CITY OF COTTAGE GROVE E CONOMIC D EVELOPMENT A UTHORITY MINUTES th July12, 2016 Pursuant to due call and notice thereof, a regular meeting of the Economic Development Authority was held at Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove, Minnesota 55016 on the 16th day of July, 2016. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. ROLL CALL Members Present: Myron Bailey, EDA President James Celkis, EDA Member Trent Cole, EDA Member Steve Dennis, EDA Vice President Tony Jurgens, EDA Treasurer Eric Thiewes, EDA Member Ramona Westerberg, EDA Member Members Absent: None Staff Present: Charlene Stevens, EDA Executive Director Jennifer Levitt, Community Development Director/City Engineer Christine Costello, Economic Development Director Robin Roland, Finance Director Matt Wolf, Economic Development Assistant Others Present: Chris Eng, Washington County Economic Development Director APPROVAL OF MINUTES th 3.1EDA Vice President Dennis motioned to approve the June 14, 2016 EDA Meeting Minutes. EDA Member Cole seconded. Motion passed unanimously (7-to-0 vote). BUSINESS ITEMS 4.1 Business Inquiry/Community Development Update Economic Development Director Costello gave an update on the projects that are in development around the City of Cottage Grove. Economic Development Authority – Minutes May 10, 2016 Page 2 of 3 EDA Vice President Dennis stated he would like to see the City of Cottage Grove do research on the potential effects of food trucks on the City of Cottage Grove’s businesses. Economic Development Director Costello stated that is something the City of Cottage Grove’s planning staff is and will be looking in to moving forward. EDA Member Jurgens asked who is paying for the grading for the shovel ready sites in the business park. Community Development Director/City Engineer Levitt replied that the City has developed in the Business Park, through Tax Increment Financing, the ability to finance about $450,000 to make 17 acres useable and pad ready. EDA Member Jurgens inquired if the City has given any additional thought in developing a spec building in the Business Park. Community Development Director/City Engineer Levitt replied that as the City has looked into the process more closely the City has determined that the process of spec buildings is being fulfilled by the private sector and it is not something at this time the City would be interested in making an investment. EDA Member Jurgens asked if there was any update on the efforts to recruit a hotel on the parcel next to Ruby Tuesday. Economic Development Director Costello replied that the City has met with Grandstay Hospitality but they were concerned about the cost of the parcel and the size of the parcel. Economic Development Director Costello stated that the City has been learning through this process that this particular parcel may be too small for development of the hotel. EDA Member Jurgens inquired if the City of Cottage Grove was looking at joining GreaterMSP. Economic Development Director Costello replied the City was not looking to join GreaterMSP, the City can already take advantage of some of their services due to Washington County’s membership. EDA Member Thiewes inquired what the site location of the new middle school. EDA President Bailey th stated the location was just pass Highland Hills off of 65 Street. 4.2 Consideration of amendment to the EDA Bylaws and Enabling Resolution Economic Development Director gave a brief overview of the amendment to the EDA Bylaws and the Enabling Resolution that was being proposed. EDA Member Westerberg motioned to approve the EDA Bylaws and Enabling Resolution. EDA Member Thiewes seconded. Motion passed unanimously (7-to-0 vote). PUBLIC HEARING None OTHER BUSINESS 6.1 Calendar EDA Members viewed the various upcoming events listed on the calendar. 6.2 EDA Comments Economic Development Assistant Wolf gave a brief overview of the Urban Land Institute Navigating Your th Competitive Future Workshop being held August 16, 2016 that EDA Members are being invited to attend.
