Cottage Grove here Pride and PrOsPerity Meet TO: Advisory Committee on Historic Preservation FROM: John M. Burbank, Senior Planner DATE: September 7, 2016 RE: Hill/Gibson History Education Action Plan Introduction As a part of the delisting and demolition process for7003/7007 East Point Douglas Road, it was required that a historic education action plan be created for the site. The proposed plan was submitted by Dominium and is attached for review. Recommendation It is requested that the ACHP finalize the discussion on the History Education Action Plan and provide recommendations to the Developer, Staff, and City Council. *Y DOMINIUM.., Legends of Cottage Grove / Hill -Gibson Education Plan Honoring the History of Site The history of the City of Cottage Grove is very rich. Unlike other suburban cities, Cottage Grove's economic success was not a sole product of its proximity to St. Paul, but instead was supported by agriculture and a vibrant city center, now known as Old Cottage Grove. After Minnesota became a state, and St. Paul named its capital, Cottage Grove continued to maintain its individual identity, one that continues to be an element of community pride to this day. It is exactly this type of thriving community that is well suited for the future construction of Legends of Cottage Grove at 6999 East Point Douglas Road South, near the intersection of what is now Highway 61 and 80th Street South. This site sits at the gateway to the city. As such, the site itself has a deep and meaningful history and has played an important role in the growth of the City. It is an important goal of this new development to honor to the site's history and ensure that the legacy of the role it has played is paid proper respect. Interpretation Signage Walking paths and a seating area near the original site of the house are planned for the project. Interpretive signage will be located at or near the seating area which will include a narrative detailing the history of the area - specifically as it relates the Hill -Gibson House as well as photos of the structures that were demolished to make way for construction. Dominium will work with City staff to determine the final design and the appropriate information to be displayed on the interpretive signage. Once the materials are removed, and if they are deemed structurally sound, they will be reused in various areas throughout the site. Depending on their state, they may be used as park benches for the seating area shown in the attached landscape plan. We will also try to include informational placards in the reused material that describe the original history of the material. The final design of the benches is still being determined, but below is an example of what could be done if the logs are in a reusable condition: 2905 Northwest Blvd, Suite 150 • Plymouth, MN 55441-2644 • Corporate 763/354-5500 • Fax 7631354-5519 • Web dominiumapartments.com 4P DOMINNM,., Naming Legends of Cottage Grove is located in an area that was once known as Atkinson's Corners after one of the first Euro -American settlers in Cottage Grove, John Atkinson. Atkinson's Corner was one of the first areas of early settlement in Cottage Grove that included a school, post office and farms. To help memorialize the Atkinson Corner name the final plat for the Legends of Cottage Grove has been named Atkinson Corner. This will be recorded with Washington County and be part of the new legal description of the land that the project will be located ensuring that name will survive. The project will also include many amenities for residents and guests, one of which is a library. In honor of the site's history, the library will receive a name that relates to the site's previous owners and inhabitants. The Dominium Marketing and Property Management team will work to identify a name that suites the space and identifies the historic role the site has played within the City of Cottage Grove and signage will be included to announce the name. We are currently proposing the name the Hill -Gibson Library. Information Materials In 1998 the Hill -Gibson house received the honor of listing on the City Register of Historic Sites and Landmarks. In order to make way for the new development, this listing had to be redacted to accommodate the demolition of the home. This de -listing does not diminish the important history of the Hill -Gibson property. As such, Dominium will work to commission the professional printing and bounding of a copy of the Hill - Gibson House Preservation Planning Report. This report details the role of the property in Cottage Grove's history and provides important context of the area where Legends of Cottage Grove will then stand. The Preservation Planning Report will be made available to residents and guests with the community's library.
