CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. APPROVAL OF MINUTES 3.1 EDA Member Westerberg motioned to approve the March 13, 2018 EDA Meeting Minutes. EDA Member Butt seconded. Motion passed unanimously (5-to-0 vote) EDA Member Myers arrives at meeting and his present for the remainder of the meeting. BUSINESS ITEMS 4.1 Economic Development Update/Business Inquiry Economic Development Specialist Wolf gave an update on the projects that are in development around the City of Cottage Grove. Economic Development Authority – Minutes May 8th, 2018 Page 2 of 3 4.2 Amendment to Minnesota Investment Fund (MIF) Grant for American Logistics Services LLC Finance Director Roland presented on the need to amend the American Logistics Services LLC Minnesota Investment Fund Grant. The amendment has that 60% of the MIF grant funds must be paid pack to the Department of Employment and Economic Development and the other 40% is retained by the City of Cottage Grove EDA. EDA President Bailey asked if the City of Cottage Grove EDA was always going to get the 40% paid back. Finance Director Roland replied that yes it was always part of the MIF program but that language needed to be included in the specific agreement, which this amendment does. EDA Member Westerberg asked if American Logistics Services LLC were on track to meet their hiring goals that they were required to meet to be part of the program. Finance Director Roland replied American Logistics Services LLC had already met the hiring requirement. EDA Member Carey motioned to authorize the EDA President and Executive Director to amend the grant contract between DEED and the EDA to add Section 9 to Exhibit A. EDA Member Myers seconded. Motion passed unanimously (6-to-0 vote). 4.3 Letter of Intent with MWF Properties Community Development Director/City Engineer Levitt presented on the Letter of Intent to sell the City th of Cottage Grove EDA owned land off of 96 Street to MWF Properties for the purposes of multi-family th housing. The land owned by the EDA off of 96 Street would be swapped with the old Majestic Site so th that MWF Properties would hold ownership of the land to the south of 96 Street and the City of Cottage Grove EDA would own the old majestic site. EDA Vice President Dennis asked what would the City of Cottage Grove like to be done to the old Majestic site and would the City of Cottage Grove want to keep the old building in case TIF wanted to be used for the project. Community Development Director/City Engineer Levitt indicated that right now all options are on the table and that a workshop will be held to discuss what should be done with the site in the future. EDA Vice President Dennis inquired if we had an evaluation for the Majestic property. Community Development Director/City Engineer Levitt stated that would be shared with the EDA in a subsequent meeting. EDA Member Westerberg motioned to authorize the EDA President and Executive Director to execute the Letter of Intent (LOI) with MWF Properties for the purchase of the EDA-owned parcels of land located in the Langdon Village Area. EDA Member Butt seconded. Motion passed unanimously (6-to-0) EDA Member Carey removed himself from the Council Chambers for the remainder of the meeting due to a conflict of interest with item 4.4. 4.4 Resolution Adopting a Modification to the Development District No. 1, Establishing Tax Increment Financing District 1-18 (Modern Automotive Performance). Municipal Advisor Lehnhoff presented on the TIF Plan for establishing Tax Increment Financing District 1-18 (Modern Automotive Performance). EDA Member Westerberg asked for further clarification on what is included the base tax for the TIF and what would be considered the new increment. Municipal Advisor Lehnhoff explained what was considered the base and what was the increment. Economic Development Authority – Minutes May 8th, 2018 Page 3 of 3 EDA Member Myers motioned to approve the resolution adopting a modification to the Development for Development District No. 1, Establishing Tax Increment Financing District No. 1-18 (Modern Automotive Performance) therein and adopting a tax increment financing plan therefor. EDA Vice President Dennis seconded. Motion passed (5-to-0) (EDA Member Carey removed himself due to a conflict of interest) PUBLIC HEARING None OTHER BUSINESS 6.1 Calendar The EDA looked over the upcoming events that were occurring on the calendar. EDA President Bailey st pointed out that the Chamber of Commerce Business Expo will be occurring on Saturday, March 21 th from 10 a.m. until 2 p.m. EDA President Bailey also mentioned that on May 7 there will be a Community Center Task Force meeting at City Hall. 6.2 EDA Comments None 6.3 Response to Previous EDA Comments None WORKSHOP 7.1 None AJOURN EDA Member Butt made a motion to adjourn. DEED’s MN Marketing Economic Development Director Costello and Economic Partnership Meeting, April 19, Development Specialist Wolf attend the meeting to learn 2018 about additional opportunities to market the community through our new membership in the MN