HomeMy WebLinkAbout2017-11-27 PACKET 9.2ii.Cottage Grove eet To: Planning Commission From: Ryan Burfeind, P.E., Assistant Engineer Date: November 15, 2017 Re: Open Forum Response — 80th Street & Jamaica Avenue Road Conditions Background/ Discussion At the October 23 Planning Commission meeting, Thomas Lynch, 8896 83rd Street Court, spoke at open forum regarding the road conditions of 80th Street and Jamaica Avenue. Mr. Lynch had specific concerns related to why more of 80th Street was not reconstructed in 2016, when a pavement replacement project was completed on 80th Street from Jamaica Avenue to Ideal Avenue. He also inquired as to when more segments of 80th Street and Jamaica Avenue would be reconstructed in the future. Both 80th Street and Jamaica Avenue are Municipal State Aid (MSA) Streets, which the City receives specific amounts of funding each year from MnDOT to complete reconstruction or new construction projects. Overall, the City has 34 miles of roadway designated as MSA streets, which are all higher volume collector and arterial streets such as Hinton Avenue, 90th Street, and 95th Street. Reconstruction of these streets is very costly, typically 1.5 to 2.5 mil- lion dollars per mile. Due to the very high costs of these projects, they need to be completed in smaller segments over a longer period of time. Another factor that effects reconstruction schedules is that MSA funding is also used to pay for costs the City is responsible for on County State Aid projects. An example of this would be the 70th Street Rehabilitation and County Road 19 Roundabout projects that were completed this year by Washington County. Other examples of City MSA projects include Hadley Avenue and 95th Street in 2016 and 2017 and the Ravine Parkway construction in 2018. Currently 80th Street from County 19 (Keats Avenue) to Jamaica Avenue is included in the draft 2018-2022 Capital Improvement Program (CIP) for reconstruction in 2020. 80th Street from Ideal Avenue to Highway 61 is included in the draft CIP for reconstruction in 2022. Jamaica Avenue from Indian Boulevard to 70th Street was reconstructed in 2016 with the 70th Street Roundabout project; however, further segments of Jamaica Avenue are not included in the draft 2018-2022 CIP for reconstruction. The Engineering Department followed up with Mr. Lynch regarding this information on October 27.
