COTTAGE GROVE CITY COUNCIL October 4, 2017

SPECIAL MEETING - 6:30 P.M. - ST. CROIX CONFERENCE ROOM
1. CALL TO ORDER
The Special Meeting/Workshop began at 6:30 p.m.
2. ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Wayne Johnson, and Council Member La Rae Mills. Council Member
Dave Thiede was not present.
Also present were: Charlene Stevens, City Administrator; Joe Fischbach/HR
Manager/City Clerk; Rick Redenius, Fire Chief; Robin Roland, Finance Director.
3. AGENDA ITEM
A. Discuss Public Safety Director Hiring Process
Staff Recommendation: Discuss Public Safety Director hiring process in a
workshop at 6:30 p.m.
Human Resources Manager Joe Fischbach explained they'd use a similar hiring
process as that used for Director Woolery. The position will be posted on October 16,
for three weeks, on several websites. The week of November 6 they'll score all the
applications, set up six to ten panel interviews, which will include the public, City staff,
and Chief Law Enforcement Officers/Fire Chiefs from the West Metro. From there,
they'll choose three or four finalists to complete management assessments; those
results will be forwarded to the City Council for review. A few weeks later, interviews
with the City Council will be set up for those candidates. There will be an open house at
River Oaks for the candidates to meet with City Council, City staff, and members of the
public. Based on Council interviews and feedback received from the open house, a
vote will be taken on a preferred candidate, who will need to undergo a psychological
exam, a physical exam, and if it's an external candidate, also a background
investigation. The new Director will begin employment on approximately March 5;
Director Woolery's last day is February 23. Manager Fischbach asked for feedback
from the Council.

• If an internal candidate would be required to undergo a psychological and physical
exam, especially if they'd completed those more than ten years ago; it was agreed
that physical and psychological exams should be the same for both internal and
external candidates.
• The importance of having Council Member Dennis involved, as he had previous law
enforcement experience; Council Member Dennis stated he'd be happy to help in
any way he could.
• Minimum experience/background/educational requirements necessary to apply for
the Director of Public Safety position; Manager Fischbach stated the Council could
could determine the specific requirements. It was decided the minimum education
requirement would be a Bachelor of Science degree or above.
• The transition process once Director Woolery left was mentioned; it was felt current
staff could make the transition a smooth one.
• The need to change the interview panel should there be an applicant from the West
Metro; City Administrator Charlene Stevens stated they'd try to avoid any potential
conflicts with the interview panel; if necessary, it could be changed to greater
Minnesota personnel and/or retired Chiefs.
• It was decided that travel expenses would not be paid for any out-of-state applicants
for the interview and testing process.

The meeting was adjourned at 6:52 p.m.
