O West Point Douglas Authorize Feasibility Report—Jamaica Avenue to Hadley Avenue Staff Recommendation:Adopt Resolution 2019-036 authorizing the preparation of a feasibiliry report for West Point Douglas Road from lamaica Avenue to Hadley Avenue. Q Mississippi Dunes Estates Fifth Addition - Rescind a Condition in Resolution Staff Recommendation:Adopt Resolution 2019-034 rescinding condition#51 from Resolution 2018-048, which approved the Mississippi Dunes Fifth Addition final plat. R Washington County SHIP Grant Application Staff Recommendation:Authorize staff to apply for the Statewide Health Initiative Program (SHIPJ grant in the amount of$4,999. S Hamlet Park Expansion Phase 1—Approve Plans & Specifications and Establish Bid Date Staff Recommendation:Adopt Resolution 2019-037 approving the plans and specifications and establishing an Aprill8, 2019, bid date for the Hamlet Park Expansion Phase 1 Project. T 2020 Census Kick Off Staff Recommendation:Adopt Resolution 2019-038 in support of the 2020 Decennial Census. U Temporary Part-Time Fire Inspector Staff Recommendation:Authorize hiring Steve Zaccard as a temporary part-time fire inspector. V Sale of Surplus Property Staff Recommendation:Authorize the sale of surplus properry outlined in ManagementAnalystAdam Moshier's memo dated 3/15/2019. W Massage Licence Ordinance Amendment Staff Recommendation:Adopt Ordinance No. 1003 amending City Code Title 3, Chapter 8, regarding massage therapist educational requirements. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 3/6/2019 - 3/14/2019 for $612,754.90 9 PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A DARTS Bus LOOP Circulator Presentation Staff Recommendation:Authorize the Ciry to form an advisory committee and begin the establishment of a DARTS Bus Circulator in Cottage Grove. B Airgas Development and Lake Flora Plat Staff Recommendation:1.Adopt Resolution 2019-039 approving the preliminary and final plats for a subdivision to be called Lake Flora Addition. 2.Adopt Resolution 2019-040 approving the site plan review, conditional use permit, and variation for the proposed Airgas development.3.Approve the contractfor private development by and between the Cottage Grove Economic DevelopmentAuthority and Airgas for financial assistance for$437,000. 4.
