MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION Special Meeting October 11, 2016 Pursuant to due call and notice thereof, a special meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove, Minnesota, on the 11th day of October, 2016. CALL TO ORDER Chair Herb Japs called the meeting to order at 5:31 p.m. ROLL CALL : MEMBERS PRESENTHerb Japs, Jan Japs, Beverly Gross, Verlyn Lindemann, Herb Reckinger, Corinne Marz : MEMBERS ABSENT None OTHERS PRESENT:Dave Thiede, Councilmember John M. Burbank, Senior Planner Bud Gross, Citizen Burbank informed the ACHP that Jon Raverty had stepped down from the ACHP due to other obligations and time commitments. APROVAL OF THE AGENDA Lindemann made a motion to approve the agenda as distributed. Marz seconded. The agenda was unanimously approved as submitted. OPEN FORUM No one spoke. ACTION ITEMS A. Pledge of Allegiance Discussion. Burbank reported that the City Council had asked that the different City commissions discuss and decide if they would like to recite the Pledge of Allegiance before their regular meetings. The ACHP identified that while they are a patriotic group of citizens, they typically have limited time in which to discuss all of the historic topics that are on their agenda, and the Pledge could eat into Advisory Committee on Historic Preservation Minutes October 11, 2016 Page 2 of 4 some of that valuable time. The consensus of the group was to recite it only at their first meeting of the year. No further action was taken. B.Document Retention/Donation Discussion Burbank noted that the Council had recently authorized the conveyance of several historical docu- ments to the State and County historical societies, but had wanted the ACHP to review the documents one last time prior to the completion of the task. The ACHP discussed several points related to the project, and Jan Japs made a motion to continue the item for the next regular meet- ing. Reckinger seconded the motion, which was approved unanimously. Burbank responded that he would put it on the next agenda for additional discussion. No further action was taken. C.7003/7007 East Point Douglas Road (Hill-Gibson House) – Education & Action Plan Burbank shared the preliminary information that had been presented by Dominium in relation to the post construction historic education plan for the Hill-Gibson house. The ACHP discussed several points related to the project. No further action was taken. D. Fire Department History Burbank identified that the ACHP’s previous discussions on the historic component of the Central Fire Station construction project included the following topics:  Define desired items  Define desired information  Define acceptable item criteria  Define material judging criteria  Define transfer of ownership to City language  Define donation recognition/credit protocol  Define any other desired historic components in relation to Cottage Grove history  That the City attorney should review the donation policies and criteria. The ACHP discussed the topics in more detail and indicated that the Fire Department should be polled as to desired and/or available items for the display, and that the public should be engaged. No further action was taken. PROJECT UPDATES A. St. Paul Park Airport Burbank shared some documents related to the St. Paul Park airport on 90th Street that were obtained online, as the ACHP has been continually completing background research on this his- toric site. The ACHP discussed several points related to the project. No further action was taken. B. Historic File Scanning Burbank reported that the conversion of the historic archive to Laserfiche electronic format had been initiated over the late summer and that quality control was being completed. He stated fur- ther that the scanning had been completed by college interns who were assisting in the project. The ACHP discussed several points related to the project. No further action was taken. D. 80th Street Quadrant Design Project – Interpretive Signs Burbank noted that the 80th Street Quadrant Project was still on schedule, and that he was initiating the process to start designing the four interpretive signs for the site. He summarized the previous suggested topics. The suggested topics were:  John Sullivan Norris  Early farm/farmer history – Baileys, Woodward’s, etc.  Early suburban history  Prehistory/geologic information  History snapshots – first stoplight, airports, railroad, Atkinson’s Corners, Spring Hill School, Camels Hump, Belden Commercial District  1837 Treaty  “Center of town” evolution Burbank reported that he would continue researching the topics for available and relevant infor- mation, and the ACHP would revisit the item at their regular meetings in early 2017 in prepara- tion for installation in the spring. Pledge of Allegiance Discussion. Burbank reported that the City Council had asked that the different City commissions discuss and decide if they would like to recite the Pledge of Allegiance before their regular meetings. The ACHP identified that while they are a patriotic group of citizens, they typically have limited time in which to discuss all of the historic topics that are on their agenda, and the Pledge could eat into Advisory Committee on Historic Preservation Minutes October 11, 2016 Page 2 of 4 some of that valuable time. The consensus of the group was to recite it only at their first meeting of the year. No further action was taken. B.Document Retention/Donation Discussion Burbank noted that the Council had recently authorized the conveyance of several historical docu- ments to the State and County historical societies, but had wanted the ACHP to review the documents one last time prior to the completion of the task. The ACHP discussed several points related to the project, and Jan Japs made a motion to continue the item for the next regular meet- ing. Reckinger seconded the motion, which was approved unanimously. Burbank responded that he would put it on the next agenda for additional discussion. No further action was taken. C.7003/7007 East Point Douglas Road (Hill-Gibson House) – Education & Action Plan Burbank shared the preliminary information that had been presented by Dominium in relation to the post construction historic education plan for the Hill-Gibson house. The ACHP discussed several points related to the project. No further action was taken. D. Fire Department History Burbank identified that the ACHP’s previous discussions on the historic component of the Central Fire Station construction project included the following topics:  Define desired items  Define desired information  Define acceptable item criteria  Define material judging criteria  Define transfer of ownership to City language  Define donation recognition/credit protocol  Define any other desired historic components in relation to Cottage Grove history  That the City attorney should review the donation policies and criteria. The ACHP discussed the topics in more detail and indicated that the Fire Department should be polled as to desired and/or available items for the display, and that the public should be engaged. St. Paul Park Airport Burbank shared some documents related to the St. Paul Park airport on 90th Street that were obtained online, as the ACHP has been continually completing background research on this his- toric site. The ACHP discussed several points related to the project. No further action was taken. B. Historic File Scanning Burbank reported that the conversion of the historic archive to Laserfiche electronic format had been initiated over the late summer and that quality control was being completed. D. 80th Street Quadrant Design Project – Interpretive Signs Burbank noted that the 80th Street Quadrant Project was still on schedule, and that he was initiating the process to start designing the four interpretive signs for the site. He summarized the previous suggested topics. The suggested topics were:  John Sullivan Norris  Early farm/farmer history – Baileys, Woodward’s, etc.  Early suburban history  Prehistory/geologic information  History snapshots – first stoplight, airports, railroad, Atkinson’s Corners, Spring Hill School, Camels Hump, Belden Commercial District  1837 Treaty  “Center of town” evolution Burbank reported that he would continue researching the topics for available and relevant infor- mation, and the ACHP would revisit the item at their regular meetings in early 2017 in prepara- tion for installation in the spring.
