CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on January 4, 2017, at Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The audience, staff, Mayor, and City Council Members recited the Pledge of Allegiance. 3. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council Member Wayne Johnson, Council Member La Rae Mills, and Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Joe Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer; Sharon Madsen, Communications Coordinator; Robin Roland, Finance Director; Craig Woolery, Director of Public Safety. 4. OPEN FORUM Mayor Bailey asked if anyone in the audience wished to address the Council on any item that was not on the agenda. As no one wished to address the Council, Mayor Bailey closed the open forum. 5. ADOPTION OF AGENDA Motion by Council Member Thiede, second by Council Member Dennis, to adopt the agenda. Motion carried: 5-0. 6. PRESENTATIONS CITY OF COTTAGE GROVE • 12800 Ravine Parkway • Cottage Grove, Minnesota 55016 www.cottage-grove.org • 651-458-2800 • Fax 651-458-2897 • Equal Opportunity Employer City Council Meeting Minutes January 4, 2017 Page 2 A. 1 st Order of Business: Oath of Office — Mayor Myron Bailey and Council Members Wayne Johnson and La Rae Mills Washington County Commissioner Karla Bigham asked Myron Bailey to raise his right hand and recite the oath to swear him in as the Mayor of the City of Cottage Grove. Mayor Bailey was congratulated, and he signed the Oath of Office form. Mayor Bailey asked Wayne Johnson to raise his right hand and recite the oath to swear him in as a Council Member for the City of Cottage Grove. Council Member Johnson was congratulated and he signed the Oath of Office form. Mayor Bailey asked La Rae Mills to raise her right hand and recite the oath to swear her in as a Council Member for the City of Cottage Grove. Council Member Mills was congratulated and she signed the Oath of Office form. Mayor Bailey thanked Washington County Commissioner Karla Bigham for being present and swearing him in as Mayor, and he congratulated the newest members of the City Council and welcomed them. B. Eagle Scout Awards —Adam Fenenga and Hunter Froelich (Troop 777) Mayor Bailey asked Hunter Froelich and Adam Fenenga of Troop 777 to come forward. He stated they wanted to recognize them for achieving this high ranking. Mayor Bailey stated their names were on a board in City Hall for everyone to see. They were each presented a plaque from the City and were congratulated. Hunter and Adam were each asked to speak about their Eagle Scout Award projects. Hunter Froelich stated he and some other Troop members made a set of four duck houses for the ponds in Hidden Valley, on 70th Street, and those were installed into the pond. They also helped clean up some of the planters and removed buckthorn from a viewing area. Adam Fenenga built a Chimney Swift birdhouse on Grey Cloud Island, at the town hall building; it's about 15 feet tall and it's for the Chimney Swift birds to use when they migrate from the north to the south. It's a place for them to stay because the old chimneys are now getting torn down and are no longer being built, so this will act as a substitute for those. Mayor Bailey thanked them for their work and congratulated them on obtaining the rank of Eagle Scout. 7. CONSENT AGENDA A. Approve the December 21, 2016 City Council Regular Meeting Minutes. City Council Meeting Minutes January 4, 2017 Page 3 B. Receive and place on file the approved minutes for the Parks, Recreation and Natural Resources Commission Meeting on November 14, 2016. C. Adopt Resolution 2017-001 approving the public purpose policy for 2017. D. Designate the South Washington County Bulletin, 7584 80th Street South, Cottage Grove, as the City's Official Newspaper for 2017, at $14.60 per column inch. E. Adopt Resolution 2017-002 designating depositories for 2017. No Council Members wished to pull any Item for further comment and/or discussion. Motion by Council Member Thiede to approve the Consent Agenda, second by Council Member Mills. Motion carried: 5-0. 8. APPROVE DISBURSEMENTS A. Approve payment of check numbers 199275 to 199494 in the amount of $781,178.63 and EFT Payment of$264,946.22. Motion to approve disbursements by Council Member Mills, second by Council Member Johnson. Motion carried: 5-0. 