RE: Shepard Farm Certificate of Appropriateness
Introduction
At the April 19 City Council meeting, the Council took the following actions in relation to
the Shepard Farm property located at 8896 and 8946 70th Street South:
1. Issued a certificate of appropriateness for the placement of the Shepard Farm property
on the City's Local Register of Historic Sites and Landmarks as an historic district.
2. Approved the issuance of a Historic Property Conditional Use Permit (HPCUP) to al-
low for the site to be utilized for outdoor and indoor environmental education purposes,
including active agriculture practices, animal husbandry, bee keeping, environmental
education classes, picnics, public gardens, public access, public trails, bus parking,
pre-school, private school, caretaker residences, events and gatherings, and other
similar uses, subject to the conditions listed in the attached draft resolution.
Discussion
A copy of the Council packet is attached. Based on the May approval, the staff from
Dodge Nature Center have been actively working on getting the site ready for the Phase
One implementation projects. With that work, they have identified that several structures
will need siding and roof repairs. The City ordinance allows for staff to review and approve
certificates of appropriateness for minor exterior modification projects for properties on
the Historic Register of Sites and Landmarks.
Recommendation
Review, discuss, and recommend that staff review and approve certificates of appropri-
ateness for minor exterior modification projects for properties on the Historic Register of
Sites and Landmarks as necessary for the Shepard Farm property located at 8896 and
8946 70th Street South.
