Call for Public Improvement Hearing
Background
To address safety concerns at the intersection of East Point Douglas Road and CSAH 19,
Washington County has been working on the CSAH 19 Improvements Project. The concept
design phase of this project began in December of 2015, starting with a review of various alter-
natives for traffic control at the intersection. The traffic control alternatives were reviewed
throughout the concept and preliminary design phases and presented to the City Council at a
workshop on February 17, 2016. The alternatives were then presented to the public at an open
house on February 25, 2016.
Based on the review and feedback, a six-leg roundabout was selected as the preferred alterna-
tive. The preliminary design of the roundabout was shown to the public at an open house on
May 24, 2016. The six-leg roundabout will allow for the permanent connection of East Point
Douglas Road to CSAH 19 at its current location.
On June 1, 2016, the City Council authorized a feasibility report for the reconstruction of the
East Point Douglas Road from the east Wal-Mart entrance up to and including the intersection
with CSAH 19.
Information regarding the proposed improvements and assessments were presented to the City
Council on August 3, 2016. At the intersection of CSAH 19 & East Point Douglas Road a six-leg
roundabout is proposed which will incorporate the northbound Highway 61/10 on and off ramps.
This would be very similar to the existing six-leg roundabout on Jamaica Avenue on the south
side of Highway 61/10, which incorporates West Point Douglas Road and the on and off ramps.
East Point Douglas Road is currently a two-lane rural ditch street section from the intersection
with CSAH 19 to the east Wal-Mart entrance. This section is proposed to be reconstructed to an
urban curb & gutter section with turn lanes, storm sewer, street lights, and sidewalk/trail. Sani-
tary sewer and water main are also proposed to be extended from the east Wal-Mart entrance
to the east side of CSAH 19. Utilities would also be stubbed into the future commercial devel-
opment area as part of this project.

Discussion
Feasibility Report
On the basis of the Council’s previous action, a feasibility report has been prepared. Upon this
analysis, the project is felt to be physically and financially feasible. The feasibility report is en-
closed for the Council’s review.
Call for Public Improvement Hearing
The public improvements associated with the CSAH 19/East Point Douglas Improvements will
benefit properties in the area. Therefore, for the costs to be assessed to all benefited properties,
it will be necessary to hold a public hearing for the project. A hearing date of September 21,
2016, will afford the necessary time to publish legal notices and send out letters to affected
property owners.
Tiered Assessment Policy
The Cottage Grove Special Assessment Policy includes the option of utilizing a tier system for
assessments to capture benefiting properties without frontage. Per this policy, 50 percent of the
total project costs would be assigned to benefiting properties on a percentage of parcel area,
with City funds responsible for the remainder of the costs. As 98 percent of the benefiting area is
currently commercial/industrial or planned as part of the 2030 Comprehensive Plan, the com-
mercial/industrial policy was applied to this project. Cost allocation to benefiting properties is
based on proximity to the project and trip generation. Based on these two factors, two tiers were
identified for this project. Existing businesses west of Wal-Mart were omitted from the tiers as
they were previously assessed for the Jamaica Avenue & Highway 61/10 roundabouts. Tier 1
was identified as Wal-Mart and the future commercial development area east of Wal-Mart. Tier 2
was identified as existing and future growth south of Highway 61/10. As there were no trips from
Tier 2 anticipated for the East Point Douglas Road Reconstruction area, Tier 2 was included in
the CSAH 19 roundabout only.
Summary of Road and Infrastructure Improvements – CSAH 19 Roundabout
The CSAH 19 & East Point Douglas Road intersection is currently a two-way stop with stop con-
trol on East Point Douglas Road. This project proposes the construction of a six-leg roundabout
which will incorporate the on and off ramps for northbound Highway 61/10. Trail improvements
would include crosswalks for all six legs of the roundabout, and tie into the trail along East Point
Douglas Road. Stormwater management requirements will be met by the construction of two
infiltration basins along the north side of East Point Douglas Road, both east and west of CSAH
19. Street lighting would be constructed within the roundabout, along with landscaping in the
roundabout center island and East Point Douglas Road median to the west. Finally, water main
and sanitary sewer would be constructed along the western leg of the East Point Douglas Road
and underneath CSAH 19 for future use. Below is a breakdown of the proposed assessments
for the CSAH 19 roundabout project. Please note there is no proposed assessment for Wal-Mart
as $214,500 was already collected as part of their development contract.

