CROIX CONFERENCE ROOM 1. CALL TO ORDER 2. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Les Burshten, Public Works Director; Joe Fischbach, HR Manager/City Clerk; Rick Redenius, Fire Chief; Robin Roland, Finance Director; Gary Orloff, Streets Foreman. 3. AGENDA ITEM A. River Oaks: Capital Projects - Interior Renovations Update Administrator Charlene Stevens stated at a previous workshop they had budgeted approximately $50,000 for some improvements at River Oaks, including tables, chairs, booths, and the banquet bar renovation. The following approximated quotes were received: Banquet bar renovation-$47,500 (including plumbing, HVAC, etc.); Flooring- $10,000 (refreshing carpet, tile conditions); Replacement of all tables and chairs- $10,200; Updating wall coverings-$3,500 (paint, etc.); Additional point of sale terminal- $3,500. There have been items added to the original workshop plan; she felt the Council needed to reprioritize improvements and try to stay within the budgeted amount. Discussion amongst the Mayor and Council Members included the possibility of hiring a local General Contractor to do all of the improvements, thereby saving money. Administrator Stevens stated they could certainly get estimates from local contractors. A question was raised about how this renovation would be paid for and if a tax levy was involved; Finance Director Robin Roland stated reserves would be transferred to the general fund and it is not budgeted as part of the tax levy for 2017. Projected renovation costs had also increased in order to comply with City Code requirements. The possibility of obtaining bars and/or furniture from other restaurants that have remodeled or recently closed was also discussed. B. C. River Oaks: Banquet and Special Events Menu Status Update Council Member Dennis indicated James has been working on that menu. D. River Oaks: Eagles Bar and Grill - Staffing Update Council Member Dennis stated they've hired a lot of people and Human Resources Manager Joe Fischbach and he have really got the hiring process honed down, trying to get people hired within a day or two. They could use another cook or two, although James and Scott feel the number of staff on board is workable. They've also hired people who previously worked at the now-closed Ruby Tuesday's restaurant in Cottage Grove. E. River Oaks: Eagles Bar and Grill - Opening Date The soft opening date is set for October 5, 2016. Administrator Stevens stated they could now start to advertise the menu on the website to get people in the door. Discussion ensued regarding pushing the opening date back so renovations would be completed before the opening date; Council Member Dennis feared they might lose staff if that were to happen. It was also mentioned that Zywiec's Halloween event will be starting October 1, so it would be nice to get some customers from that event. It was decided that the soft opening date would remain as scheduled. It was suggested and agreed that perhaps they will work more on contacting area organizations to suggest they hold their meetings and/or special events at River Oaks. 4.
