Introduction
This memo outlines the equipment that is scheduled for replacement in 2019. The total net
purchase for Public Works and Engineering/Inspections equipment out of the equipment
replacement fund is $891 ,500.00.
Equipment Recommended for Replacement
Belos UtilityVehicle-31-8402-09
The Belos (4 wheel drive utility vehicle) is � �� � .

Currently, this machine has been out of
service for the past 6 months. Parts are Maintenance Cost Per Year

for long periods of time. Staff then loses ;,s�m
production and it takes longer to clear the ; �o,o�
snow from the sidewalks or cut the grass u ��s°�

unreliable the past few years as it is always `s'°�°

on the Belos is over $92,000 dollars. This ,�3
piece of equipment needs to be replaced
with something that can be relied on and with parts that will be readily available if a breakdown
occurs.
Staff is requesting to replace the Belos utility vehicle with a MT Trackless machine at an
estimated cost of$154,000. Staff is estimating a trade in of$8,000 resulting in a net purchase
of$146,000 dollars.

The roller is due for replacement based on age
and condition. This machine will be 13 years Maintenance cost Per vear

total of over $33,000. Maintenance costs the past 2 years have averaged $6,821 . Staff does
not recommend keeping mowers past the replacement schedule of 8 years, as larger repairs
are needed to keep them running and these mowers are relied on heavily in maintaining the
parks. They cannot be down for long periods of time and need to be operational. The past two
years shop staff have spent a significant amount of time preparing this mower for the summer
season.
Staff is requesting to replace the 11 ft. mower at an estimated cost of$66,000. Staff is
estimating a trade in of$2,000 resulting in a net purchase of$64,000.

matter. Residents may have to walk in the road if the sidewalk is not plowed which is a safety
hazard. If a sidewalk machine is down, staff have to work longer to make up for the missing
piece of equipment.
Since the City has owned the machine, there has been a life to date maintenance cost of
$54,000 dollars. The cost to replace this vehicle is $152,000.00 with an estimated trade in of
$2,000.00 resulting in a net purchase of$150,000.00.

Three Pickup Trucks-41-1405-07, 31-1004-07, 35-1703-06
The three pickup trucks, 1405, 1004 and 1703 are due for replacement based on age and
maintenance cost. 1405 will be 12 years old, over 96,000 miles and over $40,000 in
maintenance costs. 1004 will be 12 years old, over 95,000 miles and over $29,000 in
maintenance costs. These are two front line vehicles used in the Parks and Streets Divisions.
Both trucks are also used in the winter for plowing cul-de-sacs which puts a significant amount
of wear and tear on the vehicles. Staff does not recommend having pickups over 12 years old
as front line trucks as they are more prone to breakdowns especially when snowplowing. Both
trucks are approaching 100,000 miles which is also another factor in replacing the pickups as
more repairs rather than just maintenance is usually needed.

total cost would be $87,000. After trading in the old pull type paver, the cost is estimated to be
$85,000.

recommending this pickup be replaced with an escape. The escape will be more economically
and fuel friendly than a pickup. The total net purchase is estimated at$25,500.

Conclusion
Staff has taken a considerable amount of time to form this equipment replacement
recommendation for 2019. If the City is to push back equipment past the recommended
replacement schedule, maintenance costs will continue to increase, putting more pressure on
our shop staff to keep them in service. Down time becomes a bigger factor which then leads to
staff being less efficient and not having the equipment needed to complete the job.
Staff believes these fifteen pieces of equipment need to be replaced to increase efficiency,
decrease maintenance costs, decrease down time and enhance the fleet for a total net
purchase out of the equipment replacement fund for $891 ,500.00.
