COTTAGE GROVE CITY COUNCIL March 1, 2017
COUNCIL CHAMBER

REGULAR MEETING - 7:00 P.M.
1. CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
regular meeting on March 1, 2017, at Cottage Grove City Hall, 12800 Ravine Parkway.
Mayor Bailey called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
The audience, staff, Mayor, and City Council Members recited the Pledge of Allegiance.
3. ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Wayne Johnson, and Council Member La Rae Mills. Council Member
Dave Thiede was not present.
Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney-
LeVander, Gillen & Miller, PA; John Burbank, Senior Planner; Zac Dockter, Parks and
Recreation Director; Jennifer Levitt, Community Development Director/City Engineer;
Robin Roland, Finance Director; Molly Pietruszewski, Recreation Supervisor.
4. OPEN FORUM
Mayor Bailey asked if anyone in the audience wished to address the Council on any
item that was not on the agenda. As no one wished to address the Council, Mayor
Bailey closed the open forum.
5. ADOPTION OF AGENDA
Motion by Council Member Mills, second by Council Member Dennis, to adopt the
agenda. Motion carried: 4-0.
6. PRESENTATIONS — None.

A. Approve the February 1, 2017 City Council Special Meeting Minutes.
B. Approve the February 1, 2017 City Council Regular Meeting Minutes.
C. Receive and place on file the approved minutes for the Arts Commission
meeting on January 3, 2017.
D. Appoint Joe Filipovich to a term on the Arts Commission effective March
2, 2017, and ending February 28, 2019. Appoint Joe Kovarik to fill the
vacant seat on the Arts Commission, effective March 2, 2017, and ending
February 28, 2018.
E. Pass Ordinance 977 amending City fees by adding new liquor and mobile
food unit license categories and fees.
F. Adopt Resolution 2017-024 calling a Public Hearing for host approval of
PHS/Cottage Grove Revenue Bonds.
G. 1) Adopt Resolution 2017-025 approving the plans and specifications and
establishing a March 30, 2017, bid date for the East Point Douglas Road
Right Turn Lane & Signal Modifications. 2. Approve the Assessment
Appeal Waiver Agreement with 7180 Point Douglas, LLC. 3. Approve the
Temporary Construction Easement Agreement with 7180 Point Douglas,
LLC. 4. Approve the Purchase Agreement to purchase approximately
2,549 square feet at 7180 East Point Douglas Road South.
H. Adopt Resolution 2017-026 approving the plans and specifications and
authorizing the City to acquire bids through state contract for the
Woodridge Park Inclusive Playground.
Council Member Mills wished to pull Item D for further comment and/or discussion.
Council Member Mills stated it's exciting to see there some new appointees to the Arts
Commission, Joe Filipovich and Joe Kovarik. If approved by the Council this evening,
they will be joining the Arts Commission next week.
Motion by Council Member Dennis to approve the Consent Agenda, second by Council
Member Johnson. Motion carried: 4-0.
8. APPROVE DISBURSEMENTS
A. Approve payment of check numbers 199925 to 200084 in the amount of
$506,589.92 and EFT Payment of$290,062.67.
Motion to approve disbursements by Council Member Johnson, second by Council
Member Mills. Motion carried: 4-0.
9. PUBLIC HEARINGS — None.
10. BID AWARDS — None.

12. COUNCIL COMMENTS AND REQUESTS
Council Member Dennis stated people in the community are complaining about outages
from Comcast; as Comcast is the primary provider in the City and it's affecting so many
people, he asked if the staff could contact Comcast as to what's been going on and
perhaps put that information on the City's website and/or Facebook page.
Council Member Dennis stated at the Planning Commission Meeting on February 27,
there were some issues with rezoning properties. Council Member Dennis stated he
wanted to find a way to get property information out to people; people are empowered
when they know current zoning areas and what the Comprehensive Plan is for those
areas. If a method can be found to get the information out before any proceedings, he
felt that would be important to people who are making a choice to invest in a property.
He asked if we could create something similar to the Truth in Housing process, as is
used by some cities. We don't have to do that, but perhaps could find another similar
education process to use; he stated he'd appreciate it if the staff could work on that.
Administrator Charlene Stevens stated they'd be happy to work on that.
Council Member Johnson asked Council Member Dennis if he was referring to
developers or to individuals buying homes. Council Member Dennis stated if you look
at a currently open area with developable land and people are moving into that
area, it would be nice if they could initially be given some information regarding the
future of that particular area. That information could be disseminated in various ways
(developers, realtors, private sellers, etc.); that information could be created and put into
the City Code. It's similar to a business prospectus; it would initially be providing people
with information so they'd be aware of what the future might hold. Council Member
Johnson stated it would also be nice for subsequent buyers of that house, who might
not have the information that the original owners did; they might have purchased that
home not realizing what was going to happen in their neighborhood. He asked if
something could be done to require that information also be provided to subsequent
buyers, so they, too, could make informed decisions. Council Member Dennis stated he
agreed, and it was just an idea at this point, and they could look at it as a team to figure
out how that could be implemented. Information would potentially make it easier for
developments to occur, maybe eliminate potential lawsuits, and it generally provides a
better feeling for people in the community because they're informed about what's going
on. Mayor Bailey stated there seemed to be some confusion even at the Planning
Commission with what current land use is versus guided, as changes to zoning
amendments or a Comprehensive Plan can also change land use.
Council Member Johnson stated the Beyond the Yellow Ribbon meeting is normally the
3rd Thursday or every month; however, in March, it will be held on the 2nd Thursday.
Mayor Bailey stated at the last Council Meeting, a performance review was done on
Administrator Stevens. The law states that at the subsequent Council Meeting, the
Mayor has to give a brief update on that review. Administrator Stevens received a

strong performance rating across the board, and they're looking forward to working with
her for many years.
Mayor Bailey stated that the Friday night Fish Fry takes place at River Oaks, the Eagles
Bar & Grill, every Friday, 4:00 to 8:00 p.m., through April 14, and he encouraged
everyone to stop in, enjoy the food, and see the remodeling that's taken place at the
Event Center.
Carbone's Pizzeria, 7155 Jorgensen Lane, has expanded their restaurant, and Mayor
Bailey stated that will be a great addition to the community. They will have an official
ribbon cutting on Monday, March 6, and he encouraged everyone to stop in and support
their business expansion, which now includes a full bar.
Mayor Bailey stated on Wednesday, March 15, just before the next Council Meeting, he
will give the first Mayor's "State of the City" address in the Council Chambers; it will also
be streamed live on cable, as well as on KDWA Radio. He hopes all who are able will
attend.

Motion by Council Member Johnson, second by Council Member Mills, to adjourn the
meeting at 7:15 p.m. Motion carried: 4-0.
