Proposal
The City of Cottage Grove applied for a preliminary plat to subdivide approximately 50.57 acres
of land into a 9.21 -acre parcel and two outlots consisting of approximately 41.157 and 0.199 acres.
The 9.21- acre parcel is proposed to be sold and combined to the adjoining Renewal by Andersen
parcel. Renewal by Andersen is proposing to construct a hard -surfaced parking area for their
semi -trailers on the 9.21 -acre parcel. Outlot B will be part of a stormwater basin that is part of the
overall stormwater drainage system for properties in the Glengrove 4th, 5th, 6th and proposed
7th Additions. Outlot A in Glengrove Industrial Park 7th will likely be subdivided in the future as
additional development occurs in this vicinity.
The property is located between 97th Street and 100th Street, east of Hemingway Avenue. A
location map is shown below:

Planning Considerations
Site Characteristics
The majority of the proposed site is relatively flat and is currently used for cropland. Windbreaks
comprised of mature coniferous and deciduous trees and volunteer brush of varying species bi-
sect the property. A portion of the treed windrow in the southeast corner of the site will be removed
for Renewal by Andersen to expand their outdoor parking area for semi -trailers. A conditional use
permit application will be filed by Renewal by Andersen at the end of May 2018 and a public
hearing will be scheduled for June 25, 2018. A 2016 aerial photo of the site is shown below:

Comprehensive Plan
The future land use in the City's Future Vision 2030 Comprehensive Plan for this area is an in-
dustrial land use. The proposed 2040 Future Land Use Map continues to show this area of the
Cottage Grove Business Park as an industrial land use designation. The proposal to subdivide
this property 50.57 -acre industrial parcel into one lot and two outlots is consistent with the future
land use plan. The property is in the Metropolitan Urban Service Area (MUSA).
Preliminary and Final Plat
The parent parcel for the proposed Glengrove Industrial Park 7th Addition is approximately 50.57
acres of land that is legally described as Outlot B of Glengrove Industrial Park 6th Addition. The
Glengrove Industrial Park 6th Addition was subdivided in 2016. At that time, all the public right-of-
way for Hemingway Avenue, 100th Street, and 97th Street were dedicated to the City. Re -platting
Outlot B in Glengrove Industrial Park 6th Addition will not require any additional land dedication
for right-of-way purposes. The proposed preliminary plat provides drainage and utility easements

that are necessary to adequately serve current and future development in this area. A copy of the
preliminary and final plat for Glengrove Industrial Park 7th Addition is shown below:

Preliminary/Final Plat for Glengrove Industrial Park 7th Addition
Outlot B in the Glengrove Industrial Park 7th Addition is required to be deeded to the City without
cost to the City for regional ponding purposes.
Utilities
The subject property is within the Metropolitan Urban Service Area (MUSA). City sanitary sewer
and water service stubs are available in the Cottage Grove Business Park and can easily be
extended to Lot 1, Block 1 in the future. Public drainage and utility easements required by the City
Engineer and Public Works Department are shown on the preliminary and final plats. All city util-
ities in this vicinity provide the necessary capacities to serve this 50.57 -acre parcel.
Stormwater Management Plan
A stormwater basin exists in the north of the 50.57 -acre parent parcel. This basin is the stormwater
management system for this area of the Cottage Grove Business Park. Other drainage and utility
easements will be platted along parcel boundaries. These easements are consistent with the
City's Subdivision Ordinance regulations and are accepted by the City Engineer and Public Works
Department.

Grading
The only site grading that will occur within this proposed subdivision plat will be on Lot 1, Block 1.
This proposed platted parcel will be sold to Renewal by Andersen for their purpose to provide
additional parking for their semi -trailers.
Public Hearing Notices
Public hearing notices were mailed on May 17, 2018, to 30 property owners who are within 500
feet of the site. In addition, the public hearing notice was published in the South Washington
Bulletin on May 16, 2018.
City Department Review
Representatives from various City Departments, other agencies, and utility companies were pro-
vide a copy of the preliminary plat. Comments or recommendations from any of these groups will
be reported to the City Council for their June 6, 2018, meeting.
Recommendations
That the Planning Commission recommends to the City Council approval of the Glengrove Indus-
trial Park 7th Addition preliminary plat. The Planning Commission can modify any of the draft
recommendations and conditions of approval. Approval of this preliminary plat is subject to the
conditions listed below:
Renewal by Andersen submits as -built drawings to the City upon completion of the storm
sewer piping system and paved surfaced parking area for their semi -trailers.
2. Concrete aprons for all private access drives shall be constructed per City requirements.
3. The grading and erosion control plan for the site must comply with NPDES II Permit require-
ments. Erosion control devices must be installed prior to commencement of any grading activ-
ity. Erosion control must be performed in accordance with the recommended practices of the
"Minnesota Construction Site Erosion and Sediment Control Planning Handbook" and the con-
ditions stipulated in Title 10-5-8, Erosion Control During Construction, of the City's Subdivision
Ordinance.
4. A warranty deed for transferring ownership of Outlot B in Glengrove Industrial Park 7th Addition
is prepared and recorded at Washington County without cost to the City for regional stormwater
ponding purposes.
