CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on January 17, 2018, at Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Pro Tem Dennis called the meeting to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The audience, staff, and City Council Members recited the Pledge of Allegiance. 3. ROLL CALL The following were present: Council Member Steve Dennis, Council Member Wayne Johnson, Council Member La Rae Mills, and Council Member Dave Thiede. Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; John Burbank, Senior Planner; Les Burshten, Public Works Director; Joe Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer; Sharon Madsen, Communications Coordinator; Robin Roland, Finance Director; Craig Woolery, Director of Public Safety; Pete Koerner, Police Captain. 4. OPEN FORUM Mayor Pro Tem Dennis opened the open forum and asked if anyone in the audience wished to address the Council on any item that was not on the agenda. As no one wished to address the Council, Mayor Pro Tem Dennis closed the open forum. 5. ADOPTION OF AGENDA Motion by Council Member Thiede to adopt the agenda; second by Council Member Johnson. Motion carried: 4-0. PRESENTATIONS A. 2017 Annual Report Video Communications Coordinator Sharon Madsen showed a video that would highlight the accomplishments of the City in 2017. Some of those were: • Citizen Involvement: Including My Future Cottage Grove; followers on the City's Facebook page grew by 15%. • City Award: 27th award for the Comprehensive Annual Financial Report. • City Council adopted a $15.2 million budget for 2018, a 3% increase over 2017. • Inclusive Playground, the largest in the state, opened in Cottage Grove. • Recreation: 150 events or program were offered by Recreation staff and hundreds of citizens attended, including the first Kids Fest at the Ice Arena, which attracted more than 500 people. • River Oaks Golf Course: Partnered with Twin Cities Golf Public Country Club, which attracted new golfers to the course. A bar area was added to the Event Center, and new special events were offered. The Eagles Bar & Grill began offering weekly Friday Fish Fry and Saturday prime rib specials. • Watering Ban: It was enacted as soon as City staff learned that 8 out of our 11 City wells did not meet newly released health-based limits issued by the Minnesota Department of Health. The City rallied together while new temporary water treatment facilities were constructed and completed in just 11 weeks. • Public Works: Staff responded to 400 calls during the watering ban; they replaced 1,500 water meters; they put down more than 3,500 tons of asphalt, the most ever. They maintained the 32 City parks and 60 miles of trails. Their open house attracted 1,200 residents, who wanted to learn more about Public Works. • Public Safety: The transition from a Police-Paramedic program to a Fire- Paramedic program ensured consistent delivery of high quality emergency medical care and excellent response times. The Police Department began conducting computer forensic examinations, as well as proactive policing measures dealing with problem properties and supporting the needs of the businesses in the community. A new Police Explorer program debuted. A microchip reader was added to help identify lost animals picked up by Community Service Officers. Police Reserves volunteered 2,600 hours with 9 emergency callouts and 39 details. Construction of a new Central Fire Station is underway on the site of former Fire Station 2; it's expected to open in the spring of 2018. • Business: Continues to grow with multiple ground breakings and ribbon cuttings, including Hy-Vee. The permit valuation of the construction activity was almost $85,000,000. • Residential: Housing also grew with residential permit valuation being more than $75,000,000. Four new subdivisions were platted, and more than 100 new City Council Meeting Minutes January 17, 2018 Page 3 homes were constructed. The Legends of Cottage Grove will open next year, offering affordable housing for those 55+. • Road Construction: Improvements to 70th Street from Highway 61 to Hinton Avenue; a new roundabout at CSAH 19 and East Point Douglas Road; and a roundabout at 65th Street and Geneva Avenue, in preparation for the opening of the new Oltman Middle School. The City administered and coordinated 25 projects totaling $26.5 million. The City also oversaw the grading, street, and utility construction for 87 single-family lots and 48 quad-home lots. Coordinator Madsen stated those were only the highlights of what the City had accomplished in 2017; the video will be available at SWCTC.org and also on the City's YouTube page, beginning January 18. Mayor Pro Tem Dennis stated it was a great job by everybody and the Council was very proud of all of the accomplishments made on behalf of our community. 