C 2019 Part-time Fire Pay Plan Staff Recommendation:Adopt Resolution 2018-159 approving the 2019 Part-time Fire Pay Plan. D 2019 Business License Renewals Staff Recommendation:Adopt Resolution 2018-162 authorizing renewal of liquor, tobacco, therapeutic massage business, and massage therapist licenses for 2019. E 2019 Non-represented Pay Plan Staff Recommendation:Adopt Resolution 2018-161 approving changes to the 2019 Non-represented Pay Plan. G City Administrator Employment Agreement Staff Recommendation:Approve the employment agreement with Jennifer Levitt for the position of City Administrator. H Minor Subdivision -7624 110th Street South Staff Recommendation:Adopt Resolution 2018-163 approving the minor subdivision to subdivide a 27.29-acre parcel of land at 7624110th Street into two parcels. I Open Forum Response - Mr. Dennis Plan Staff Recommendation:Receive letter sent to Mr. Dennis Plan responding to his Open Forum requests. J Calarosa 3rd Addition Staff Recommendation:1JAdopt Resolution 2018-164 approving the final platfor Calarosa 3rd Addition.2JApprove the Calarosa 3rd Addition DevelopmentAgreement with U.S. Home Corporation.3JAdopt Resolution 2018-165 approving the Calarosa 3rd Addition Development Plans dated November3Q 2018,prepared by Pioneer Engineering. K Rental License Issuance Staff Recommendation:Approve the issuance of rentallicenses to the properties in the attached table. L Massage Therapist License Staff Recommendation:Authorize issuance of a massage therapist license to Angelina Hummelgard. M Homeland Security and Emergency Management Letter of Agreement Staff Recommendation:Authorize entering into a Letter ofAgreement between the Cottage Grove EMSAmbulance Service and MN Department of Public Safery, Division of Homeland Securiry. N 2019-2023 Capital Improvement Plan Staff Recommendation:Adopt Resolution 2018-169 approving an amendment to the City's 2030 Comprehensive Plan to incorporate the 2019-2023 Capital Improvement Plan O Appointment of Gwen Martin to Deputy Director of Public Safety/Police Captain Staff Recommendation:Approve the appointment of Gwen Martin to the position of Depury Director of Public Safery/Police Captain. P City Fee Update Staff Recommendation:Pass Ordinance 998 amending Ciry fees effective 1/1/2019. Q HERO Center - Artist Selection and Contract Staff Recommendation:Approve the contract with Foster Willey,Sculptor LLCfor the design portion of the art work for the East Metro Public Safery Training Faciliry(HERO CenterJ in the amount of$15,000. R Tobacco License Application Staff Recommendation:Authorize issuance of a tobacco license to Cottage Grove Smoke Shop Inc., 8461 East Point Douglas Road South, contingent upon Grove Tobacco, Inc.surrendering their present license for the location. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 12/5/2018 - 12/20/2018 for $1,667,922.87 9 PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Parkview Pointe Staff Recommendation:1.Pass Ordinance 997 rezoning 20.71 acres of land from AG-1,Agricultural Preservation, to R-3, Single Family Residential, with a Planned Development Overlay(PD0J.2.Adopt Resolution 2018-166 approving the preliminary plat for Parkview Pointe.3.Adopt Resolution 2018-167 approving the feasibiliry report and authorizing the preparation of plans and specifications for the Parkview Pointe Street& Utility Improvements.