9. PUBLIC HEARINGS — None 10. BID AWARDS — None. 11. REGULAR AGENDA A. Review City Council Meeting Schedule for 2017 Staff Recommendation: Approve the attached meeting schedule as detailed in the attached memo. City Administrator Charlene Stevens wanted to point out there were a couple of special meetings that have been added to the calendar; one is a goal-setting workshop on February 4, and the second is a joint meeting with the Woodbury City Council on February 9, which this year will be hosted by the City of Woodbury at their City Hall. There are also some budget workshops, which are scheduled in advance. Motion by Council Member Thiede, second by Council Member Dennis, to approve the City Council Meeting Schedule for 2017. Motion carried: 5-0. B. Commission and Committee Appointments Staff Recommendation: Approve Mayor Bailey's recommendation for various City Commission and Committee Appointments for 2017. Mayor Bailey stated the following appointments have been made for 2017: • Mayor Pro Tem - Council Member Dennis; City Council Meeting Minutes January 4, 2017 Page 4 • Economic Development Authority - Mayor Bailey and also Council Member Dennis, as was the case in 2016; • Historic Preservation Advisory Committee - Council Member Thiede; • Planning Commission - Council Member Dennis; • Parks, Recreation and Natural Resource Commission - Council Member Thiede; • Public Services Commission - Council Member Johnson; • Strawberry Festival - Council Member Thiede and Council Member Mills, as both of them are active with two different parts of the festival; • Investment Committee - Council Member Dennis and Council Member Johnson; • Red Rock Corridor Commission - Council Member Mills; • South Washington County Telecommunications Commission - Council Member Thiede; • South Washington County Watershed District - will remain with staff inember Jennifer Levitt; • Holiday Train Committee - Mayor Bailey; • Environmental Commission - Council Member Thiede; • Beyond the Yellow Ribbon Committee - Council Member Johnson; • Minnesota High Speed Rail - Council Member Mills; • Arts Commission - Council Member Mills. Motion by Council Member Johnson to approve Mayor Bailey's recommendations for various City Commission and Committee appointments, second by Council Member Dennis. Motion carried: 5-0. 12. COUNCIL COMMENTS AND REQUESTS Council Member Mills stated she's very excited to be on the City Council and serving the residents of Cottage Grove; she's looking forward to that. Council Member Mills stated the next Fare For All will take place on January 12 at All Saints Lutheran Church. Council Member Mills stated there's going to be a fundraiser for the Stone Soup Thrift Shop, a Winter Hawaiian Luau, and that will be on Saturday, January 28, and tickets are available on their website or they can be purchased at Park Place and also at Stone Soup. Council Member Dennis welcomed the two new members to the City Council. He expected 2017 will be a fantastic year for economic development. Council Member Thiede stated the 2017 theme for the Strawberry Fest is "Around the World in Berry Days." He wanted everyone to think about becoming a volunteer and getting involved in the Strawberry Fest. There will be a meeting next week, January 9, in the conference room in City Hall, and welcomed anyone who wished to attend; City Council Meeting Minutes January 4, 2017 Page 5 they're open to new ideas. Council Member Johnson stated he was excited to finally get moving forward and working with his fellow Council Members to serve the City of Cottage Grove. Mayor Bailey stated he was excited to have the two new Council Members on board. The City staff also feels they will have a very positively busy 2017. Mayor Bailey stated that Ace Hardware in Cottage Grove opened today in the former G-Will Liquors center; he encouraged everyone to stop in to welcome them to Cottage Grove. Mayor Bailey stated last evening was the final Facebook Live event for "My Future Cottage Grove." He stated there were approximately 75 people participating, which he felt was amazing. Mayor Bailey stated you can watch it on Facebook, it's 30 minutes, and residents can still offer insights and give feedback for another week. The idea is to get more information from the residents as to what they see as the future of Cottage Grove, the most important things they want in Cottage Grove for future growth. He stated those things would help the City Council and the City staff plan for the future. The link for that can be found on the City's Facebook page. 13. WORKSHOPS — OPEN TO PUBLIC — None. 14. WORKSHOPS — CLOSED TO PUBLIC — None. 15. ADJOURNMENT Motion by Council Member Mills, second by Council Member Johnson, to adjourn the meeting at 7:23 p.m. Motion carried: 5-0.