7. CONSENT AGENDA A. Approve the January 3, 2018 City Council Meeting Minutes. B. Approve Change Order No. 2 in the amount of$402.88 for the Water Meter Replacement Project. C. Schedule an Open Book meeting at Cottage Grove City Hall, located at 12800 Ravine Parkway, Cottage Grove, on Thursday, April 5, 2018, from 5-7 p.m., and acknowledge the three (3) regional meetings held in the County: City of Oakdale - Wednesday, April 11, 2018, from 5-7 p.m.; City of Woodbury - Thursday, April 19, 2018, from 5-7 p.m.; and City of Stillwater, Wednesday, April 25, 2018, from 2-7 p.m. D. Adopt Resolution 2018-009 appointing Election Judges for the January 29th and February 12th Special Primary and General Elections. E. Approve extension of audit engagement with BerganKDV, Ltd. for fiscal years ending December 31, 2017, 2018, and 2019. F. Adopt 2018-2022 Capital Improvement Plan and Adopt Resolution 2018- 008, amending the 2030 Comprehensive Plan with the 2018-2022 CIP. G. Adopt Resolution 2018-007, accepting donations received in the Fourth Quarter 2017. H. Per City Council direction, appoint Pete Koerner as Public Safety Director, effective February 24, 2018. I. Accept Change Order#2 for the Central Fire Station Project in the amount of$112.29. J. Accept and place on file the minutes from the May 9, 2017, Advisory Committee on Historic Preservation. K. Authorize the acceptance of an award from Ram Air Gear Dryer of a commercial grade Touch Screen 4 place dryer for the Fire Division, estimated at $7,899, with the City paying the shipping/handling of$371 and allowing Ram Air Gear Dryer to promote the award via flyers, social media, etc. City Council Meeting Minutes January 17, 2018 Page 4 L. Adopt Resolution 2018-011 awarding the quotes in the total amount $46,790 for demolition of the municipal pool building at 6541 85th Street South, as follows: Removal of Asbestos/Friable Materials - Sheltertech Corporation, in the amount of$19,840; Removal of Building - Rumpca Excavating, in the amount of$26,000; Removal of Lamps, Ballast, Etc. - J & J Contracting, LLC, in the amount of$950. M. Adopt Resolution 2018-010 for the Ravine Parkway Project, approving the feasibility report, calling for a public hearing to be held on February 21, 2018, and authorizing Stantec to begin preparing plans and specifications for the project. N. 1) Adopt Resolution 2018-012, approving the final plat for Summers Landing 2nd Addition. 2) Approve the Development Agreement for Summers Landing, 2nd Addition. 3) Approve all development-related easement agreements. O. Approve the issuance of rental licenses to the properties in the attached table. None of the Council Members wished to pull any items for further comment and/or discussion. Motion by Council Member Mills to approve the agenda; second by Council Member Johnson. Motion carried: 4-0. 8. APPROVE DISBURSEMENTS A. Approve payments for the period of 1/03/2018 through 1/11/2018 for the amount of$1,011,935.42. Motion by Council Member Thiede to approve disbursements; second by Council Member Mills. Motion carried: 4-0. 9. PUBLIC HEARINGS — None. 10. BID AWARDS — None. 11. REGULAR AGENDA— None. 12. COUNCIL COMMENTS AND REQUESTS Council Member Mills stated there will be a winter Hawaiian Luau fundraiser for the Stone Soup Thrift Shop; that will be held on January 27, at Park Place, in St. Paul Park. She stated it will be a fun afternoon, complete with food and various contests. She encouraged people to attend and support Stone Soup, as they help members of the community. City Council Meeting Minutes January 17, 2018 Page 5 Council Member Mills stated on the evening of January 30, at Cottage Grove City Hall, there will be an Open Forum for the candidates for the Senate 54 seat; that's hosted by the League of Women Voters. She encouraged residents to attend and listen to the candidates speaking about various issues. Council Member Thiede stated at River Oaks Golf Course, on January 26, there will be a Craft Beer Festival; the cost is $20 and you can sample various beers. He'll be there and encouraged all to attend. Council Member Thiede stated the next Strawberry Fest meeting is January 22 at City Hall; they'd love to have more people attend and participate on the committee and perhaps help with some of the activities to make the festival even greater. Council Member Johnson stated he wanted residents to watch the fire hydrants in their neighborhoods to make sure they're shoveled out, as seconds and minutes matter when Firefighters are fighting fires. He encouraged everyone to take a couple extra minutes to help out with that. Mayor Pro Tem Dennis stated on tonight's Consent Agenda, Item #H was to appoint Pete Koerner as the Public Safety Director. Pete Koerner was present and he wanted to congratulate him personally, and Mayor Pro Tem Dennis read something he posted on his personal Facebook page: The City Council has selected Pete Koerner as our next Director of Public Safety. Captain Koerner has been a member of the Cottage Grove Police Department for the past 25 years and has always distinguished himself as a person of high quality and integrity. His committed dedication and community- oriented approach has been a hallmark of his service record, along with the entire efforts of our entire Public Safety team, including Public Safety Director Craig Woolery, who will be retiring in February. The service levels of our organization across the board are truly world class. 1 also would like to extend my appreciation to Captain Greg Rinzel, who also applied for the position. The City has never been more fortunate than to have two candidates like these fine gentlemen; they do our community proud every day, and we are grateful for their excellent contributions. Mayor Pro Tem Dennis congratulated Captain Koerner. Mayor Pro Tem Dennis stated on February 1, in the City Hall Training Room, the Cottage Grove City Council will hold a joint meeting with the Woodbury City Council; this is an annual event where we discuss matters, common to both cities, to see if we can work together to improve our areas together. 13.
