RE: Cottage Grove Fire Department History
Introduction
At the last regular meeting, the Advisory Committee on Historic Preservation (ACNP) discussed a
request by the Planning Committee for the new Central Fire Station that a plan and policies be es-
tablished for a donation program related to the establishment of a display case containing artifacts,
photographs, and information on the history of the Cottage Grove Fire Department.
Discussion
The ACHP discussed the topic and the logistics of how the program could be established as either
a donation or loan program. Citizen Frankie Ratzlaff was in attendance at the meeting and noted
that she had items related to when her late husband had served as a volunteer fire fighter in "Old"
Cottage Grove. She noted further that she was not ready to donate the items, but if the program
included loans she would be interested in participating.
Based on the discussion, the following information is being recommended to share with the Planning
Committee and the City Council.
CENTRAL FIRE STATION HISTORIC DISPLAY PROGRAM AND POLICY
Introduction: The City of Cottage Grove appreciates the men and women who have chosen career
or volunteer paths that over time have built one of the most efficient, trusted, and reliable firefighting
departments in the state. In order to recognize the history of the Department's growth and change,
the City of Cottage Grove now hereby establishes the Central Fire Station Historic Display Program.
Program Purpose: The purpose of the program is to solicit items from the general public that can
share the history of the Cottage Grove Fire Department in a display space in the new Central Fire
Station.
Program Structure: Items submitted for inclusion in the display can be permanently donated to the
City if accepted under the guidance of this Policy or placed on loan for a minimum of one year if
accepted under the guidance of this Policy.
Donation Documentation: It is the intent that the City Attorney will draft appropriate documentation
related to the acceptance, recognition, and terms of donated items being transferred to the City for
use in the Central Fire Station Historic Display Program.

Acceptance of Items: The City Council authorizes staff to accept or refuse donated items under the
guidance of this Policy and with proper documentation.
Desired Items: Written stories, photographs, artifacts, and other unique items
Acceptable Item Criteria: Items must be:
• Related to use in Cottage Grove
• I n good taste
• In good repair
• Sized to be easily managed
• Removed from active service
• Free from offensive odors
• Non hazardous
• Any additional criteria established through the discussion process
Policy Summary
After adoption by the City Council, this policy would be utilized when the request is sent out to the
general public for the solicitation of items related to the Cottage Grove Fire Department History
Display.
Further Discussion
The ACHP discussed the Fire Station Planning Committee's suggestion that an additional facet of
the project could be the creation of a time capsule related to the Fire Department's past and present.
The City completed a time capsule project in 2012 for the new City Hall. The ACHP should discuss
the time capsule policy and determine if the same guiding policy should be utilized.
Recommendation
It is requested that the ACHP finalize their discussion on the proposed donation program and policy
and provide recommendations to Planning Committee and City Council.
