Burbank, Senior Planner DATE: May 7, 2019 RE: Summers Landing 3rd Addition Final Plat, Development Agreement, and Easement Agreements Introduction Summergate Development, LLC has requested that the City Council take the following actions: 1) Approve the Summers Landing 3rd Addition final plat consisting of 75 single-family lots and 3 outlots for landscaped cul-de-sac islands and future phases. 2) Approve the Summers Landing 3rd Addition development agreement with Summergate Development, LLC (Developer). 3) Approve the development easement agreements. City Department Review Final Plat The Summers Landing 3rd Addition final plat was distributed to City Departments, Washington County, City of Woodbury, ISD 833, and utility companies Por their review and comments. No comments were received 6om these departments and offices. No comments or recommendations were received from other City advisory commissions. The fnal plat is substantially in conformance with the approved preliminary plat and the Summers Landing Planned Development Overlay Development Plan apprwed by the City and is compliant with the conditions stipulated in City Resolution 2016-053 (preliminary plat). LoucKs Summers Landing 3rd Addition Final Plat—Sheet Three Development Agreement The City Engineer and City Attorney prepared the development agreement, which addresses the park dedication, area charge and other customary requirements implemented through the subdi- vision process. The development agreement has been signed by the developer and is attached. Development Plans The City Engineer has reviewed the development plans, dated February 13, 2019, from the de- veloper's consulting engineer, Westwood Professional Services, Inc., and determined that all engineering comments have been addressed. The developer proposes to construct all public im- provements in 2019. Those development plans and specifications are attached to this report. Recommendations 1. Adopt the resolution approving the Summers Landing 3rd Addition final plat, which consists of 75 single-family lots and 3 outlots for landscaped cul-de-sac islands and future phases. 2. Approve the Summers Landing 3rd Addition development agreement with Summergate Development, LLC (Developer). 3. Approve the development easement agreements with minor modifications by the City Attorney.
