Subject: City Fees
BACKGROUND
City Departments have submitted fee change requests for 2017.
As part of the update I have also been working on updating the fee schedule to make more
consistent and user-friendly categories, subcategories, item descriptions and fee formatting.
The fee schedule is kept in an Excel spreadsheet and the categories and subcategories are
expandable, similar to other large electronic documents like our City Code, so that users can
drill down rather than scrolling through an open table with several hundred fees to find what
they're looking for. I will work with MIS Coordinator Bluhm on making this available on our
website, even for users who don't have Excel.
Additionally, I've been trying to identify City Department and Division ownership of each fee.
Most of the fees listed under Administrative Offense Penalties under the current schedule are
not being used and are slated for deletion. Citations can be issued by Code Enforcement or
Public Safety for these types of violations and fees do not have to be outlined in our fee
schedule as such. I've also renamed the category as Fines for the remaining penalty fees that
are still in use.
Since the categories, subcategories, descriptions, and fee formatting have been changed, we
are requesting that the new fee schedule be adopted to replace the current schedule in its
entirety. For clarity, I've included a summary table showing what fee amounts have actually
changed, and I've also included the old fee schedule in its entirety for further reference.
Note: The draft ordinance authorizes publication of the ordinance by title and summary, which
is allowed by State Statute with a four-fifths vote. The ordinance summary states that we will
publish the table on our website. I spoke with Communications Coordinator Madsen and we
can post a news story on the web to make the fee schedule prominent.

AMENDING CITY FEES EFFECTIVE 1/1/2017
The City Council of the City of Cottage Grove, Washington County, Minnesota, does hereby
ordain as follows:
SECTION 1. AMENDMENT.
Whereas, the City Council of the City of Cottage Grove, County of Washington, State of
Minnesota shall establish fees listed in Attachment A effective 1/1/2017.
SECTION 2. PUBLICATION.
Whereas, Minnesota Statute 412.191 subd. 4. allows by four-fifths vote the publication of
lengthy ordinances or ordinances containing charts or maps by title and a summary of the ordinance
when such will clearly inform the public of the intent and effect of the ordinance. The following will be
published in the legal postings of the official newspaper:

The City Council of the City of Cottage Grove has passed Ordinance 972 amending City Fees
effective 1/1/2017. Fee categories include Ambulance, Animal, Development, Fines, General
Services, Golf Course, Ice Arena, Licenses, Parks, Permits, Public Safety, Public Works, and Utilities.