Marketing Partnership. Meting at School District Attended a meeting with the School District to learn more Office, April 26, 2018 about the workforce training programs that the White Bear Lake Area Schools implemented and learn how the program was funded. Meeting with U-Haul U-Haul is interested in building a self-storage facility along Corporate Representative, Highway 61 in Cottage Grove and came in to find out if self- April 30, 2018 storage was a permitted or conditional use in the community. May 2, 2018 TO: Economic Development Authority FROM: Jennifer Levitt, Community Development Director/City Engineer Christine Costello, Economic Development Director DATE: May 3, 2018 RE: Development Update Building Permits Building Permit Statistics: Between April 1 and April 30, 2018, 280 building permits were issued with a total valuation of $6,527,271, including 11 new single-family homes valued at $3,126,522. The building permit for the vanilla shell im- provements has been issued with a permit value of $1.5 million. The TJ Maxx and Homegoods tenant improvement applications have been submitted and are currently under review. Oltman Middle School: The interior and exterior of the project are in various stages of construction. The contractors will be working on the exterior canopy footings, monument sign footings, and maintenance shed construction within the next couple of weeks. Final grading and turf will be installed as weather permits. Central Fire Station: The contractors are completing all punch list items. Added to the project was removal of the east side of the snow melt with new wirsbo tubing installed. The exterior and interior of the building are substantially complete and the Fire Department began moving in on April 24. Remaining site work, fine grading, and landscaping will continue in the coming weeks with a grand opening scheduled June 2. The emergency vehicle hybrid beacon poles and mast arms were installed on April 25 and are anticipated to be operational by mid-May. This beacon system will allow traffic to be stopped on 80th Street as emergency vehicles leave the site. The City is working with SWCTC to create an educational video for residents regarding the operation of the beacon system. North Elevation North Elevation North Star Sheets: North Star Sheets is a 161,000 square foot cardboard manufacturing facility currently being constructed on the old Lyman Lumber site located at the northeast intersection of Economic Development Authority Development Update May 3, 2018 Page 4 of 12 91st Street South and Hemingway Avenue. Construction of the facility began in early April. Exterior building foundations were completed the week of April 16, and tip-up wall panel construction began the week of April 24 with plans to have the exterior walls in-place by May 4. Utility construction along the property is progressing with the watermain along the west side of the property nearly complete. Construction is anticipated to be complete and ready to receive equipment by early- to mid-July. Final completion is anticipated by early fall 2018. Photographs are at the end of this Update. Norris Square: The Town Square, Independent Living, and Care Center building are all within rough-in construction at this time. Hadley Avenue Street & Utility Improvements Project: On April 26, 2018, the City accepted bids for the Hadley Avenue Street & Utility Improvements Project. A total of four bids were received, with project was $1,880,000. The bid was awarded at the May 2 Council meeting. This project will include relocation of the Xcel gas main to the west side of the roadway, along with a few overhead pole adjustments. In order to allow for utility work to start in mid-May, Xcel Gas began their relocation project on Monday, April 30. Hadley Avenue will be closed during construction, with a detour on 65th Street/County 13 (Hinton Avenue)/Glen Road. Advance notification of the closure will be placed on the roadway once a specific date is established by the contractor. Ravine Parkway: Final design of the Ravine Parkway project was completed in early April. At the April 18City Council meeting, the project was ordered and a bid date of May 10was established. A pre-bid meeting was held with contractors at City Hall on April 27, with approximately 15 con- tractors in attendance. The City anticipates starting construction of the Jamaica to Keats segment of the roadway in late May 2018. Military Road would close to through traffic on Monday, June 11, 2018. The segment from Hinton Avenue to Innsdale Avenue will be constructed in 2019. 