HomeMy WebLinkAbout2018-12-17 PACKET 08.2.Cottage Grove here Pride and VCOSPerity Meet TO: Chair and Members of the Planning Commission FROM: John McCool, Senior Planner DATE: December 12, 2018 RE: Up North Plastics — Odor At the November 26, 2018, Planning Commission meeting, it was brought to staff's atten- tion that there has been occasional odors in the vicinity of 95th Street and Jamaica Avenue. It was asked if the odor is coming from Up North Plastic's manufacturing facility. Concern was expressed about Up North Plastics' proposed 428,353 square foot new plastic manufacturing facility to be located northwest of Up North Plastic's existing facility and the odor becoming more of a public nuisance. The odor was not thought to be from the Rumpca Compost Site located at the southeast corner of 95th Street and Jamaica Avenue. Upon checking this issue with other City staff, some acknowledged that the City does re- ceive an occasional complaint of the rancid smell from the compost site. One staff member said that they experienced an unusual odor in that area on December 5, 2018. Apparently, the breeze was from the south and the odor was experienced at 8617 West Point Douglas Road. It was assumed that the odor was from Up North Plastics or some other business operating in the Cottage Grove Business Park. The City will continue to monitor this area in the future. If this issue persists, the City may have to seek assistance from the Minnesota Pollution Control Agency, and the responsible party will be notified to mitigate the odor(s).
