HomeMy WebLinkAbout2016-10-11 PACKET 07.A.WTTAu HISTORIC LANDMARK MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION July 12, 2016 Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preser- vation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove, Minnesota, on the 12th day of July, 2016. CALL TO ORDER Chair Herb Japs called the meeting to order at 7:02 p.m. ROLL CALL MEMBERS PRESENT: Herb Japs, Jan Japs, Beverly Gross, Verlyn Lindemann, Herb Reckinger, Corinne Marz MEMBERS ABSENT: OTHERS PRESENT: Dave Thiede, Councilmember John M. Burbank, Senior Planner Frankie Ratzlaff, Citizen Burbank informed the ACHP that Jon Raverty had stepped down from the ACHP due to other obligations and time commitments. APROVAL OF THE AGENDA Jan Japs made a motion to approve the agenda as distributed. Marz seconded. The agenda was unanimously approved as submitted. OPEN FORUM No one spoke. ACTION ITEMS A. Historic Register Procedure — Continued Discussion Burbank shared the draft historic registration procedures that would be forwarded to the City Council as based on the previous meeting discussion. The ACHP held a general discussion of the topic. Gross made a motion that the procedures be forwarded to the City Council. Jan Japs seconded. The motion passed unanimously. Fire Department History Burbank reported that as a component of the Central Fire Station construction project, the ACHP has been charged with the task of coordinating the creation of a historic display and establishing a policy related to the creation of the display. After adoption by the City Council, this policy would then be utilized as the request is put out to the general public for solicitation of items related to the Cottage Grove Fire Department History Display. The ACHP discussed several points related to the project: • Define desired items • Define desired information • Define acceptable item criteria • Define material judging criteria • Define transfer of ownership to City language • Define donation recognition/credit protocol • Define any other desired historic components in relation to Cottage Grove history The ACHP also discussed the creation of a time capsule related to the Fire Department's past and present as suggested by the steering committee. It was recommended that same policy criteria es- tablished for the time capsule project in 2012 for the new City Hall be utilized. The ACHP indicated that the Fire Department should be polled as to desired and/or available items for the display, and that the City attorney should review the donation policies and criteria. No further action was taken. C. Cottage Grove and the Mighty Mississippi Burbank noted that the historic barn display project was not getting any traction to move forward and that it was suggested that the display theme be changed to the Mighty Mississippi and how it relates to Cottage Grove past and present. The ACHP concurred and offered suggested topics and River related themes that could be included in the display. The main topics suggested were: • Pre -history use • Early settlement • Transportation growth and importance • Navigation now and then • Wildlife Burbank reported that he would research additional information and asked the ACHP to contact him with ideas or information. No further action was taken. D. 80th Street Quadrant Project. Burbank noted that the 80th Street Quadrant Project was on schedule and that it was time to start designing the four interpretive signs. He summarized the previous suggested topics. The suggested topics were: Advisory Committee on Historic Preservation Minutes May 10, 2016 Page 3 of 4 • John Sullivan Norris • Early farm/farmer history — Baileys, Woodward's, etc. • Early suburban history • Prehistory/geologic information • History snapshots — first stoplight, airports, railroad, Atkinson's Corners, Spring Hill School, Camels Hump, Belden Commercial District • 1837 Treaty • "Center of town" evolution Burbank reported that he would research the topics for available and relevant information, and the ACHP would revisit the item at the next meeting. No additional action was taken. PROJECT UPDATES A. 7003/7007Hill/Gibson House Update Burbank noted that since the Council action on April 20, the Preservation Alliance of Minnesota was still working to secure an appropriate site to relocate the structure as a future owner continued to be interested and that the City was assisting with the lot search process. He also stated that the future property owner has been putting together information for the required historic education plan and will be submitting it to the City for review at the next ACHP meeting. The ACHP held a general discussion of the topic, and no action was taken. APROVAL OF MINUTES Lindemann made a motion to approve the minutes of the February 9, 2016, Special Meeting of the Advisory Committee on Historic Preservation. Jan Japs seconded. The minutes were unani- mously approved. HISTORIC INQUIRIES AND RESEARCH INFORMATION IR•7T COUNCIL LIASON COMMENTS None COMMITTEE COMMENTS None STAFF COMMENTS Burbank shared a copy of a brochure on the 2016 State Historic Preservation conference to be held on September 7 to 9, 2016, in Hastings. He noted that grants for registration were available and asked if any Committee members were interested in attending. The ACHP held a general Advisory Committee on Historic Preservation Minutes May 10, 2016 Page 4 of 4 discussion on the topic and Marz indicated she was free and would like to attend. No additional action was taken. ADJOURNMENT Lindemann made a motion to adjourn the meeting. Jan Japs seconded. Motion passed unani- mously. The meeting was adjourned at 8:38 p.m.
