Tyler has met or exceeded all expectations of the job function. Staff recommends that the City Council consider appointing Tyler Olson to full-time status as the River Oaks Golf Course Manager. Tyler would be subject to a one year probationary period. This is consistent with all positions included in the Non -represented Pay Plan. Staff is recommending that the new Golf Manager position be reclassified from Grade V to Grade VII in the Non -represented Pay Plan. This new position no longer supervises the Golf Maintenance or Banquet Facility/Restaurant operations. Staff has included an updated job description for review. The position, along with all other regular positions, would be subject to the 2017 compensation study, if approved in the 2017 budget. With Tyler's years of experience at River Oaks (since 2011) as well as his successful interim role, it is recommended he be placed at step C of Grade VII of the Non -represented Pay Plan. That is currently $61,644 per year. Tyler would also be eligible for all other benefits that employees in the Non -represented Pay Plan receive. Staff is requesting that the appointment be effective September 19, 2016, the first day of a pay period. It is the City's desire that the River Oaks Golf Manager is PGA Certified. Although Tyler has passed the playability test, he does not hold this certification. It is recommended that the position be offered contingent upon Tyler achieving full PGA Certification within 24 months of the date of hire. There are three coursework levels that require two weeks of classroom training and testing in Palm Beach Gardens, Florida (PGA Headquarters). It would be recommended that these levels be expensed as follows: Level 1: Rules of Golf, Tournament Operations, Equipment Repairs Cost Responsibility: Employee 100% Level 2: Business Planning, Customer Relations Cost Responsibility: Employee 50%, City 50% Level 3: Day to Day Work Experience, Leagues, Lessons, Game Growth Cost Responsibility: City 100% Upon approval, the associated costs would be worked into the existing travel and training annual budget. Additionally, all golf course operations have been operating under the City Council as acting Board of Directors since spring of 2016; with Council Member Steve Dennis serving as General Manager. It seems an opportunistic point to transition both Golf and Golf Maintenance divisions of River Oaks to the Parks and Recreation Department to better align these recreational services with their management functionality. Parks and Recreation Director Zac Dockter has been working closely with River Oaks staff since the beginning of the year. The City Council would still provide insight and guidance like they do with all other departments of the City. Doing so would also seem to ease the management/oversight burden on the Board so that it can aim its focus towards successful implementation of the Eagles Bar and Grill business plan. TITLE: Q4;7il:49T,14Z1111 ACCOUNTABLE TO: FLSA STATUS: JOB OBJECTIVES Golf Manager Parks & Recreation Parks & Recreation Director Exempt This is a supervisory position of exempt classification responsible for the operation and management of the River Oaks Golf Course golf operations division. ESSENTIAL JOB FUNCTIONS a. Responsible for the administration and operation of the golf course, driving range and pro shop. b. Develop and maintain positive relationships and communications with the Restaurant/Banquet Facility staff. c. Prepare and have approved the annual budget and administer that budget in a fiscally responsible manner. Supervise, plan, direct and organize the work and performance of all employees, including recruitment, supervision, discipline, establishment of wage rates, development of employee policies and job descriptions, establishing performance objectives and conducting employee evaluations in the Pro Shop. Responsible for daily cash receipts and account for safekeeping of the same according to established written policy and procedures. Certify and categorize all invoices for payment. Promote various functions of the organization which will generate operating revenues and create interest, to include: men's, ladies, seniors, couples and junior golf programs. Work with community organizations and develop a strong community awareness. Ensure cooperation and coordinate all construction projects and course scheduling. Coordinate and supervise all rental equipment. Be current on developments in the world of golf. Work closely with allied associations of golf and others that might contribute to the facility's function. On behalf of the facility, speak at various club, educational or civic functions as required. Prepare, publish and distribute informational and promotional literature. Effectively use the website and social media to positively promote River Oaks. Monitor control purchasing policies and procedures: establish inventory control levels and ensure distribution of merchandise and supplies to assigned department. Prepare related reports and records. r. Perform all other necessary duties as apparent or assigned. MINIMUM REQUIREMENTS a. Membership with the PGA of America. b. Three years of progressively responsible experience in the supervision and operation of a public or private golf course. c. The preferred candidate has a degree in Recreation, Business Administration, or related field. KNOWLEDGE, SKILLS AND EXPERIENCE a. Thorough knowledge and be current in all aspects of the golf course industry. b. Ability to develop, coordinate, and promote a wide range of golf programs. c. Ability to communicate effectively with customers and staff. d. Ability to operate the golf course in the most efficient and economical manner possible without adversely effecting the experience of the customer. e. Ability to establish and maintain effective working relationships with elected officials, City employees and the public.
