The City’s Comprehensive Plan in Fig. 6-6 outlines this Major Collector. As part of the vision, the road was to be upgraded to a fully urban section and have the same design charac- teristics as the Ravine Parkway, so we will utilize similar elements with sidewalks, trails, light fixtures, landscaping, and setbacks (75-foot buffer strips adjacent to the right-of-ways). Access Management: The plat for the new Oltman Middle School established a key access point on to 65th Street, which provides for the future connectivity to the land to the north for future development. The roadway and infrastructure projects provide for future development of the adjacent land in this area. This has significant benefit to the surrounding properties. The last remaining undeveloped land is on the north side of 65th Street, to the east of Hadley Avenue and west of the Silverwood development. This undeveloped land would have future access to 65th Street, which would require the installation of turn lanes associated with the development. This access plan was previously approved by the County as part of the Walden Woods preliminary plat. Ultimate Urban Section and Future Costs of 65th Street: The future expenses for the road upgrade are $8 million from the Newport City limits to approx- imately Ideal Avenue. Intersection Control Options: As part of the project development, there were three options reviewed for intersection control at Goodview Avenue and Geneva Avenue. Option 1: Install only turn lanes on 65th Street at Goodview Avenue and Geneva Avenue. This would meet the minimum needs to serve the school and would function at a lower level of service. This would include lowering the road 15 feet to improve sight lines on 65th Street to permit the installation of turn lanes at Goodview Avenue. This would cost approximately $1 million. Honorable Mayor, City Council, and Charlene Stevens 65th Street Turnback September 7, 2016 Page 2 of 2 Option 2: Install turn lanes with a fully urban section with a traffic signal at Goodview Avenue and Geneva Avenue. The cost for 65th Street would be $3,138,293.00 without ravine stabilization, right-of- way acquisition, and retaining walls related to the ravine stabilization on the northeast side of Geneva Avenue. The challenge with this design is with the ravine stabilization, because exten- sive geotechnical analysis has not been performed to know the magnitude of the efforts. Plus, this would require lowering the grade of 65th Street to meet sight lines. This alternative was not found to be cost effective or feasible. Option 3: The preferred option was to proceed with roundabouts on 65th Street at Geneva Avenue and Goodview Avenue. The cost for the two roundabouts is $3.1 million. This value does not include right-of-way acquisition. The benefits of the roundabout design increase the level of service at both intersections, ravine stabilization can be avoided because the roundabout at Geneva Avenue can be offset to the northeast, sight line issues between Geneva Avenue and Goodview Avenue are mitigated with reduced speed, and money is saved in the road design. The round- abouts meet the ultimate design solution of the roadway with all the Ravine Parkway features, trail connections, motorist disruptions, and improved level of service. Turnback Deal Points: City of Cottage Grove:  The City’s position is $3 million for the turnback of 65th Street.  The City would acquire the right-of-way for the roundabouts at Geneva and Goodview Avenues.  Two years of maintenance. Washington County:  The County’s position is $2 million for turnback of 65th Street.
