Subject: RC Track Proposal
Introduction
At its September meeting, the Parks Commission received a request from resident Chad Smith
to build a 50’ x 100’ remote controlled (RC) track at Ideal Park. The Parks Commission
declined the request by unanimous decision but requested staff to conduct research for other
potential sites in Cottage Grove.
Background
The Parks Commission viewed Mr. Smith’s proposal for an RC track as quality recreational
activity but had concerns on the proper location. Based on feedback from the meeting, staff
utilized the following criteria to search potential sites in Cottage Grove:
1. Minimal to no contact with adjacent neighbors.
2. Site where noise does not disturb other neighborly uses; for this reason staff is
suggesting any RC track site not allow gas-powered RC cars (electric only) due to
noise.
3. Accessible parking area.
Utilizing that criteria, staff has identified three potential sites that may be considered by the
Commission. Staff has added commentary of both positive and negative considerations for
each recommended site. The sites are listed in no particular order.
1. Cottage Grove Public Works – This site is southeast of Cottage Grove Public Works in a
lot that was vacated several years ago by a mixed commercial use and housing rental
use. With its proximity to Highway 61, a fairly industrious area and very few neighbors,
noise concern for this location would seem to be minimal. This area would have no
conflicts with other recreational activities. However, the site may be considered
temporary in that any future land use decisions for the site would all an RC track to
hinder long-term use for the site. Additionally, parking may pose a challenge in that on-
street parking would be the proposed method at this time.
2. West Draw Park – This site is directly east of the current bike park within West Draw
Park. Although it is still fairly far from the nearest homes, cars would likely be audible to
neighbors. An RC track here would almost mimic the terrain of the bike park but on a
much smaller scale; thus coalescing the current landscape. There may also be some
shared dirt and equipment opportunities. However, neighbors have expressed concern
in the past with the size of the bike park and adding to it may be troubling. Additionally,
the parking lot located to the north is often refused by bike park visitors for closer on-
street parking on Meadowgrass Avenue. On-street parking has also been a concern
raised by at least a few neighboring residents. Lastly, the bike park volunteer group has
expressed concerns over RC users naturally gravitating towards usage of the bike trails.
3. Hamlet Park – The proposed site within Hamlet Park would be between the sand
volleyball courts, basketball courts and ice hockey rink. The site is flat while being
parking and accessibility friendly. However, this site is currently used as a pleasure
skating rink in the winter and the installation of a track may reduce the size of that rink
(which is currently the largest in the community). Additionally, Hamlet Park is one of the
most heavily used parks in Cottage Grove and adding additional traffic may cause
further constraints on an already limited parking lot. Both aesthetic and noise concerns
may be an issue with park users although it should not have an adverse effect on any
adjacent homeowners.
Hamlet Park is also home to undeveloped parkland south of the baseball fields. That
space is very flat and in an industrialized area. There would be little to no challenges
with building and operating a RC track on that site. Some of the natural terrain of the
site may be viewed as a positive for RC enthusiasts. However, logistics of getting RC
track users to and from the site may be a challenge due to the distance from any
parking. A paved trail would be available for pedestrian use. Similar to the Public
Works site, future development of this land may cause for the relocation of the RC track
at a time currenlty unknown.
Mr. Smith has confirmed his presence at the November Commission meeting should further
conversation with him be necessary.
Staff Recommendation
Receive staff report regarding remote controlled car track and provide staff feedback on
direction.