Summary of Road and Infrastructure Improvements – East Point Douglas Reconstruction
East Point Douglas Road is currently a two-lane rural street section with ditches from the CSAH
19 intersection to the east Wal-Mart entrance. There is also a bituminous trail along the south
side of the road. This project proposes to reconstruct the roadway as an urban curb & gutter
section with turn lanes. The trail along the south side of East Point Douglas Road would be re-
constructed, along with the continuation of sidewalk on the north side of the road to the future
development access road. Stormwater management requirements will be met by the expansion
of the existing basin near the east Wal-Mart entrance. Street lighting would be constructed along
East Point Douglas Road, consistent with the existing lighting further to the west. Water main
and sanitary sewer would be constructed from where they currently dead end near the east Wal-
Mart entrance up to the CSAH 19 roundabout project. Finally, a trunk storm sewer would be in-
stalled underneath East Point Douglas Road to serve as an overflow for the future commercial
development ponding. Below is a breakdown of the proposed assessments for the East Point
Douglas Reconstruction. Please note there is no proposed assessment for Wal-Mart as
$214,500 was already collected as part of their development contract.

Project Funding Analysis
The total project cost for the CSAH 19 roundabout road and utility work is $3,112,034, with
Cottage Grove’s portion of the work estimated at $1,719,734. According to the City’s policy, 50
percent of the total assessable project cost for road work and utilities is assessed against the
benefiting properties utilizing the tiered system. The total project value that is assessed is
$806,740. The Cost Estimate Summary can be viewed in Appendix C of the Feasibility Report.
The total project cost for the East Pont Douglas Reconstruction road and utility work is
$1,317,715. According to the City’s policy, 50 percent of the total assessable project cost for
road work and utilities is assessed against the benefiting properties utilizing the tiered system.
The total project value that is assessed is $440,989. The Cost Estimate Summary can be
viewed in Appendix C of the Feasibility Report.
Recommendation
It is recommended the City Council adopt the attached resolutions approving the feasibility
report and establishing a September 21, 2016, public improvement hearing date for the CSAH
19/East Point Douglas Road Improvement Project.

INTRODUCTION
In 2013, East Point Douglas Road was constructed to an urban three-lane section in front of Walmart.
Trunk utilities were also extended as a part of that project.
Since 2013,the area has experienced increased traffic from the recent commercial development.
Washington County, in partnership with the City of Cottage Grove, MnDOT, and the South Washington
Watershed District, is proposing improvements to County Highway 19 (Innovation Road)which address
safety and operations at East Point Douglas Road. In addition,the remaining unimproved section of East
Point Douglas Road will be reviewed in conjunction with the intersection improvements.
The City Council authorized the preparation of this Report on June 15T, 2016 to determine the feasibility
of the proposed street and utility improvements.
This feasibility report examines the following street segments:
1. East Point Douglas Road/CSAH 19 intersection improvements, including approach legs
2. East Point Douglas Road from approximately 1,300 If west of CSAH 19 (Walmart)to CSAH 19
If the City decides to proceed with the proposed street and utility improvements as described in this
report, it is anticipated construction would begin in 2017 as shown in the project schedule found on
page 10.
EXISTING CONDITIONS
Streets
East Point Douglas Road is a designated MSA(Municipal State Aid) street and is classified as a major
collector in the City's comprehensive plan from 80th Street to Innovation Road (CSAH 19).
The segment of East Point Douglas Road adjacent to the easterly Walmart entrance (Cottage View Drive)
was originally part of Highway 61 from approximately 1927-1958. Concrete paving from old Highway 61
is present under the existing roadway just east of this intersection.
East Point Douglas Road was reconstructed in front of Walmart in 2013 to a 3-lane urban section 40 feet
wide,from face of curb to face of curb,from East Point Douglas Lane (Groveland Cottages)to the
easterly Walmart access road.The in-place pavement section of these streets was designed to be 6" of
bituminous over 10" of aggregate base. The three lane section includes two eastbound through lanes
and one westbound through lane. From Walmart to the east, East Point Douglas Road is a rural section
two lane roadway 24 feet wide with 3-foot gravel shoulders. An 8 foot bituminous pathway is within the
south boulevard the entire length of the street. A 6 foot concrete sidewalk is within the north boulevard
from Jamaica Avenue to the east side of Walmart. Street lighting currently exists along the urban street
section from Jamaica Avenue to the east side of Walmart.
Innovation Road (CSAH 19) is under the jurisdiction of Washington County and serves as the main
arterial for the developing East Ravine area. CSAH 19 includes two northbound through lanes and two
southbound through lanes in this area. One of the southbound through lanes transitions to a right turn
lane at the T.H. 61 interchange ramps. Stop signs currently control traffic on both legs of East Point
Douglas Road as they approach CSAH 19.

