TO: Economic Development Authority FROM: Christine Costello, Economic Development Director DATE: August 1, 2016 RE: BEC Update Background/Discussion At the July Economic Development Authority meeting a request was made to provide an update on the BEC. Attached is the timeline exit strategy that has number of items completed for the closure of the BEC. There are still a number of items that staff is currently working on. They include:  Extending lease to December 31, 2016 for Premier Biotech. With Premier Biotech for signatures. o  Extended lease to August 31, 2016 for Conexspace LLC/Dakota Sales Service.  Extending lease to June 1, 2017 for the East Ridge Robotics Team. Lease will reference they will have limited use of the remaining facility past January o 2017.  Sent Chamber potential available office spaces in Cottage Grove. The Chamber is reviewing locations in Cottage Grove and Newport currently. Chamber Board hopes to have a decision soon. Also have shared with Chamber that they need to fill out the room request form so o meeting space can be reserved at city hall for various Chamber meetings.  Inventory of BEC furniture and then determine if it is needed at other City facilities or can donate or sell.  Letter to tenants on September 1st that copier will be removed October 1, 2016. City staff is also working with Washington County to develop a joint planning committee to study the redevelopment of Park Grove library. This committee will determine what tasks need to be studied and the entity responsible for completion of those tasks. Rent payment continues to be any ongoing issue for two tenants. Staff is considering lease termination for tenants that are continually behind in rent. Timeline for Exit Strategy Spring 2016  COMPLETED EDA directs staff to develop an exit strategy.  COMPLETED Calls made to all BEC tenants on future of the BEC.  COMPLETED City Council/ EDA decision made about continuation of the BEC.  COMPLETED VIA PHONE Formal letters sent to all tenants of status of BEC future. CALLS AND EMAIL  COMPLETED Meet with all tenants to discuss new location within the community.  COMPLETED Remove freestanding sign on 80th Street advertising space for lease. Summer 2016  Extend leases as necessary on a month-to-month lease that will end December 2016.  Send letter to tenants that copier will be removed from facility (not being used).  COMPLETED Cancelled Minnesota High Tech Association membership ($500).  Inventory furniture in the BEC that belongs to the City.  Determine how furniture will be handled; offered to other City Departments, sell, etc.  Inform the Garden Club that they will not have to maintain the landscaping beds in front COMPLETED of the building.  Find Garden Club a new location for plantings. Give time to relocate plant material. COMPLETED  Contact building/site contractors on status of the BEC. (Mechanical/Cleaning/Keys)  Send email to SWCTC on status of the BEC. Audio/Video owned by SWCTC. COMPLETED Fall 2016  Contract for leased copier ends October 2016.  Maintain lawn care (including irrigation).  Formal letter to tenants that will need to vacate by December 31, 2016. Winter 2016 - 2017  Maintain snow removal for site.  Begin routine site inspection.  Send letter to cancel cleaning contract of building.  Cancel Google contract for BEC calendar  Remove TV carousel from the front lobby. Spring 2017  Inform City insurance the building is vacant.  Remove exterior BEC wall signage from the building.  Work on turning off water to the interior of the building  Audio/Video equipment returned to SWCTC or work to have located at City Hall.  Cancel trash removal and dumpster contract for the site.  Continue to maintain the exterior of the building and surrounding landscaping – mowing, tree trimming, etc.
