Planning Commission
March 26, 2018
A meeting of the Planning Commission was held at Cottage Grove City Hall, 12800 Ravine
Parkway South, Cottage Grove, Minnesota, on Thursday, March 26, 2018, in the Council Cham-
ber and telecast on Local Government Cable Channel 16.
Call to Order
Chair Brittain called the Planning Commission meeting to order at 7:00 p.m.
Members Present: Ken Brittain, Evan Frazier, Tony Khambata, David Lutchen, Taylor Mills,
Derek Rasmussen, Jennifer Raymer, Sheree Schuler, Roger Zopfi
Members Absent: None
Staff Present: John McCool, Senior Planner
Christine Costello, Economic Development Director
Ryan Burfeind, Assistant City Engineer
Steve Dennis, City Councilmember
Approval of Agenda
Raymer made a motion to approve the agenda. Zopfi seconded. The motion was approved
unanimously (9 -to -0 vote).
Planning Commission Members
4.1 Introduction of New Planning Commissioner
Brittain introduced new Planning Commission Member Sheree Schuler.
4.2 Presentation to Outgoing Planning Commissioner Fox
Councilmember Dennis presented a plaque to outgoing Planning Commissioner Fox ex-
pressing the City's appreciation for his service on the Commission.
Open Forum
Brittain asked if anyone wished to address the Planning Commission on any non -agenda item.
No one addressed the Commission.

Approval of Planning Commission Minutes of February 26, 2018
Frazier made a motion to approve the minutes of the February 25, 2018, Planning Com-
mission meeting. Raymer seconded. Motion passed unanimously (9 -to -0 vote).
Reports
7.1 Recap of March 2018 City Council Meetings
McCool summarized the actions taken by the City Council at their meetings on March 7 and
March 21, 2018.
Dennis reported that he and Councilmember Thiede will hold a town hall meeting on May 3
at City Hall regarding City operations, the budget, current policies, and other issues citizens
would like to address. He then provided information on trends for new home construction that
were discussed at the Home Builders Forum held on March 15. The Planning Commission
had questions about how Cottage Grove's fees for new development compare to other cities,
park dedication fees, and how home prices in the City compare to the rest of the Metro area.
Costello shared with the Commission information from the two meetings that have been held
with the Retail and Restaurant Focus Group that is part of the My Future Cottage Grove
initiative.
Burfeind provided an update on the road projects that are scheduled for 2018.

8.1 Accept 2018 Planning Commission Rules
Raymer made a motion to accept the 2018 Planning Commission Rules. Khambata
seconded. Motion passed unanimously (9 -to -0 vote).
8.2 Election of Officers
Brittain asked if there were any nominations for Vice Chair. Khambata nominated himself.
Zopfi nominated himself. Brittain asked if there were any other nominations for Vice Chair.
There were none. Brittain called for a vote on appointing Khambata as Vice Chair; there was
one vote. Brittain called for a vote on appointing Zopfi as Vice Chair; there were 8 votes.
Zopfi was elected as Vice Chair of the Planning Commission.

Brittain asked if there were any nominations for Secretary. Lutchen nominated himself.
Raymer nominated herself. Brittain asked if there were any other nominations for Secretary.
There were none. Brittain called for a vote for Lutchen as Secretary; there were 3 votes.
Brittain called for a vote for Raymer as Secretary; there were 6 votes. Raymer was elected
as Secretary of the Planning Commission.
Adjournment
Zopfi made a motion to adjourn the regular meeting. Raymer seconded. Motion passed
unanimously (9 -to -0 vote). The regular meeting was adjourned at 7:31 p.m. to the Work-
shop on the 2040 Comprehensive Plan Update.
