Subject: HERO Public Safety Training Center Construction Update and Draft
Business and Operational Plan
Summary
The HERO Center is a joint public safety training facility venture between the cities of
Woodbury and Cottage Grove. The HERO Project team has been working with the architectural
firm of Leo A. Daly and RJM Construction for this project, and the City of Cottage Grove is the
lead agency for the construction of the facility.
The HERO Center Facility Operations Committee has developed the DRAFT HERO Center
Business and Operational Plan for Council’s review and consideration. The plan includes:
1. History and Background
2. Center Market and Marketing
3. Center Offerings and Hours
4. Center Staffing, Operations and Maintenance
5. HERO Center Financials
Please see attachment for the complete Draft HERO Center Business and Operational Plan. A
presentation of the plan will be presented by staff at the meeting.
Facilities Manager
The HERO Center Facility Operations Committee recommends a full-time facilities manager to
be hired in Q3, 2019, with the hiring process starting in Q2, 2019. The facilities manager’s input
is crucial as we develop marketing strategies, program offerings, and day-to-day processes as we
ramp up to full operations in Q1 2020. The Committee agrees that having a facilities manager
hired during this timeframe will directly impact the success of the HERO Center, as well as
customer satisfaction.
Construction Update and Timeline

Many phases of the construction process have been completed, including, but not limited to,
excavation, foundations, site utilities, bearing walls, precast walls, and structural steel. Roof
blocking is being installed on the firing range.
The construction project schedule is approximately 21 days behind due to numerous extreme
weather conditions. With the authorization of construction crew overtime, the project schedule
is projected to be on track for the September/October 2019 completion.
Construction Budget
Project contingency cost update as of April 10, 2019:
Current contingency used $304,332.61
Current projected contingency balance $571,570.39
Recommendations
Staff will seek authorization at upcoming City Council meetings from our respective City
Councils to:
1. Approve the HERO Center Business and Operational Plan
2. Authorize the hiring of a facilities manager (Cottage Grove)
Public Process
Between the Cities of Woodbury and Cottage Grove, the HERO Center project team has held
more than 20 public meetings about this project since 2011.
