides. That will take place at the Cottage Grove Armory, 8180 Belden Boulevard. Council Member Olsen wanted to thank a retiring Cottage Grove Firefighter, Captain Randy Gerlach, who will be honored on Thursday evening, May 19, after 35 years of service. 13.