2018 Construction Keats to Jamaica Economic Development Authority Development Update May 3, 2018 Page 5 of 12 West Point Douglas Road Reconstruction: A feasibility report for the West Point Douglas Road utility extension and street reconstruction was authorized on March 21. This project would include reconstructing West Point Douglas Road from the roundabout to 96th Street from the rural road section to a full curb & gutter section. The project will also include improvements to street lighting and storm sewer as well as extending water main and sanitary sewer south to the former Majestic Ballroom Site and the proposed workforce housing development on 96th Street. During the month of April, soil borings were completed throughout the project area. These soil borings are critical in completing a preliminary design for the deep sanitary sewer and storm sewer. The completion of the project would be in conjunction with redevelopment in the area. Summers Landing 2nd Addition Summergate Development/Capstone Homes: The Summers Landing 2nd Addition includes 91 lots for single family homes, located near the intersection of Hadley Avenue and 95th Street. The project was awarded to Northwest Asphalt at the February 21 City Council meeting. The grading contractor began tree removals and equipment mobilizations the first week of March 2018. Work was delayed on this project due to weather conditions, with mass site grading starting the week of April 23. Street and utility construction will begin in early May. Home construction will be completed by Capstone Homes, with work on model homes to begin in June. Summers Landing 2nd Addition Haul Route Summers Landing 2nd Addition Thompson Grove Country Club (Old Municipal Pool Site): Habitat for Humanity plans to build three single-family homes on the former Cottage Grove pool site. Building demolition and foundation were mostly completed by mid-March. The contractor will remove the remaining light poles bases, Economic Development Authority Development Update May 3, 2018 Page 6 of 12 storm cisterns, and rubble debris the first week of May. Public Works and the Parks Department will work to remove the perimeter fence and possibly the existing perimeter landscaping to complete the site clearance ahead of the property closing. Pool Building Demolition Pool Building Demolition Well #12: Well 12 is located at 6411 Ideal Avenue South, south of Sunny Hill Park in the green space between the Pinecliff and Calarosa developments. Phase one of the project included the construction of the well and casing and was completed the week of December 15, 2017. Phase 2 includes construction of the pumping facility and began the first week of January. The anticipated final completion date of all site work is July 1, 2018. South Elevation North Elevation Calarosa 1st Addition Lennar: Calarosa 1st Addition includes the development of 71 lots for single and multi-family homes by Lennar and is located on property east of Pinecliff 5th Addition, South of Military Road, North of 65th Street, and west of Inwood Avenue. This development includes 12 quad-style buildings with 48 units and 23 villa-style single family homes. The developer placed Economic Development Authority Development Update May 3, 2018 Page 7 of 12 temporary asphalt pavement and temporary curbs along 63rd and 64th Streets within the development to allow for winter construction of buildings. Completion of the street improvements is scheduled to begin the week of May 7. A villa-style model is currently open with multiple villas currently under construction and a quad-style building is nearly complete, with another currently under construction. Quad-style models may be open as early as mid-May. View from the Southeast Quad-Style Building Overview Calarosa 2nd Addition Lennar: Calarosa 2nd Addition includes the development of 49 lots for single-family and villa-style homes and is located north of Calarosa 1st Addition, south of the Woodbury border and west of Inwood Avenue. The final plat, development agreement, and plans & specification were approved at the April 18 Council meeting. Mass site grading is scheduled to begin on May 3, with street and utility construction scheduled to begin by late June of 2018. This addition will offer single family homes similar to those in the Cayden Glen neighborhood and villa-style homes similar to those in Calarosa 1st Addition. Eastbrooke Bancorp Group/Gonyea Homes: The Eastbrooke development will include 124 single family homes. Phase 1, which will be constructed in 2018, will include 50 single-family lots. The final plat, development agreement, and plans & specification were approved at the April 4 Council meeting. Mass site grading operations are scheduled to begin the week of April 30, with utility and street construction anticipated to begin by mid-July 2018, and model home construction likely to begin in late-summer 2018. This development will occur congruently with the Hadley Avenue Reconstruction Project. Economic Development Authority Development Update May 3, 2018 Page 8 of 12 Mississippi Dunes 5th Addition Donnay Homes: This is the final addition to the Mississippi Dunes single family development. The final plat, development agreement, and plans & specification were approved at the April 4 Council meeting. This addition will include the development of 44 single- family homes along Mississippi Dunes Boulevard and will include constructing the final connection of Mississippi Dunes Boulevard between 95th Street and 98th Street. Grading, street, and utility construction is