HomeMy WebLinkAbout2017-05-22 PACKET 06.1.(3 Stantec MEMORANDUM Date: May 19, 2017 To: Cottage Grove Planning Commission From: Phil Carlson, AICP RE: Cottage Grove Comprehensive Plan Update Introduction Since summer of 2016, the City of Cottage Grove has been working with the public, stakeholders, and consultants at Stantec to understand the existing issues and conditions in Cottage Grove. This has resulted in the development of a background report addressing each of the Comprehensive Plan elements. We are now into the third phase of the seven -phase Comprehensive Plan process - Goals & Vision. In this phase, we are developing what we like to call "the heart" of the Plan - the goals and vision. The goals and the vision are the expression of a community's hopes for the future. The public meeting on May 22, 2017 will allow for broader community education and input on the Plan thus far. The My Future Cottage Grove (MFCG) community engagement process started last fall, and it was decided to delay work on the Goals & Vision until that we had results from that process. We now have a list of key issues gleaned from the MFCG work which has helped to inform our vision, key themes, and chapter goals. The revised schedule (black and red column) suggests moving into Alternatives and Implementation later this year. Preparing the Draft and Final Plan would continue into 2018. The Comprehensive Plan is a document that guides the future actions of a community. It presents a vision for the future and the policies and strategies the community will undertake to get to that future. All land -use decisions, including zoning, subdivision review, and development controls, must be consistent with the Comprehensive Plan, Market Analysis Existing Market Strengths: The City has ample land to develop housing, retail and other businesses Retail districts have many anchor businesses and are far from other competing districts in Woodbury The City's business park is well positioned and easily accessible to Highway 61 Challenges and Areas of Opportunity: Cottage Grove currently lacks a variety of retail types and mix of uses (as seen in older communities) Cottage Grove lacks housing that meets needs of renters, low - and middle-income workers, and seniors Cottage Grove has a small job base (only 17 jobs for each 100 residents) 87% say O O 78% environmental would prefer 4 ? The planning process in Cottage Grove will roughly follow three phases: Background Analysis, Issue and Goal Identification, and Plan Development and Approval. As of today, we have completed background analysis and have identified key issues, which 2016 we are refining into the Plan Vision and Goals. Next, we will apply these vision and goals to the different aspects of the community including land use, housing, transportation, natural resources, and economic Inventory & Analysis development. 2017 What will the Comprehensive Plan be used for? Goals & Vision The Plan sets forth a long-term vision to guide growth over time and identifies policies, projects, and other 7 investments that will move Cottage Grove ahead. These goals and policies serve as the framework for the Plan, Including land use decisions, the transportation and utility networks, future housing development, and parks and open space. Like the vision statement and key themes, the goals developed as part of this planning process are meant to reflect the diverse interests in Cottage Grove, including current and future residents, business owners and employees, government departments, and visitors. The goals from each of the eight Comprehensive Plan chapters are included below. The Land Use Plan is the critical element of the Comprehensive Plan, presenting the blueprint for how Cottage Grove will grow. The plan will establish the land use designations for properties throughout the City and a schedule for staging new development. The Land Use Plan will also serve as the basis for future decisions on transportation improvements, utility extensions, and expansion of the park and open space system. Existing Land Use in Cottage Grove The Metropolitan Council maps existing land use for communities across the region. In order to establish consistency across cities, the Council has established a series of generar¢ed land use categories. These categories include: • Single Family Residential Industrial and Utirity Undeveloped • Farmsteads Institutional Open Water • Multl-fomily Residential Parks, Recreation, and Preserves Extractive • Mixed Use Right -of -Way Railway • Commercial Agricultural Currently, the City of Cottage Grovels working with the Metropolitan Council to update the existing land use map and information. The 2010 existing land use in Cottage Grove is shown below. What is the Transportation Plan? A well-planned transportation system is the primary objective to facilitate the efficient operation and managed growth of the City. All aspects of community development from land use and property values, to utility installations are directly related to current and future transportation systems. The transportation chapter of the Plan will address the future road network and changes that will need to be made to accommodate growth in Cottage Grove. Existing Roadway Functional Classification The functional classification of roadways provides guidelines for safe and efficient movement of people and goods within the City. The Parks and Open Space chapter provides information on planning for acquisition and development of a signature parks and open space system. Included in this chapter on inventory of existing parks, open space, and recreation facilities and a guide for future park land. The park planning process lays the ground work for assembling and maintaining a first-class park and recreation system for the City and presents some of the tools needed to make sound planning decisions. Existing Parks and Open Space Amenities in Cottage Grove The City of Cottage Grove has created an inventory of their existing parks, open spaces, and trails and has classified these different spaces by use and amenity. Each classification has specific design standards to ensure that renovations and development enhance the existing facilities. Some of the categories include: • Public Park Community Park/Open Space Goff Courses • Public/Private Open Space Regional Metropolitan Park/ Swimming pool/splash • Mini -Park Reserve pad • Neighborhood Park Greenways Recreation Centers and • School Commons. This Plan addresses three types of water resources in Cottage Grove: water supply, sanitary sewer, and surface water. Each of these plans are described briefly below. Water Supply Plan Cottage Grove is required by the State of Minnesota and the Metropolitan Council to submit a water supply plan, ensuring that their community has safe, potable water for current and future residents. The Plan is currently underway and was submitted to review by the DNR in late 2016. The Plan consists of four parts: • Part l: Water supply system description and Part 3: Conservation plan evaluation Part 4: Items for Metropolitan Area • Part 2: Emergency preparedness procedures Communities Sanitary Sewer Plan Like water supply, Cottage Grove is required by the State of Minnesota and the Metropolitan Council to submit a sanitary sewer plan. Housing Choice What is the Economic Development Plan? The health and character of a community may best be measured in its housing stock. Vital cities provide a variety of housing choices and work to ensure that existing housing is well maintained. The City must ensure that new housing meets the changing needs of the community. This includes providing more options for senlors, while also promoting move -up housing opportunities for younger famiies. The housing plan will address the existing housing stock, as well as current and future needs across Cottage Grove. Housing Age Xekeanaol Navtl,q App L� min am ami ns l A strong housing stock includes a variety of different housing options from apartments, to single family homes, to condos and senior living facilities. Cottage Grove has many different neighborhoods with different aged and valued homes, meeting the needs of new and existing residents. The two maps below show housing stock age and median home value. There is a clear pattern showing older homes, near Highway 61 are less expensive than new neighborhoods in the northwestern part of the City. Median Home Value Economic health is an important component of a thriving community. A strong commercial and industrial base provides jobs to community residents, contributes to a community's tax base, and can be a source of psychological strength to a community. One can also measure the economic health of a community by taking a look into a community's employment and household income. The Economic Development Plan is a new element of the Cottage Grove Comprehensive Plan. This new chapter will address the business, employment, and market context in the City and strategies for positive growth in the future. Highway 61 is the main commercial corridor through the community, but there is desire for additional retail and restaurant options in the City. The Economic Development Plan will help to balance community desire and market realities into the future.
