Background
Below is the selection procedure approved by Council. Council will interview candidates in alphabetical
order.
Special Council meeting prior to regular Council meeting: 12/19/18
o All of the applicants will be invited to attend and allowed to make a three-minute
presentation to the City Council expressing his/her interest and qualifications for the
position.
o After each candidate has been heard, the selection process will begin:
ROUND 1 – The Mayor will call for the first paper ballot.
1. Each Council Member will select up to three (3) candidates by paper ballot.
2. The City Clerk will read aloud each Council member’s selections, identifying
the Council member and his/her choices.
3. Candidates receiving one or more votes will advance to Round 2.
4. The City Clerk will announce the names of persons advancing to Round 2.
ROUND 2 – The Mayor will call for the second paper ballot.
1. Each Council Member will select up to two (2) candidates by paper ballot.
2. The City Clerk will read aloud each Council member’s selections,
identifying the Council member and his/her choices.
3. Candidates receiving two (2) or more votes will advance to Round 3.
4. The City Clerk will announce the names of persons advancing to Round 3
ROUND 3 – The Mayor will call for the third paper ballot.
1. Each Council Member will select one (1) candidate by paper ballot.
2. The City Clerk will read aloud each Council member’s selection, identifying the
Council member and his/her choice.
3. Any candidate receiving three (3) or more votes will be considered for
appointment.
4. The City Clerk will announce the name of the finalist.
o In the event of a tie, Mayor Bailey will make the selection.
At the January 2, 2019 regular meeting, the Mayor and Council will ratify the selection and the
newly appointed Council Member will be sworn into office and take his/her seat at that meeting.
Special election on November 5, 2019 to fill the seat until the term ends on Monday, January 4,
2021

Dear Mayor and City Council Members,
I am excited to learn of the City Council position in Cottage Grove. While I do not have prior
experience in this capacity, I am close to completing my Master’s degree in Public Health at the
University of Minnesota. The education I’ve received in the program has given me a greater
respect for community, wellness and the importance of not only using our own voice for change
but also listening to our neighbors as we work toward improving our city for the benefit of all of
its residents.
I currently work at the Minneapolis VA on a comparative effectiveness trial of two collaborative
care models to improve pain and reduce opioid use among Veterans in a patient-centered way.
In summary, I believe my background would be beneficial in this temporary City Council position
on the Cottage Grove City Council. I’ve greatly enjoyed living in Cottage Grove for the past 3
years and look forward to building my family’s future here. This position would be a wonderful
opportunity to combine my work history and recent education to help support Cottage Grove.

I'm Dwayne D. Brauch, born in Wadena, Minnesota. I have lived in Cottage Grove for 6 1/2
years. I recently retired from the U.S. Marine Corps as a staff sergeant after 15 years and four
deployments, including combat tours in Iraq. I’m married to my lovely wife Hillorie, a nurse. We
have three children: Kazin, Kyleigh and Kayde. I’m a Cub Scout den leader for Kayde’s Pack 287.
I volunteer at my local church, Crossroads, as lead usher. I’m a member of the local VFW post. I
recently became employed as a federal government contractor in St. Paul after working as
Merchandiser Support Specialist for Supervalu in Eden Prairie. I have a bachelor’s degree in
criminal justice. There is no other place I would rather call home than Cottage Grove.
I wish to become even more involved in my community. I desire to become a member of the
City Council so my voice can be heard.
When I do get chosen for this position, I want to work on community safety, developing
opportunities for new businesses, and support for existing businesses. I will promote
responsible fiscal decision making, support our local schools, and work toward offering more
opportunities for youth and young adults in recreational programs in Cottage Grove. I would
ensure that all residents have a voice, and I would make decisions that are in the best interest
of the citizens of Cottage Grove.

My past experience has contributed to preparing me for this role on the City Council. I believe that my
background in education has established my interest in learning. My doctoral research has taught me
the importance of gathering the facts, analyzing the information, and synthesizing the knowledge gained
to determine a course of action. The experience from co-chairing the Family Readiness group has
prepared me for working in a highly emotional environment. My time working with Meals on Wheels
has increased my awareness for the importance of providing resources to disadvantaged citizens. I also
believe that my experience on the Planning Commission has taught me the inner workings of city
government and the work that the city Planners and Administrators engage in to support the
commissions and city council. On the Planning Commission, I have learned about the guiding principals
of city development and the importance of the Comprehensive Plan.

better understand the time commitment involved with serving on the City Council. I am aware that I
would be expected to attend city council meetings, serve as a liaison from the city council on one to two
city commissions, attend workshops/study sessions, and trainings.

