COTTAGE GROVE CITY COUNCIL JULY 27, 2016

SPECIAL MEETING - 6:00 P.M.
Members of the City Council first attended a Public Safety Department cookout at 6:00
p.m.
1. CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
special meeting on July 27, 2016 at Cottage Grove City Hall, 12800 Ravine Parkway.
Mayor Bailey called the meeting to order at 7:04 p.m.
2. ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave
Thiede.
Also present were: Charlene Stevens, City Administrator; Rebecca Ahlvin, Management
Assistant; Les Burshten, Public Works Director; Zac Dockter, Parks and Recreation
Director; Cathy Mohr, Assistant Finance Director; Robin Roland, Finance Director.
3. AGENDA ITEMS
A. WORKSHOP — OPEN TO PUBLIC: 2017 — 2018 BUDGET
Director Roland reviewed general information regarding the proposed 2017 tax levy at
two levels, historical information regarding tax levy increases and total general fund
revenues and expenditures.
Director pockter presented Parks & Recreation budgets including Forestry, Park
Maintenance, Recreation, Ice Arena and Golf Course 2017-2018 budget additions
including capital outlay items for River Oaks. He discussed staffing requests: a Parks
Manager and Park/Arena Maintenance worker.
Director Burshten presented the Public Works 2017-2018 budget requests including
several smaller capital outlay items in the Streets, Signage and Snowplowing budgets.
They also discussed requests for underground pipe (for drainage at the public works

facility), miscellaneous storage and a replacement of the radio system used in public
works vehicles. The Fleet, Streetlight and Storm Water Utility budgets were also
discussed. Requests for increases to part time and seasonal staffing were presented.
Management Assistant Ahlvin and City Administrator Stevens presented the General
Government budget requests. These requests were mostly extensions of 2016 Strategic
planning initiatives including second year funding for the Community Engagement
Project, a request for a compensation study, and an Administration Summer Intern
position.
Council and staff engaged in general discussion of the proposed requests and staffing.
The workshop adjourned at 10:10 p.m.
