Feasibility Report
Background
The City is currently working with Summergate Companies on a 383-lot development known
as Summers Landing. This development is located along the west side of Hadley Avenue,
north of 95th Street and south of 90th Street, and is proposed to be completed in six phases.
The first phase of the development, which was completed in 2016 and consisted of 55 lots for
single family homes in the southeast corner of the development, included publicly constructed
infrastructure through the 429 assessment process. The developer has petitioned the City to
complete the utility and street construction for the second phase as a City project through the
429 process as well.
Discussion
The second phase of the Summers Landing subdivision is located north of phase one, adja-
cent to Hadley Avenue, and contains 83 lots for single family homes. If approved, mass site
grading for this phase would to start in April of 2018, with utility and street construction begin-
ning in May 2018. This second phase of the development will be served by sanitary sewer and
water main from existing utilities within phase one, along with utilities at the intersection of
Hadley Avenue and 92nd Street. Stormwater would be managed by a stormwater pond in
phase one, along with an additional pond that will be constructed during the second phase.
There would be two access points into the second phase of the development, through Missis-
sippi Dunes Boulevard to 95th Street and through 92nd Street to Hadley Avenue. A layout of
the second phase of the development is attached.
Feasibility Report:
The next step in the project development process is the preparation of a
feasibility report. It is recommended that the feasibility report be ordered at this time to deter-
mine the physical and economical feasibility of providing the necessary public improvements.
Recommendation
It is recommended that the City Council adopt a resolution authorizing the preparation of a
feasibility report for the Summers Landing 2nd Addition Street & Utility Improvements.
