CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on January 3, 2018, at Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The audience, staff, Mayor, and City Council Members recited the Pledge of Allegiance. 3. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council Member Wayne Johnson, Council Member La Rae Mills, and Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; Joe Fischbach/HR Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer; Craig Woolery, Director of Public Safety. 4. OPEN FORUM Mayor Bailey opened the open forum and asked if anyone in the audience wished to address the Council on any item that was not on the agenda. As no one wished to address the Council, Mayor Bailey closed the open forum. 5. ADOPTION OF AGENDA Motion by Council Member Thiede to adopt the agenda, second by Council Member Dennis. Motion carried: 5-0. 6. PRESENTATIONS — None. CONSENT AGENDA A. Approve the December 20, 2017 City Council Special Meeting Minutes. B. Approve the December 20, 2017, City Council Regular Meeting Minutes. C. Adopt Resolution 2018-001 approving the Public Purpose policy for 2018. D. Designate the South Washington County Bulletin, 7584 80th Street S., Cottage Grove, as City's official newspaper for 2018, at $14.60 per column inch. E. Receive and place on file the approved minutes for the Arts Commission meeting on November 14, 2017. F. Adopt Resolution 2018-003 approving the final Alternative Urban Areawide Review (AUAR) and Mitigation Plan for the Cottage Grove Business Park. Approve the Stormwater Management Agreement with Cottage Grove CSG 1, LLC. I. Adopt Resolution 2018-006 approving the feasibility report, calling for a public hearing to be held on February 7, 2018, and authorizing Bolton & Menk to prepare the plans & specifications for the Hadley Avenue (65th Street to Woodbury border) Reconstruction Project. J. Adopt Resolution 2018-005 approving the plans and specifications and establishing a February 1, 2018, bid date for the Summers Landing 2nd Addition Utility, Street, and Lighting Improvements. K. Approve the issuance of rental licenses to the properties in the attached table. None of the Council Members wished to pull any of the items for further comment and/or discussion. Motion by Council Member Mills to approve the agenda, second by Council Member Thiede. Motion carried: 5-0. 8. APPROVE DISBURSEMENTS A. Approve payments for the period of 12/20/2017 through 12/29/2017 for the amount of$2,996,141.09. Motion by Council Member Johnson to approve disbursements; second by Council Member Dennis. Motion carried: 5-0. 9. PUBLIC HEARINGS City Council Meeting Minutes December 20, 2017 Page 3 A. Conveyance of Property at 6541 85th Street South to Economic Development Authority Staff Recommendation: 1) Hold the public hearing. 2) Adopt Resolution 2018-002 authorizing the conveyance of 6541 85th Street South (PID No. 18-027-21-42-0111) to the City of Cottage Grove Economic Development Authority. Director of Economic Development Christine Costello stated this property was the former municipal pool building. The municipal pool had been closed in 2011 due to decreased attendance and increased operation expenses; the pool was demolished, backfilled, and then seeded while discussions on its future took place. Three potential options for the site were selling the parcel to a developer, continue to use the building for storage purposes, or convert the parcel to public space. It was found that the municipal pool building required environmental remediation; the cost of that exceeded the value of the building so that was no longer an option. In looking at the area, there were three other public spaces nearby. The recommendation was to look at it for redevelopment for residential purposes; it and the surrounding are zoned R-3, which is single-family residential. There is interest from Twin Cities Habitat for Humanity to construct affordable single-family housing in the area; they're proposing three single-family homes. Those would be one story, four- bedroom homes, with detached two-car garages; one of those homes would be accessed with an attached garage. This is only a proposal, it's nothing certain. Conveyance to the Economic Development Authority is requested because it's the redevelopment arm of the City, so the land needs to be conveyed to them. After the conveyance is approved, there would be a neighborhood meeting, scheduled for January 25, 2018, in the City Hall training room. Nearby residents would be notified and invited to the meeting, at which time Habitat can share their site plans to get reactions from the community. At the Council Meeting on January 17, 2018, there would be proposals for the demolition of the pool building. It would then go to the Planning Commission for the plat and Comprehensive Plan amendment; this site is currently guided for park and open space, so it needs to be changed to low-density single family. The final