CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on July 6, 2016 at Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The audience, staff, and Mayor and City Council Members recited the Pledge of Allegiance. 3. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Joe Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer. 4. OPEN FORUM Mayor Bailey asked if anyone in the audience wished to address the Council on any item that was not on the agenda. Kenneth Shearer, 7431 Hyde Avenue, spoke about street repairs. He provided a sketch of the area in question, Hinton Avenue and stated there were deep dips in the streets off of Hinton Avenue, one at 7639, and another down 76th Street to Hyde Avenue, there was another big dip, which had not been repaired. He stated he’s been complaining for at least ten years to Public Works Department about the dips in the street, and he’d received many excuses. He also spoke with a Council Member in March, 2016, but nothing’s ever been done about them, although others in the area were repaired. He wanted to know why those particular dips had not been taken care of. Mayor Bailey stated he would personally check on the dips on that street, and they would get back to him. As no one else wished to address the Council, Mayor Bailey closed the Open Forum. 5. ADOPTION OF AGENDA Motion by Council Member Olsen, second by Council Member Thiede, to adopt the agenda. Motion carried: 5-0. 6. PRESENTATIONS – None. 7. CONSENT AGENDA A. Approve the June 15, 2016 City Council Special Meeting minutes. B. Approve the June 15, 2016 City Council Regular Meeting minutes. C. Receive and place on file the approved minutes for the Arts Commission meeting on May 3, 2016. D. Approve the minutes from the May 23, 2016, Planning Commission meeting. E. Authorize issuance of a single-occasion gambling permit to the River Valley Roosters #926 Pheasants Forever to conduct a raffle at the 3M Trap and Skeet Club on 10/02/2016. F. Execute the contract with Washington County for the SHIP Living Healthy in Washington County for the Health in Comprehensive Planning Grant, award totaling $15,000. G. Adopt Resolution 2016-118 awarding the quote for the 80th Street South/East Point Douglas Road – Left Turn Lane Extensions Project to Hardrives, Inc. H. Approve Change Order No. 1 for the CP Rail Water Main Improvements. I. Pass Ordinance 964 amending City Code Title 4-2, Mixed Solid Waste and Recycling. J. Adopt Resolution 2016-119 appointing Election Judges for the August 9, 2016 Primary Election and November 8, 2016 General Election. Motion by Council Member Thiede to approve the Consent Agenda, second by Council Member Peterson. Motion carried: 5-0. 8. APPROVE DISBURSEMENTS A. Approve payment of check numbers 196711 to 196997 in the amount of $1,271,873.39 and EFT Payment of $1,259,421.02. Motion to approve disbursements by Council Member Olsen, second by Council Member Thiede. Motion carried: 5-0. City Council Meeting Minutes July 6, 2016 Page 3 9. PUBLIC HEARINGS – None. 10. BID AWARDS – None. 11. REGULAR AGENDA – None. 12. COUNCIL COMMENTS AND REQUESTS Council Member Dennis stated the Cottage Grove 2016 Citizens Police Academy will take place on Tuesday evenings, between August 9 and September 27. It provides citizens the opportunity to get Public Safety training and knowledge to help them understand law enforcement problems and strategies, and it also helps to reduce crime. It’s free, and each participant will be given a polo uniform shirt to wear. Applications will be taken through the close of business on Friday, July 8. Citizens can call 651-458- 6011 and speak with Sergeant Martin or go to www.cottage-grove.org and look up the Citizens Academy to download an application. Council Member Dennis stated there are still a number of job opportunities at the River Oaks Golf Course, including line cooks, servers, and bartenders; they’re looking for good people to join the team and prior experience would be helpful. Council Member Dennis requested to have a Council workshop at the end of the next City Council meeting to discuss a few issues with the River Oaks Golf Course and take a look at the progress made so far. Council Member Peterson stated the next Fare For All grocery-buying opportunity will take place on Thursday, 7-14-16, at All Saints Lutheran Church, and is open to the public; that’s a nonprofit organization that sells frozen meat and fresh produce at deep discounts to anyone who’s interested. It also benefits the food shelf network, the Food Group. Council Member Peterson will be there and she hopes there will be a good turnout. Council Member Peterson stated the fashion show for the Stone Soup Thrift Shop, a fundraiser, will take place on Sunday, August 7, at the John P. Furber Farm event center. It’s open to the public, there are no tickets required, and there will be music and fashions. She encouraged everyone to attend. Mayor Bailey stated there was a closed workshop session at the end of the last Council Meeting to perform a contractual performance review of City Administrator Charlene Stevens. The overall review was very good, Administrator Stevens is happy to be here, and there will be an actual full review on her anniversary date in October, 2016. Mayor Bailey stated that Night to Unite will take place on Tuesday, August 2, in various neighborhoods in Cottage Grove. To sign up for a Night to Unite party in your City Council Meeting Minutes July 6, 2016 Page 4 neighborhood, contact any of the Council Members or the Public Safety Department, and you will be added to the list. The Council Members, as well as police and fire staff, try to attend as many parties as possible, and when you sign up to host a party, you can note if you’d like a visit from them. Mayor Bailey wanted to thank the Cottage Grove Lions for the Fourth of July celebration at Kingston Park; in addition to the fireworks, there were food items, games, face painting, and giveaways. He thanked them for supporting this annual event in Cottage Grove. 13. WORKSHOPS – OPEN TO PUBLIC - None. 14. WORKSHOPS – CLOSED TO PUBLIC - None. 15. ADJOURNMENT Motion by Council Member Thiede, second by Council Member Peterson, to adjourn the meeting at 7:13 p.m. Motion carried: 5-0.
