COTTAGE GROVE CITY COUNCIL April 4, 2018
COUNCIL CHAMBER

REGULAR MEETING - 7:00 P.M.
1. CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
regular meeting on April 4, 2018, at Cottage Grove City Hall, 12800 Ravine Parkway.
Mayor Bailey called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
The audience, staff, Mayor, and City Council Members recited the Pledge of Allegiance.
3. ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Wayne Johnson, and Council Member Dave Thiede. Council Member
Mills was not present.
Also present were: Charlene Stevens, City Administrator; Korine Land, City Attorney-
LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Joe Fischbach/HR
Manager/City Clerk; Jennifer Levitt, Community Development Director/City Engineer;
Sharon Madsen, Communications Coordinator; Rick Redenius, Fire Chief; Robin
Roland, Finance Director; Pete Koerner, Director of Public Safety.
4. OPEN FORUM
Mayor Bailey opened the open forum and asked if anyone in the audience wished to
address the Council on any item that was not on the agenda.
Mayor Bailey stated the new County Commissioner, Jack Lavold, had asked to speak.
Jack Lavold, 6859 Ideal Avenue South, Cottage Grove, wanted to thank his friends in
Cottage Grove who sent letters of support and endorsement for his appointment to the
County Commissioner, specifically, Mayor Bailey and Council Member Dennis.
As no one else wished to address the Council, Mayor Bailey closed the open forum.

5. ADOPTION OF AGENDA
Motion by Council Member Thiede to adopt the agenda; second by Council Member
Dennis. Motion carried: 4-0.
6. PRESENTATIONS
A. Swearing In Ceremony - Firefighters Mike Armesto, Christy Kreminski,
Tim Oachs, Peter Fischer
Mayor Bailey asked the Council Members to join him in front of the dais. Public Safety
Director Pete Koerner stated he had the honor of introducing the City's newest
Firefighters, who had finished their probation period. Director Koerner read the
biographical data and social information for each of the four new Firefighters.
City Administrator Charlene Stevens stated it was an honor for her to deliver the Oath of
Office for the new Firefighters. She read the oath to all of them and officially welcomed
them to the City of Cottage Grove.
Fire Chief Rick Redenius stated this is a milestone in the Firefighters' career; they were
all well qualified for this work with their previous experience in the fire and paramedic
fields. He felt this was a good group; they've had positive comments from residents
who've dealt with them, and were happy they'd chosen Cottage Grove. He hoped
they'd have good, long careers with the City, and he congratulated all of them. Each of
the Firefighters was then presented with their badge.
7. CONSENT AGENDA
A. Approve the March 21, 2018 City Council Special Meeting Minutes.
B. Approve the March 21, 2018 City Council Regular Meeting Minutes.
C. Accept and place on file the minutes from the Planning Commission
meeting on February 26, 2018.
D. Approve the placement of stop signs on 78th Street and Jorgensen Court
at the intersection with 77th Street, along with the following traffic control
measures: temporary "Traffic Control Change Ahead" signs; temporary
flags on the new stop signs.
E. Adopt Resolution 2018-044 approving the plans and specifications and
establishing a May 3, 2018 bid date for the 2018 Trail Improvement
Project.
F. Authorize the first amendment to the solar photovoltaic system power
purchase agreement with WLG Energy System, Inc.
G. Approve the following Change Orders for a total addition of$30,260.85 to
the Central Fire Station project costs: Change Order No. 4 for an addition
of$19,719 for the snow melt system at the north side of the apparatus