step would be a purchase agreement and development agreement, which would go before the Economic Development Authority and City Council for final approval. Mayor Bailey opened the public hearing and invited anyone present who wished to speak on this item to do so. As no one wished to speak to the Council, Mayor Bailey closed the public hearing. Motion by Council Member Dennis to Adopt Resolution 2018-002, authorizing the conveyance of 6541 85th Street South (PID No. 18-027-21-42-0111) to the City of Cottage Grove Economic Development Authority; second by Council Member Mills. Motion carried: 5-0. City Council Meeting Minutes December 20, 2017 Page 4 10. BID AWARDS — None. 11. REGULAR AGENDA A. Review City Council Meeting Schedule for 2018 Staff Recommendation:Approve the meeting schedule as detailed in the attached memo. City Clerk Joe Fischbach stated the City Council meetings for this year are set for the first and third Wednesday of the month. The recommended regular meeting dates are: January 3 and January 17; February 7 and February 21; March 7 and March 21; April 4 and April 18; May 2 and May 16; June 6 and June 20; July 18; August 1 and August 15; September 5 and September 19; October 3 and October 17; November 7 and November 21; December 5 and December 19. They recommend canceling the July 4 meeting, as that is a federal holiday. They will schedule special budget workshops for July 25 and August 8, at 6:00 p.m. They will schedule a goal-setting workshop at a later date. They will also schedule a special joint meeting with the Woodbury City Council for February 1, 2018, at 6:00 p.m. at Cottage Grove City Hall. Motion by Council Member to approve the City Council meeting schedule for 2018, second by Council Member Johnson. Motion carried: 5-0. B. Commission and Committee Appointments Staff Recommendation:Approve Mayor Bailey's recommendations for various City Commission and Committee assignments for 2018. Mayor Bailey stated it was his responsibility to appoint liaisons to various Commissions for 2018 so he reviewed the list: Mayor Pro Tem: Steve Dennis; Economic Development Authority: Mayor Bailey and Steve Dennis; Historic Preservation Advisory Committee: Dave Thiede; Planning Commission: Steve Dennis; Parks, Recreation, and Natural Resource Commission: Dave Thiede; Public Services Commission: Wayne Johnson; Strawberry Festival: Dave Thiede and La Rae Mills; Investment Committee: Steve Dennis and Wayne Johnson; Red Rock Corridor Commission: La Rae Mills; South Washington County Telecommunications Commission: Dave Thiede; South Washington County Watershed District: Jennifer Levitt; Holiday Train Committee: Mayor Bailey; Environmental Commission: Dave Thiede; City Council Meeting Minutes December 20, 2017 Page 5 Beyond the Yellow Ribbon: Wayne Johnson; Minnesota High Speed Rail: La Rae Mills; Arts Commission: La Rae Mills. There are some new committees for 2018, which may meet only once or twice a year: • Community Task Force: La Rae Mills; • East Metro Strong: Dave Thiede; • Settlers Island: Dave Thiede; • Cottage Grove Chamber of Commerce: Wayne Johnson, with Steve Dennis as the alternate; • Housing Focus Group: Steve Dennis. Motion by Council Member Mills to approve the City Commission and Committee appointments for 2018; second by Council Member Dennis. Motion carried: 5-0. 12. COUNCIL COMMENTS AND REQUESTS Council Member Mills invited all to join the Arts Commission on January 12 at River Oaks Golf Course for another Paint `N Sip Party; registration information can be found on the City's website. Council Member Dennis wished everyone a Happy New Year; he knew a lot of great things were going to happen in 2018. Council Member Johnson wanted to remind everyone that the At Home Battle Buddies is no longer taking place. Council Member Thiede stated he hoped they'd make the most of the brand new year, as he was excited about it. He also stated on January 26 there was going to be a Craft Beer Festival at River Oaks Golf Course, and he thought it sounded like a good time. Council Member Thiede stated regarding the Strawberry Fest, they haven't yet chosen a theme so they're always excited to have new people participate; the next meeting is on January 8 in the City Hall conference room. He encouraged everyone to attend. Mayor Bailey stated due to the extremely cold weather, the warming houses had not been open, although they are now. He encouraged citizens to check the City's website as well as Facebook for any information regarding closures. Mayor Bailey stated he will be speaking at a Toastmasters event on January 22, here at City Hall; he encouraged residents to attend and get involved with this new group. Mayor Bailey stated there will be a State of the City address on February 7 in the City Council chambers. He encouraged everyone to attend or watch it live on television; they'll review the past year and will also look at the City's future events and plans.
