MINUTES
COTTAGE GROVE CITY COUNCIL AUGUST 3, 2016
ST. CROIX CONFERENCE ROOM

SPECIAL MEETING - 6:00 P.M.
1. CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
special meeting on August 3, 2016 at Cottage Grove City Hall, 12800 Ravine Parkway.
Mayor Bailey called the meeting to order at 6:00 p.m.
2. ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave
Thiede.
Also present were: Charlene Stevens, City Administrator; Pete Koerner, Deputy Public
Safety Director; Jennifer Levitt, Community Development Director; Cathy Mohr,
Assistant Finance Director; Rick Redenius, Deputy Public Safety Director; Greg Rinzel,
Deputy Public Safety Director; Robin Roland, Finance Director; Craig Woolery, Public
Safety Director.
3. AGENDA ITEMS
A. WORKSHOP — OPEN TO PUBLIC: 2017 — 2018 BUDGET
Director Levitt presented the Community Development (Planning and Building
Inspection) budget, Engineering, City Hall, Economic Development Authority and
Recycling budgets. Requests were for an entry level City Planner position, seasonal
Building Inspector and Assistant City Engineer positions. Council members discussed
succession planning opportunities, internship as an alternative to full time planner
position and budget neutral (revenues cover expenses) additions in building inspections
and engineering.
Director Woolery presented Public Safety department budgets including Police, Fire
protection, Emergency Management and EMS. Staffing requests included the 42nd
police officer (for a full time forensics position) and three new full time
firefighter/paramedic positions to be split 25% Fire and 75% EMS. Director Woolery
described "prudent plan for now"; need to assess impacts after positions hired for any

future changes to include S.I.T.E, Special Investigative Unit (SIU) and traffic units.
Deputy Director Rinzel discussed how filling these positions allows scheduling of police
officers to 10 hours shifts - down from 12 hour shifts - for 2017.
Council members discussed the impact of St. Paul Park and Newport EMS usage and
the potential of a fire taxing district to be examined after the New Year. HERO center
was also discussed; planning and grant funding.
Council and staff engaged in general discussion of the proposed requests and staffing.
Attendees agreed that another budget workshop would be held on August 24th to
finalize choices fitting within a 4.99% levy increase.

The workshop adjourned at 10:00 p.m.