scheduled to begin on May 3. In order to make the connection to existing City water, a short duration water shutdown will impact seven existing homes. The Public Works Department is coordinating this water shutdown with the impacted residents. Model home construction is likely to begin in mid-summer. Kingston Fields DR Horton: This development will include 121 single family homes. Phase 1, which will be constructed in 2018, will include 87 single family lots. Mass site grading is scheduled to being the week of April 30, with street and utility construction anticipated to begin by mid-June and model home construction likely to begin in late July. This development is located on the prop- erty north of 70th Street, east of Jamaica Avenue, and south of the new Ravine Parkway. The final plat, development agreement, and plans & specification are included on the May 2 Council meeting agenda for approval. Hamlet Heights Eternity Homes: The Hamlet Heights development includes 24 lots for single- family homes. This development is located on the existing dead-end of Hamlet Avenue, just south of the Hamlet Park entrance. Mass site grading is anticipated to begin in late May, with street and Economic Development Authority Development Update May 3, 2018 Page 9 of 12 utility construction anticipated to begin by late June. The final plat, development agreement, and plans & specification are planned to be included on the May 16 Council agenda for approval. Planning Division Planning Commission Meeting April 23, 2018 Council for the following planning applications are summarized below. These applications will be on the May 16 City Council agenda for final action. Modern Automotive Performance Site Plan: RJ Ryan Construction, on behalf of Modern Automotive Performance, applied for a site plan review of a proposed 24,080 square foot addition to the existing Modern Automotive Performance building located at 9800 Hemingway Avenue South. The proposed addition is located on the west side of the existing building, with a total of 112 parking spaces provided on the site. Loading docks will be on the north side of the proposed new addition and an earth-berm with tree plantings on the berm will be in the southwest and northwest corners of the site. A security fence will be located in the southwest corner of the property. The pro- posed site plan is shown below. At the public hearing, approximately six resi- dents objected to automotive noises emanat- ing from the current facility and expressed concerns that the loud noises will continue to be a nuisance for existing residents. The Planning Commission found the proposed building and parking expansion is compliant with all minimum development standards required by City Codes, and by an 8-to-1 vote, recommended approval of the site plan application. Modern Automotive Performance TIF District: Modification to the Development Program for Devel- opment District No. 1 and the Establishment of Tax Increment Financing District No. 1-18 is proposed for the construction of an addition to the Modern Automotive Performance Building at 9800 Heming- way Avenue South. Christine Costello explained the proposed modification and creation of a TIF Economic Development Authority Development Update May 3, 2018 Page 10 of 12 District. The Planning Commission unanimously approved the proposal and adopted Resolution PC2018-001. The public hearing on the TIF District creation will be held by the City Council at their May 16 meeting. Health and Emergency Response Occupations (HERO) Center: Leo A Daly applied for a site plan review of the proposed HERO Center, which is an integrated public safety training facility to be located on the southeast corner of 85th Street and Keats Avenue (CSAH 19); a conditional use permit to allow a public building in a residential zoning district; and a preliminary plat to create one lot to be called HERO Center Addition. Training in this proposed public safety training facility would be conducted indoors and outdoors and include simulation rooms, classrooms, supporting ancillary rooms, an indoor gun range, a future indoor gun range addition, an outdoor multi-purpose training field, outdoor patio, dog training obstacle course, SWAT tactical training, crowd control, vehicle extraction, helicopter landings and take offs, and other uses relevant to the specific scenario-based training activities occurring on the site. There was no testimony during the public hearing. The Planning Commission unanimously recommended approval of the site plan review, conditional use permit, and preliminary plat applications. Planning Commission Meeting May 29, 2018 The next Planning Commission meeting will be held on Tuesday, May 29, 2018. Items on the agenda tentatively include: Interim Conditional Use Permit to allow the sale of fireworks in the parking lot at Walmart. Preliminary plat for Glengrove Industrial Park 7th Addition. Site plan review of a proposed expansion at Renewal by Andersen. Economic Development Legends of Cottage Grove Ribbon Cutting: Dominium Apartments, which owns the