Coring of the pavement on East Point Douglas Road was performed to determine the thickness of the
existing street section. This was used to design a recommended pavement section and anticipate
necessary removals. See Figure 2 for the core locations.

Sanitary Sewer
The 30-inch diameter polyvinyl chloride (PVC) sewer adjacent to the VFW was extended in 2013 along
East Point Douglas Road just east of Walmart. To date, no service connections have been made to this
pipe. This trunk sewer connects to the Metropolitan Council Environmental Services(MCES)54-inch
diameter South Washington County interceptor on the west side of the VFW. The interceptor conveys
wastewater from Woodbury and Cottage Grove to the Eagles Point treatment plant.
Water Main
A 24-inch diameter ductile iron pipe (DIP)trunk water main currently extends southeast along East Point
Douglas Road and terminates east of the Walmart property. The main was extended in 2013 from the
VFW property to Walmart as a part of the East Point Douglas Street Improvement Project.This main
operates on the City's Intermediate Zone.
Storm Sewer
The majority of the Cottage View site is located within drainage area ER-A9, consisting of 125 acres. A
small portion of regional pond ER-P9 has been constructed east of Walmart to capture runoff from East
Point Douglas Road. The regional pond was left unlined and was allowed to infiltrate as an interim
measure to provide some mitigation for runoff volume increases.
The ultimate trunk storm sewer outlet from ER-P9 has not yet been constructed. The regional pond
currently discharges into a temporary 18-inch outlet which runs northwest along East Point Douglas
Road for approximately 800 feet,then crosses East Point Douglas Road and discharges to an existing 24-
inch cross-culvert under Highway 61.

PROPOSED IMPROVEMENTS
Streets
The purpose of this project is to improve the safety and operations of the CSAH 19/East Point Douglas
Road intersection due to the increased traffic in the area from recent commercial development. The
proposed improvements are primarily focused on addressing existing deficiencies at this intersection.
CSAH 19 Improvements
The improvements are proposed to extend from the Highway 61/10 interchange to approximately%
mile north, with a focus on the East Point Douglas Road intersection. Storm drainage and
bicycle/pedestrian accommodations are other important considerations in the design.
Various alternatives were considered to address the safety and operational concerns in the project area
including stop signs,traffic signals, a 4-legged roundabout and a 6-legged roundabout. A 6-legged
roundabout design that includes CSAH 19, East Point Douglas Road, and the Highway 61/10 northbound
ramps was selected as the preferred design based on technical analysis and stakeholder input. The
proposed improvements include the following:
• Construction of a 6-legged roundabout including the reconstruction of portions of CSAH 19,
East Point Douglas Road, and the Highway 61/10 interchange ramps
• Construction of 2 storm water ponding and infiltration areas
• Street lightingforthe roundabout
• Landscaping of the roundabout center circle including turf and landscape plantings
• Bituminous trails around the perimeter of the roundabout
The construction of the 6-legged roundabout shifts the west leg of East Point Douglas Road
approximately 150 If to the south from its current location at County Road 19.
East Point Douglas Road Improvements
In conjunction with Washington County's proposed construction of a 6-legged roundabout at the
intersection of CSAH 19, East Point Douglas Road, and the TH 10/61 westbound ramps;the City of
Cottage Grove is proposing to extend the limits of the reconstruction of East Point Douglas Road
approximately 900 feet further west to the Walmart entrance driveway. These additional
improvements to East Point Douglas Road are proposed to include the following:
• Reconstruction of East Point Douglas Road to an urban section with bituminous pavement,
concrete curb and gutter, and storm sewer
• Construction of a new roadway intersection (Ravine Parkway) approximately 500 feet west of
CSAH 19 to serve future development along the north side of the roadway
• New sidewalk/trail along both sides of East Point Douglas Road
• Street lighting and boulevard tree plantings consistent with those currently installed along East
Point Douglas Road west of the Walmart entrance
Trail and Sidewalk
A 6-foot wide concrete sidewalk will be constructed within the north boulevard of East Point Douglas
Road, extending from the existing sidewalk near Walmart to the future Ravine Parkway intersection.