Have you ever run for office in the past? If so, when and what office?
YES. In 2016, I ran for an opening on the Cottage Grove City Council. When I did not win the vacancy, I
reached out to both Mayor Bailey and Councilman Dennis to inquire on opportunities available to serve
on a city commission. There were a few openings available and I applied for the Planning Commission. I
have served on the Planning Commission since February 2017.
Explain in detail why you are interested in this position.
My desire to join the City Council began more than two years ago when I first ran in the 2016 election. I
believe in my ability to provide a steady, even, and concise tone to the council. I care about my home
and my community and want to ensure that I participate in the development and changes that take
place. Though I understand that there are many different ways that I could accomplish these goals, I am
drawn to the council because of my special interest in policy and process development, variant requests,
and problem-solving (both big and small problems) that impact the individual as well as the city. I am
also interested in the marketing and advertising aspects involved in acquiring new business and
residential development.
Explain why the City Council should consider appointing you to the position above other candidates.
Please consider me for this appointment position based on my experience, my philosophical approach
to problem-solving, and my passion to serve my community.
My goal, if selected, would be to find my voice while continuing the work that the council has already
begun. I strongly believe that the City Council and the Mayor are a strong team that work well together.
I have no desire or interest in changing these dynamics. To change the dynamics of the council could
avoided. I also believe in the quality and outcome of the 2014 Comprehensive Plan and, if appointed,
adhered to.
What are some of the major issues facing the City today? Highlight issues and your position.
I honestly believe that overall the city is doing well. Over the last year, the city has experienced far more
to be residential and business development. The city will need to continue to do the good work that it
has begun to fill empty buildings and to expand Park and Rec opportunities. Most notably for the City
Council and Parks and Rec will be the development of riverfront land that makes the river accessible to
boats and other recreational vehicles. Residents would like the city to develop youth engagement
opportunities. The City Council will also need to continue to address the 3M water mitigation and
settlement so that residents can again have confidence in the water that comes out of their pipes.
Again, in sum, I believe that the issues in the city today are issues that the council is already working on
and the continuity of the city council is what is most important so that no momentum is lost on the
issues most important to Cottage Grove residents.
What has the City Council done well and not so well over the past 5 years?
From my position on the Planning Commission, I have seen how the City Council has actively
participated in different trade shows with the purpose of marketing Cottage Grove to perspective
businesses. The members of the City Council have done a really good job of persevering through the
ups and downs of the economy and difficult commercial property owners. I would go as far as saying
that the mayor and members of the councils have worked tenaciously hard to bring residential builders
and new businesses to the city.
Examples of work well done: Drive-in redevelopment into Walmart, the "almost" filled old Home
Depot/Rainbow commercial properties that are now Hyvee and TJMaxx/Planet Fitness/Home Goods.
New initiatives include the expansion of UpNorth (which could have left the city), the water pump crisis,
and 3M water pollution.
From my perspective as both a citizen and as a member of the Planning Commission, I believe that
honestly, the number one initiative that would help bridge any gaps between city residents and city
hall/City Council would be to become more proactive in engaging the community in why affordable
housing is starting at $300,000.00 and why we seek out special tax incentive programs for UpNorth
Plastics to encourage them to stay. Before the Planning Commission, I would have argued that more
needs to be done and businesses need to pay their fair share, etc., however with the experience of the
Planning Commission, I understand more about the cost of building in suburban communities like
Cottage Grove and the long-range benefit to providing incentives to businesses. Unfortunately, not
everyone has read the Comprehensive Plan and sat in the workshop like we have. Though I do not
profess to have a perfect solution, I would engage the council to further explore how the information in
the Comprehensive Plan 2040 could be brought to the citizens in a way that people prefer to receive
news and be informed.

policies and procedures that we have reviewed and provided recommendation to the council. I have
previously served as a Board Member of the Minneapolis CES Meals on Wheels Program. This position
has taught me about the importance of identifying, implementing, and supporting crucial services to our
elderly and individuals with a disability. I am also a school board member of the Natural Science
Academy. This role has increased my awareness of the needs of our public charter school and the needs
of the kids and families that attend this wonderful school.

family dynamics (changes to circumstances and goals), and professional goals (future job advancements,
etc). I often must make difficult decisions that are based on sound rationale and logic from both the
