The project is located 6999 East Point Douglas Road. A location map for the proposed affordable senior rental housing project is shown below. Location Map Review Process Application Received: December 18, 2017 Acceptance of Completed Application: December 18, 2017 Tentative City Council Date: February 7, 2018 60 -day Review Deadline: February 16, 2018 Background On May 4, 2016, the City of Cottage Grove City Council approved Dominium's proposed 184 - units of affordable senior rental apartment project. The planning applications approved at that time consisted of the Atkinson Corner preliminary plat, Atkinson Corner final plat, Ordinance No. 961 (rezoning from B-2, Retail Business District, to B-1, Limited Business District with a Planned Development Overlay), the site plan, and the conditional use permit. The first phase of construction was completed last summer and the process of leasing some of the finished dwelling units started at that time. Dominium foresees the leasing process will take longer than the 15 consecutive calendar days allowed by the City's Sign Ordinance. During this leasing process, Dominium wants to display the banner on the west exterior wall of their building. Planning Considerations Planned Development Overlay (PDO) Project As part of the Legends of Cottage Grove Planned Development Overlay project, Dominium is requesting the City's approval to permit an 8 -foot by 24 -foot banner to be displayed on the build- ing's west exterior wall (facing State Highway 61) for an undefined period of time. The purpose of this banner is simply to advise individuals that rental units are available for lease and that they can contact their office at the phone number shown on the banner. City ordinance limits the size and timeframe for which a temporary sign can be displayed on a building to 15 consecutive days in a calendar year. The maximum size for temporary signs for a multiple -family project is 64 square feet. The City's Sign Ordinance does allow a "planned development overlay" development to submit a comprehensive sign plan for the Planning Commission's review and City Council approval. The purpose of this regulation is to consider the scope of the project and determine if the proposed sign plan is reasonable. The interim conditional use permit application permits the City to establish an expiration date for which the temporary banner must be removed. City staff is recommending that once 90 percent of the 184 units are occupied, then the temporary banner must be removed. The photograph below shows the location of the 8 -foot by 24 -foot banner sign on the west wall of the Legends of Cottage Grove facility. West Exterior Wall of the Legends of Cottage Grove City Department Review Representatives from various City Departments reviewed the proposed temporary banner at the Technical Review Committee meeting on January 10, 2018. No recommendations or comments were offered at the meeting. Public Hearing Notices The public hearing notice for the January 22, 2018, Planning Commission meeting was published in the January 10, 2018, edition of the South Washington County Bulletin. Notices were mailed on January 11, 2018 to 9 property owners that are within 500 feet of the Legends of Cottage Grove property. To date, no written comments have been received. The January 22 meeting was postponed due to weather conditions and rescheduled for Thursday, February 15, 2018. The public hearing notice for the reschedule hearing was published in the South Washington County Bulletin and mailed to the nine property owners on January 31, 2018. Recommendations That the Planning Commission recommends to the City Council approval of the Legends of Cottage Grove's interim conditional use permit application for purposes of allowing one 8 -foot by 24 -foot banner to be displayed on the exterior wall of their building, subject to the following conditions: The temporary banner will be removed once 90 percent occupancy for the Legends of Cottage Grove affordable senior rental project is achieved.