The existing trail on the south side of East Point Douglas Road will be realigned as necessary along the
approach to CSAH 19. A new trail will be constructed within the north boulevard of East Point Douglas
Road from the future Ravine Parkway intersection to CSAH 19. The trails will be eight feet wide and
separated from, and parallel to, each side of East Point Douglas Road. Trail will also be constructed
around the new roundabout. The proposed trail will provide a link to the City of Cottage Grove's trail
system and will link to Washington County's Cottage Grove Ravine Regional Park.
Sanitary Sewer
The existing trunk sewer on the east side of Walmart will be extended to serve future development to
the east of CSAH 19. This trunk pipe will ultimately serve approximately 2,800 acres east of CSAH 19 and
south of 90th Street. This trunk sewer pipe will extend along the east-west portion of East Point Douglas
Road and will be stubbed out to the north at the Ravine Parkway intersection. Due to rising terrain near
CSAH 19,the grade of the trunk pipe will be steepened and pipe size reduced. A future lift station is
planned approximately 0.65 miles southeast of CSAH 19,with forcemain to CSAH 19.
At the intersection of Ravine Parkway, a lateral 8-inch sewer pipe will be extended from the trunk to
serve the remaining portion of the Cottage View site. Future sewer service north of the Cottage View
site is intended to be from MCES MH-21.
Water Main
The 24-inch diameter ductile iron pipe (DIP)trunk water main along East Point Douglas Road is proposed
to be extended from the existing stub adjacent to Walmart to the Ravine Parkway intersection. At this
location, an 18-inch trunk would extend both east along East Point Douglas Road to CSAH 19 and north
along Ravine Parkway.These improvements would operate in the Intermediate Zone. The future
extension along Ravine Parkway would require a pressure reducing valve (PRV) at an elevation between
865 and 870 as it approaches the high pressure zone.
Storm Sewer
The storm water runoff from the construction of the new street would be conveyed by the proposed
concrete curb and gutter and collected at low points and at street intersections. The lateral storm sewer
system will be designed to a minimum 5-year return frequency in accordance with City policy as well as
any applicable MSA requirements.
In addition, a portion of the future trunk outlet pipe for ER-P9 is proposed to be constructed under East
Point Douglas Road. This pipe will be bulkheaded for future use and will be extended underneath the
road to avoid cutting into it in the future. It's anticipated that any further development will likely
require the e�ension of the trunk outlet pipe.
Storm Water Ponding
As mentioned previously,the roundabout drainage is proposed to be accommodated in two storm
water infiltration areas on the north side of the roundabout whereas East Point Douglas Road drainage
will be routed to Pond ER-P9.
Although there is a relatively small increase in impervious area along East Point Douglas Road,the
existing storm water pond east of Walmart is proposed to be expanded. The expansion of the pond will
meet existing rate and volume control levels.

Project Phasing
This project can be viewed in two parts;the roundabout improvements necessary to address the safety
and operational concerns, and the reconstruction of East Point Douglas Road. Should the City decide to
postpone the reconstruction of East Point Douglas Road,the City should plan to improve it once
additional development occurs.
Under either portion of the project,trunk utilities are proposed to be installed adjacent to the roadway
improvements. Should the City decide to construct the roundabout portion of the project only,there
would be a gap in the trunk utilities adjacent to the unimproved roadway section of East Point Douglas
Road. This gap would be completed in the future once the final roadway improvements are made.
PERMITS, EASEMENTS, & RIGHT-OF-WAY
Permits from the Minnesota Department of Health (MDH) and the Minnesota Pollution Control Agency
(MPCA) would be required for the water main and sanitary sewer construction. Because this project
disturbs more than one acre of land, a Phase II General Storm Water Permit for Construction Activities
from the MPCA is also anticipated. A MnDOT Short Form Permit for utility installation will likely be
needed for the installation of the pond outlet pipe;the limits of which will be determined during final
design. It is also anticipated that additional right-of-way will need to be acquired for the street and
utility construction; Figure 5 depicts the additional right-of-way anticipated for this project. Temporary
easements for grading will be analyzed during final design.
ESTIMATED COSTS
Cost estimates for the improvements have been prepared and are included in Appendix B. All costs for
items to be constructed are based on anticipated unit prices for the 2017 construction season. All costs
include a thirty(30) percent allowance for indirect costs associated with the project(engineering,
administrative,financing, and legal) as well as a ten (10) percent contingency. No costs are included for
capitalized interest during the construction period or before assessments are levied, and no costs have
been included for any easement or right-of-way acquisition.The following is an overall summary of the
estimated costs:

Cost Allocation

Assessment Policy for Public Improvements," dated September 30, 2005, Revised August 8, 2012.All

Due to the fact that over 98%of the benefiting area is currently commercial/industrial or is anticipated
to be per the 2030 plan, the commercial/industrial policy was applied to the entire project area.

Costs are apportioned to benefited properties based on proximity and trip generation. Considering
those two factors, two tiers were considered for this project,those properties north and south of
Highway 61 as shown on Figure 6. Existing businesses west of Walmart were omitted from the tiers
because they were previously assessed for the Jamaica/61 Roundabouts, and there may be future
improvements needed at Jamaica Ave. & East Point Douglas Road. In addition, background traffic was
omitted due to the broad nature of the origin of the traffic.

