CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
September 11, 2018
Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preserva-
tion was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove,
Minnesota, on the 11th day of September, 2018.
CALL TO ORDER
Chair Herb Japs called the meeting to order at 7:07 p.m.
ROLL CALL
MEMBERS PRESENT: Beverly Gross, Herb Japs, Jan Japs, Marie Sumstine
Corinne Marz, Herb Reckinger, Verlyn Lindemann
MEMBERS ABSENT: Joseph Gall
OTHERS PRESENT: John M. Burbank, Senior Planner; Bud Gross, Citizen; Wayne Butt,
Citizen; Justin Atkinson, Citizen and SWCTC Staff
APROVAL OF THE AGENDA
Lindemann made a motion to approve the agenda as amended. Reckinger seconded. The agenda
was unanimously approved as electronically distributed.
OPEN FORUM
No one spoke.
ACTION ITEMS
Old Cottage Grove Historic District
Burbank went over the discussion points that were included in the memorandum. The ACHP iden-
tified that the following:
1. The district should promote and preserve the unique character of the old Cottage Grove neigh-
borhood.
2. New residential and commercial construction should be complementary to existing architectural
styles and character in the district.

3. Unique uses that enhance the attraction of the district as a destination focal point or “place to
go” in the community should be promoted.
4. The district zoning performance standards should not be the same as all other zoning districts
in the community.
5. Mixed use should be promoted in the district.
6. The district should be business friendly
7. Lamar Avenue should be the center piece of the district.
8. The district should have set established boundaries as determined by the Council.
9. A neighborhood meeting and Council workshop should be held early on in the development
process to clarify the interest, design, and scope of the district
Burbank responded that the topic would be placed on the next agenda for further discussion. No
additional action was taken.
PROJECT UPDATES
Military Road Interpretative Signage
Burbank presented the draft sign to the ACHP. The group reviewed the signage and held a general
discussion. No further action was taken on this item.
Norris Quadrant Interpretative Signage Update
Burbank presented the draft signs to the ACHP. The group reviewed the signage and held a
general discussion. No further action was taken on this item.
APROVAL OF MINUTES
None submitted for approval.
HISTORIC INQUIRIES, ARTICLES, AND RESEARCH INFORMATION
Burbank shared the Historical Whisperings from July 2018. The ACHP held a general discussion
on the publication. No action was taken.

Reckinger made a motion to adjourn the meeting. Jan Japs seconded. The motion passed unani-
mously, and the meeting was adjourned at 8:45 p.m.
