Understanding
The Ciry would like to develop a Mixed Use Development Plan for the Shoppes at
Cottage View site.
We understand that a primary driver for this effort is to create a master plan that
reflects current market conditions.We're also aware that there are a couple unique
features of this site that ought to influence how we think about planning and design
decisions. One is the site's proximity to Cottage Grove Ravine Regional Park, a great
outdoor ameniry.A second is the °Gateway° aspect of the site. In redeveloping this
area, it becomes the Southern Gateway to the City Cottage Grove.

Projed
Approach
We've organized this project into three phases. Below is a general description of each.
ihe following two pages provide a Scope of Work - tasks and deliverables associated
with each phase - and Projed Fees.
Phase 1 - Schematic Study and Design
Phase 1 will begin with site analysis, broadly identifying constraints and opportunities
both within the site and as it relates to it's immediate surroundings, neighborhood,
and the City of Cottage Grove. Using the analysis we'll sketch concept plans and
create bubble diagrams that illustrate, at a high level, proposed land uses, roadways,
green space.We'll provide rough development numbers, such as total acres alotted
to each use.We'll generate up to three viable options in the form of these bubble
diagrams for the City to consider. City stakeholders will provide input and edits and
ultimately will identify a preferred concept for the site.
Phase 2 - Development Plan
In Phase 2 the preferred concept will be refined.We'll create a site plan that shows
roadways, building massings, stormwater, outdoor areas, and parking.We'll also
update development data and can provide numbers such as, acres/use, estimated
development area, and estimated parking counts.
Phase 3 - Presentation Materials
When the preferred Development Plan is considered final and is fully drafted we will
prepare presentation materials.We'll create a 3D model of the site and with input
from the City, choose two views to fully render.