Alternate Method:
For properties adjacent to the improved street surface,the policy also allows for costs to be allocated by
the lineal feet abutting the street and parcel area. In this calculation, one-third of the project costs are
apportioned based upon the number of linear feet abutting the improved street surface and two-thirds
is apportioned among the areas of the properties. Since there are assessable properties on only one
side of the street,fifty-percent(or effectively half the road)of the total project costs would be assigned
to the benefited properties.

Financing
Assessments are proposed to be levied based on the City's current assessment policy.The remainder of
the project would be financed through a combination of City funds such as the General Tax Levy and
Enterprise funds for items such as storm sewer improvements. Figure 6 depicts the assessable parcels
for the project.
PUBLIC HEARING
Because the properties within the project area benefit from the proposed improvements, and the
project will be partiallyfunded through assessment, it will be necessaryforthe Cityto hold a public

CONCLUSION AND RECOMMENDATIONS
It is recommended that this report be used as a guide for the layout, design, and cost allocation for the
public improvements to be made as part of the CSAH 19/East Point Douglas Road Improvements Project.
It is further recommended that the owners of properties within the project limits be notified of the
proposed improvements in orderto provide comment.
To determine project feasibility, a comparison was made between the costs estimated herein and the
costs experienced for other similar projects within the City. These comparisons, on a per linear foot
construction cost basis (no indirect project costs), are shown in the following table:

The table above shows that the estimated costs to provide public utilities and streets are comparable to
the previous projects, considering the proposed road sections, and therefore feasible. The proposed

improvements are necessary to allow development in accordance with the City Comprehensive Plan.
This project is cost effective based on existing conditions and acceptable standards proposed to
construct the improvements.
Financial responsibilities have been determined based on estimated project costs as well as adopted City
policy. Funding sources consist of assessments to benefitted properties and use of existing designated
City funds.
From an engineering standpoint,this project is feasible, necessary, cost effective, and can best be
accomplished by letting competitive bids for the work under one contract in order to complete the work
in an orderly and efficient manner.

RESOLUTION NO. 2016-XXX
RESOLUTION APPROVING THE FEASIBILITY REPORT AND
CALLING FOR A HEARING FOR THE EAST POINT DOUGLAS
ROAD IMPROVEMENTS PROJECT
WHEREAS, pursuant to the resolution adopted by the City Council on June 1, 2016, a report
was authorized to be prepared by Bolton & Menk, Inc. for the East Point Douglas Road
Improvements Project; and
WHEREAS, the feasibility report has been prepared and does find the construction of said
improvements to be necessary, cost-effective, and feasible; and
WHEREAS, the City desires to assess the cost of said improvements to all benefited
properties.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
Washington County, Minnesota,
1. The feasibility report, which was prepared pursuant to Resolution No. 2016-108 for
the East Point Douglas Road Improvements Project, finds the improvements to be
necessary, cost effective, and feasible and is hereby approved.
2. The City Council will consider the improvement of such streets, sanitary sewer, water
main, storm sewer, storm water quality, and lighting in accordance with the feasibility
report and the assessment of benefitting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes, Chapter 429, at an estimated total cost

3. A public hearing shall be held on such proposed improvements on the 21st day of
September 2016 in the Council Chamber of City Hall at 7:00 p.m. and the Clerk shall
give mailed and published notice of such hearing and improvement as required by

RESOLUTION NO. 2016-XXX
RESOLUTION APPROVING THE FEASIBILITY REPORT AND
CALLING FOR A HEARING FOR THE CSAH 19 IMPROVEMENT PROJECT
WHEREAS, pursuant to the resolution adopted by the City Council on June 1, 2016, a report
was authorized to be prepared by Bolton & Menk, Inc. for the CSAH 19 Improvement Project; and
WHEREAS, the feasibility report has been prepared and does find the construction of said
improvements to be necessary, cost-effective, and feasible; and
WHEREAS, the City desires to assess the cost of said improvements to all benefited
properties.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
Washington County, Minnesota,
1. The feasibility report, which was prepared pursuant to Resolution No. 2016-108 for
the CSAH 19 Improvements Project, finds the improvements to be necessary, cost
effective, and feasible and is hereby approved.
2. The City Council will consider the improvement of such streets, sanitary sewer, water
main, storm sewer, storm water quality, and lighting in accordance with the feasibility
report and the assessment of benefitting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes, Chapter 429, at an estimated total cost
of the improvement of $3,112,034.25.
3. A public hearing shall be held on such proposed improvements on the 21st day of
