City Council Meeting Minutes – July 6, 2016 Regular Meeting Staff Recommendation: Approve the July 6, 2016 City Council Regular Meeting Minutes. B. Zion Lutheran Church Raffle Permit Staff Recommendation: Authorize issuance of a single-occasion gambling permit to Zion Lutheran Church to conduct a raffle on October 1, 2016. C. Approve May 16, 2016 Public Services Commission Minutes Staff Recommendation: Approve the minutes from the May 16, 2016 Public Services Commission Meeting. D. Daily Collection Districts for Solid Waste and Recycling Staff Recommendation: Adopt Resolution 2016-120 establishing residential daily collection districts for mixed municipal solid waste and recyclable materials. E. Arts Commission Meeting Minutes Staff Recommendation: Receive and place on file the approved minutes for the Arts Commission meeting on June 7, 2016. F. Sale of Surplus Public Works Property Staff Recommendation: Authorize Public Works to advertise and sell surplus property. G. Intersection Maintenance Agreement with Washington County for 70th Street & Jamaica Roundabout Staff Recommendation: Approve the Intersection Maintenance Agreement between the County of Washington and the City of Cottage Grove for Maintenance of a Roundabout at the Intersection of County State Aid Highway No. 22 (70th Street South) and Jamaica Avenue South. H. East Point Douglas Road Reconstruction Design Cooperative Agreement with Washington County Staff Recommendation: Approve the Cooperative Agreement with Washington County for design of the East Point Douglas Road reconstruction project. Open Forum Response – Road Surface Condition at 76th Street and Hyde Avenue Staff Recommendation: Information Only. J. Cancel public hearing amending the bylaws and enabling resolution of the Economic Development Authority Staff Recommendation: The public hearing has been canceled because the public hearing notice did not include the purpose and a summary of the requested amendments. The public hearing has been rescheduled to August 10, 2016, to allow for republishing of the correct public hearing notice to include statutory references being updated as well as removal of certain terms and conditions from the enabling resolution that will be included in the EDA Bylaws. K. Hy-Vee Revised Site Plan Staff Recommendation: Adopt Resolution No. 2016-121 approving the site plan for the redevelopment on Lot 1, Block 1 in Grove Plaza 3rd Addition and the former Merchants Bank property to allow Hy-Vee to construct a 4,500 square foot convenience store with 16 motor fuel pumping stations; a 95,700 square foot grocery store with approximately 516 total parking spaces; two vertical wind turbines; a seasonal outdoor garden center between April 1 to July 1; outdoor display area and food kiosk along the front of the Hy-Vee store; restaurant and outdoor seating area where alcoholic beverages could be served; and variances to minimum landscaping requirements and parking/drive aisle setback requirements, subject to conditions. 8. APPROVE DISBURSEMENTS A. Approve payment of check numbers 196998 to 197174 in the amount of $1,277,397.30 and EFT Payment of $230,359.98. 9. PUBLIC HEARINGS A. Vacation & Discontinuance of Utility & Drainage Easements at 7007 East Point Douglas Road and Termination & Release of Subdivision Agreement Staff Recommendation: 1) Hold the public hearing to vacate and discontinue all existing drainage and utility easements located upon property at 7007 East Point Douglas Road; and 2) Adopt Resolution No. 2016-122 approving the vacation and discontinuance of all drainage and utility easements located upon property at 7007 East Point Douglas Road as described in Document No. 437987, November 17, 1982, and in Document No.3661810, and authorize the City Clerl< to prepare a notice to be presented to the Washington County Auditor regarding the completion of the proceedings herein. 3) Adopt the "Termination and Release of Subdivision Agreement" previously approved with Hugh D. Gibson in January 1999. 10. BID AWARDS 11. REGULAR AGENDA A. Community Solar Garden at 10990 Manning Avenue South Staff Recommendation: Adopt Resolution No. 2016-123 approving a conditional use permit for the construction of a five megawatt community solar garden on 41.86-acres of land located at 10990 Manning Ave South (State Highway 95). B. Moratorium on Community Solar Gardens and/or Solar Farms (Solar Collection Systems) Staff Recommendation: Adopt Ordinance No.965 approving a one-year interim ordinance prohibiting acceptance or consideration of applications for community solar garden and solar farm systems and the designated areas where large utility-scaled solar facilities are allowed in Exhibit “A” in Ordinance No. 948. 12.
