CROIX CONFERENCE ROOM 1. CALL TO ORDER 2. ROLL CALL Mayor Myron Bailey; Council Member Steve Dennis; Council Member La Rae Mills; Council Member Dave Thiede; Wayne Sandberg, Washington County; Jack Lavold, Washington County Commissioner; City Clerk Joe Fischbach; Public Safety Director Pete Koerner; Allan Brandt, Washington County Project Manager; Assistant City Engineer Ryan Burfeind; Community Development Director/City Engineer Jennifer Levitt; Finance Director Robin Roland; Council Member Wayne Johnson joined the meeting after it began. 3. AGENDA ITEM A. Workshop with Washington County Staff Recommendation: 1) CSAH 13 (Hinton Avenue) & CSAH 22 (70th Street) Roundabout. 2) Washington County Memorandum of Understanding for Corridor Access Management. Project Manager Allan Brandt stated a traffic study at Hinton and 70th Street was done and showed an improvement was needed at this intersection; Washington County's Capital Improvement Plan (CIP) for 2019 included replacing the current four-way stop. Two options were a roundabout or a traffic signal; a roundabout was chosen because it's safer than a traffic signal, and it provides continuity along the corridor with the two other roundabouts currently in use. Goals: Address increasing traffic volumes due to developments in the area; increase safety by reducing crashes; and make some storm water drainage improvements. Manager Brandt reviewed the roundabout layout and conditions; it will have a raised median and two-lane capacity. When 70th Street widens to four lanes in the future, the roundabout will easily accommodate those four lanes. Since Hinton is currently four lanes, it will be narrowed with striping, which will include a left-turn lane being introduced at St. Luke's Church. The intersections at Ideal Avenue and Homestead Avenue will be widened. July, 2018: They expect to make offers with right of way, and final design will wrap up in November. Late January or early February 2019: Advertising for open bids. April or May: There will be a preconstruction open house for residents. May: Construction begins and will end in September. Three staging options were reviewed, along with costs: 1) Full Closure with no movement through the intersection for 10-12 weeks; 2) Partial Closure A, a bypass that allows movements on the west and north approaches, $130,000, for 13-14 weeks; 3) Partial Closure B, with movements on east and west and north approaches maintained, up to 18 weeks, to construct the roundabout and the intersection with partial closure, $25,000. At last month's resident open house they presented the geometric layout and asked for feedback on the staging options; it was an even split between Full Closure and Partial Closure B. The businesses all preferred Partial Closure B so it's leaning that way, and Washington County also prefers Option B to keep traffic moving on 70th Street. Detours for Partial Closure B would be Hardwood Avenue to 80th Street; Partial Closure A detours would be very similar. Cost distribution: Roundabout: Washington County 75% for three legs, Cottage Grove 25% for one leg. Curb, gutter, and trail: Washington County 50%, Cottage Grove 50%. Right of Way: Cottage Grove 55%, Washington County 45%, also based on the cost participation. Bypass: Cottage Grove 25% and Washington County 75%, based on the split with the roundabout; it's also based on the Partial Closure B. Overall project costs, including the bypass, are estimated at $2.1 million, so it's approximately Cottage Grove $500,000 and Washington County $1.5 million. Manager Brandt then spoke about the Corridor Access Management agreement, which is a County-City collaboration. The management agreement is basically a framework for determining future access and also documenting existing access; it's suitable for a City with large development potential. It's not meant to restrict access but to manage future access and will occur over a period of time. Council Member Thiede asked what the advantage of this agreement would be; Manager Brandt explained there are two main benefits: a) In undeveloped areas, it would give general guidance to developers regarding what access would serve those areas; b) It helps lay a framework for the future as traffic volumes increase and roadway improvements occur. Manager Brandt reviewed each of the nine sheets provided, indicating County roads where future road construction and/or changes will be taking place. Council Member Dennis requested if any business structures will be affected with future road improvements, etc., that they please try to build in some modicum of protection so investors don't suffer. Mayor Bailey thanked everyone for working together and stated the Memorandum of Understanding for Corridor Access Management was on tonight's agenda.