newly built Legends of Cottage Grove, will be hosting a ribbon cutting on Tuesday, June 5, from 10:00 a.m. to 11:30 a.m. Dominium is organizing the event and will be sending out invitations to the event next Thursday. Economic Development Authority Development Update May 3, 2018 Page 11 of 12 North Star Sheets Southeast Elevation Elevation Watermain Installation Prefabricated Wall Panel Placement Prefabricated Wall Panel Delivery Elevation Site Plan Economic Development Authority Development Update May 3, 2018 Page 12 of 12 Norris Square TO: Economic Development Authority FROM: Christine Costello, Economic Development Director DATE: May 1, 2018 RE: Amendment to the Contract for Residential Redevelopment with Twin Cities Habitat for Humanities Background On March 21st the City Council approved the contract for residential redevelopment with Twin Cities Habitat for Humanities (TCHFH) for the former municipal pool site at 6541 85th Street for the construction of three affordable workforce single-family homes. The homes will be one-story, four-bedroom. The design of the homes will be in keeping with the architecture standards of the neighborhood and the City’s Zoning Ordinance. Discussion As TCHFH began their review of historical photos of the site as part a Phase I environmental review, the images showed that a structure was in the area of the former pool parking lot in 1947. This finding presented concerns to TCHFH related to potential environmental issues at the site. On April 26th observation trenches were dug to verify that there were no unknown structures or building materials in the area of question. TCHFH and Braun Intertec (environmental consultant) observed the trenches and no items were identified of concern. Soil samples were also taken on the site and results are anticipated the week of May 7th. As part of the removal of the pool and accessory items on the site, there was also found to be encroachment onto the property. Staff hand delivered notices to the residents and met with them to discuss the encroachment issues. Residents have been given until May 30th to remove the items. The City’s surveyor will stake the property lines the week of April 30th to aid in the resident’s relocation efforts. The fence and vegetation along the fence will be removed the week of June 4th. Given the environmental concerns and encroachment issues, the closing date for the property has been requested to be pushed back to July 1st to allow for any additional environmental investigation. Recommendation Authorize the EDA President and Executive Director to amend the Contract for Residential Development with Twin Cities Habitat for Humanities. Attachment Amendment to Contract for Residential Redevelopment TO: Economic Development Authority FROM: Matt Wolf, Economic Development Specialist DATE: May 2, 2018 RE: Conflict of Interest Letter from EDA Member Chris Carey Background In the spring of 2017 Modern Automotive Performance, presented at an entrepreneurial conference that they were looking to expand operations due to the continual growth of the company. Modern Automotive Performance were searching throughout the Midwest for a list of interested communities and their associated options (land/facility, incentives, why their company would be a good fit). Modern Automotive Performance is an automotive aftermarket distributer, which is the manufacturing, remanufacturing, distribution, retail and installation of all vehicle parts, equipment and accessories after the vehicle is sold through the dealership. Modern Automotive Performance is currently located at 9800 Hemingway Avenue in a 20,000 square foot building and has 45 employees. In June 2017, the City of Cottage Grove, GreaterMSP and the Department of Employment of Economic Development (DEED) met with Modern Automotive, to determine what they were looking for in a new site. Modern Automotive Performance as part of the expansion were going to add 20+ jobs. Modern Automotive Performance were transparent that they were considering sites that could help them lower costs through business subsides during the construction process and a site that made geographical sense to ship their products around the US. Modern Automotive Performance decided that since they qualified for the Job Creation Fund (JCF) through DEED and the potential for tax increment financing through the City of Cottage Grove’s Business Subsidy Policy expanding at their current location was the best option. Discussion Modern Automotive Performance is incorporated as CMC Enterprises Incorporated. Chris Carey is a member of the City of Cottage Grove EDA and is also President of CMC Enterprises Incorporated. As a result, any discussion or item on the EDA agenda that involves Modern Automotive Performance or CMC Enterprises Incorporated, the City of Cottage Grove has asked st EDA Member Carey to remove himself during the discussion or vote. On May 1, 2018 the City of Cottage Grove became aware to comply with Minnesota State Statute 469.009, an EDA Member must disclose their conflict of interest through