bay; Change Order No. 5 for an addition of$10,541.85 for the installation
of the inlay ceiling in the fitness room.
H. Approve Change Order No. 1 in the value of$3,652.76.
I. Approve the following deferred assessment waiver agreements for the
Ravine Parkway Project: Roger E. & Ruth Ann Bothe; Gary J. & Doreen A.
Deutsch; Donn Earl & Bonita Frances Milbrandt.
J. Appoint Commissioner Lisa Rediske as Chair of the Public Services
Commission.
K. Adopt Resolution 2018-045 establishing a May 16, 2018 public hearing for
SP8208-40 2019-2020 TH 95/Manning Avenue Safety Improvement
Project.
L. Approve Easement Agreement Number 5040101 with the Soo Line
Railroad Company for a 20-foot easement for a new public water main.
M. Approve the issuance of rental licenses to the properties in the attached
table.
N. 1) Adopt Resolution 2018-046 approving the final plat for a single family
residential subdivision to be known as Eastbrooke, which will include the
phased platting of 126 lots for detached single-family homes and 10
outlots on four parcels of land totaling 67.78 gross acres of land. 2)
Approve the Development Agreement for Eastbrooke. 3) Approve the
Assessment Appeal Waiver Agreement. 4) Adopt Resolution 2018-047
approving the plans & specifications for the Eastbrooke single family
residential development.
O. Authorize the sale of various surplus parts, tools, gas monitors, and the
following fixed assets on Cranky Ape or eBay: 1) 2005 Kawasaki Mule
(Asset Number 3041). 2) 2004 John Deer Loader 544J (Asset Number
2870). 3) 2004 Chevrolet Van (Asset Number 2830).
P. 1) Adopt Resolution 2018-048 approving the Mississippi Dunes Estates
Fifth Addition final plat. 2) Approve the Mississippi Dunes Estates Fifth
Addition development agreement with Mississippi Dunes 5th LLC. 3)
Adopt Resolution 2018-049 approving the Development Plans for
Mississippi Dunes Estates Fifth Addition as prepared by Pioneer
Engineering dated February 23, 2018.
Q. 1) Approve the assessment waiver agreements between the City of
Cottage Grove and the property owners. 2) Approve the permanent right-
of-way easements, drainage & utility easements, and temporary
construction easements. 3) Adopt Resolution 2018-050 approving the
plans & specifications and establishing an April 26, 2018, bid date for the
Hadley Avenue (65th Street to Woodbury Border) Reconstruction Project.
Council Member Johnson wished to pull Item J for further comment and/or discussion.
Council Member Johnson stated Lise Rediske was Vice Chair of the Public Services
Commission and had also been involved in the Planning Commission; she stepped up
and accepted the position of Chair of the Public Service Commission. He asked that
the Council approve Lise Rediske's appointment as the new Chair.

Motion by Council Member Thiede to approve the agenda; second by Council Member
Johnson. Motion carried: 4-0.
8. APPROVE DISBURSEMENTS
A. Approve payments for the period of 3/21/2018 through 4/5/2018 for the
amount of$1,377,144.57.
Motion by Council Member Dennis to approve disbursements; second by Council
Member Thiede. Motion carried: 4-0.
9. PUBLIC HEARINGS — None.
10. BID AWARDS — None.
11. REGULAR AGENDA— None.
12. COUNCIL COMMENTS AND REQUESTS
Council Member Dennis stated since winter isn't quite over yet, the parking ban
normally is in effect from November 1 to March 31 each year. There is also a stipulation
that even though the winter parking ban months are over, if there is snowfall that needs
to be plowed, he asked people not to park on the streets during those times to get the
snow plowing done easily.
Council Member Thiede stated there are many great events occurring at River Oaks,
available on the website or on Facebook, so if you're not following those you're missing
out on fantastic activities. He reviewed some upcoming events, including a concert; he
encouraged residents to look at those and plan to attend because they're so much fun.
Council Member Johnson stated the Chamber Business Expo will be held at the Ice
Arena on April 21; this year they'll also offer some ice time for the children. They'll also
be selling food this year from various vendors.
Council Member Johnson stated also on April 21 is the Month of the Military Child Event
at the Cottage Grove Armory; it's an opportunity for children to partake in different
activities and meet other military kids.
Mayor Bailey stated on April 7, at the Ice Arena, is Kids Fest; it's basically free and open
to the public with lots of events and activities for the kids. He encouraged everyone to
attend.
Mayor Bailey stated Earth Day is on Sunday, April 22; the following Saturday, April 28,
is Cottage Grove's Arbor Day celebration. It will be celebrated at Hamlet Park this year,

and the first 150 people who show up that morning to help plant trees will receive a
bare root tree. It's a fun event and encouraged people to attend and support the events
and use the beautiful park.
Mayor Bailey stated also on April 22 is the Stone Soup Soup-er Bowl Event at Park-
Grove Bowl in St. Paul Park. Mayor Bailey stated he'd have a group there to help host
this event and invited others to do so. The proceeds for this event go toward the Stone
Soup Thrift Shop in St. Paul Park, which is a thrift shop that helps local people in need;
it's also a good shopping experience.

15. ADJOURNMENT
Motion by Council Member Dennis, second by Council Member Johnson, to adjourn the
meeting at 7:21 p.m. Motion carried: 4-0.