the submission of a written statement describing the matter requiring action or decision and the nature of the potential conflict of interest. The EDA Member must then submit the written statement to the EDA and have it entered in the minutes for the next meeting. A written letter disclosing the conflict of interest has been supplied by EDA Member Carey and will be entered into the meeting minutes of the June, 2018 EDA Meeting. Economic Development Authority April 2, 2017 Page 2 of 2 Attachment Conflict of Interest Letter – EDA Member Chris Carey TO: Economic Development Authority FROM: Christine Costello, Economic Development Director DATE: May 1, 2018 RE: Letter of Intent with Renewal by Andersen Background In March 2018, the City of Cottage Grove met with Renewal by Andersen to discuss the need for expansion at their facility located at 9900 Jamaica Avenue South. Renewal by Andersen has seen tremendous growth at their facility and has begun to out grow their location for both employee and semi-trailer parking for the shipping of their products. Renewal by Andersen has developed a short-term solution that includes locating some of their semi-trailers off site but this is not conducive to their business operations long term. An interior drive aisle located along the west property line currently serves both employee and semi-trailer traffic. This has become a conflict point and Renewal by Anderson wants to eliminate semi-trailer traffic in this area to prevent the traffic conflicts. Again, this only serves as a temporary solution but does not solve their long-term need for additional semi-trailer parking. Renewal by Andersen is looking at the land locate to the west of their property and south of LeafLine Labs for expansion. LeafLine Labs has a right of first refusal for the vacant property (approximately 17.6 acres) south of their facility. The right of first refusal allows LeafLine Labs the opportunity to match the proposed business terms of a party that has provided a written offer to purchase the land, in this case Renewal by Andersen. LeafLine Labs will have ten days to accept or reject the offer from Renewal by Andersen. LeafLine Labs was constructed in 2015, and since their construction they have not expressed an interest in purchase or expansion of their facility to the south. The purchase of this acreage adjacent to their facility, allows for a clean delineation in parcels and allows for a cul-de-sac to be installed for the future development of the remaining parcel that is under LeafLine Labs right of first refusal is not purchased by Renewal by Andersen. Though Renewal by Andersen will include in their right of first refusal an option to purchase the west 8.448 acres if they were to continue to see grow in the company. This would allow for a full th four-way intersection at Ideal Avenue and 100 Street to service any future expansion. Discussion Renewal by Andersen would initially construct a parking lot that would accommodate parking for 40-50 semi-trailers. The trailers will access the parking area from the drive aisle on the west property line. The approximate nine acre parcel would be combined and platted with Renewal by Andersen’s existing parcel. The land within the right of first refusal is owned by the WAG Farms trust. Historically, all land in the Business Park has been sold to the EDA and then sold to end usr, allowing for cost recovery to make the site pad ready. The EDA is committed business retention and expansion in the Business Park and Renewal by Andersen has been a great addition and employer in the community. Renewal by Andersen continues to look towards its future business growth and this opportunity to expand parking for semi-trailers may lead to future considerations of business expansion in our community. Recommendation Authorize the EDA President and Executive Director to execute the Letter of Intent (LOI) with Renewal by Andersen for the purchase of eight acres south of Leafline Labs and submit the request to LeafLine Labs for the right of first refusal. It presents a vision for the future and the policies and strategies the community will undertake to get to that future. All land-use decisions, including zoning, subdivision review, and development controls, must be consistent with the Comprehensive Plan. The Comprehensive Plan is currently being updated, as the Metropolitan Council requires all municipal comprehensive plans within the seven county Twin Cities metropolitan area to update their plans before December 31, 2018. Discussion For the proposed 2040 Comprehensive Plan the City of Cottage Grove has added an economic development chapter to the plan. Economic Development has been an important tool for Cottage Grove in helping guide growth in the community. The proposed draft chapter is intended to help guide current and future re/development in the City as well as support existing business growth and attract new business investment. The EDA’s input into the proposed goals and policies will help ensure our community’s continued success and future growth.
