B HERO Center Business and Operational Plan Staff Recommendation:Adopt Resolution 2019-058 approving HERO Center Business and Operational Plan and approve hiring of HERO Center staff. C Brown Farm Minor Subdivision and Variance Staff Recommendation:Adopt Resolution 2019-059 approving the minor subdivision to divide a 10.17-acre parcel of land into one 3.01-acre parcel and one 7.16-acre parcel and a variance to the minimum required front lot width requirement for the 3.01-acre parcel. D Summers Landing 3rd Addition Final Plat, Development Agreement, and Easement Agreements Staff Recommendation:1.Adopt Resolution 2019-064 approving the Summers Landing 3rd Addition final plat, which consists of 75 single family lots and 3 outlots for landscaped cul-de-sac islands and future phases. 2.Approve the Summers Landing 3rd Addition development agreement with Summergate Development, LLC(Developer). 3. Approve the development easement agreements allowing for minor modifications by the City Attorney. E Development Project by Newport Midwest LLC Staff Recommendation:Adopt Resolution 2019-062 authorizing support of tax increment financing(TIF)for the proposed 54-unit multi family development at 7601 79th Street South by Newport Midwest LLC. F Electronic Sign at River Oaks Staff Recommendation:Authorize replacement of the Electronic Sign at River Oaks by Vector Sign Solutions. G Ice Arena Locker Room Expansion Project Staff Recommendation:Approve amendment to agreement with East Ridge Face-off Club for the final payment of their portion of project expenses. H Minnesota Department of Health PFAS Study— Letter of Support Staff Recommendation:Authorize City Staff to provide a letter of support to the Minnesota Department of Health to further study the health implications from PFAS in drinking water. I Emergency Medical Services Week Proclamation Staff Recommendation:Proclaim May 19-25,2019 as Emergency Medical5ervices Week in the City of Cottage Grove. J HERO Center Artwork Staff Recommendation:Authorize entrance into a professional services agreement with Foster Willey,Sculptor LLC for construction and installation of the approved artwork for the HERO Center. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 5/1/2019 - 5/16/2019 in the amount of$1,374,395.88 9 PUBLIC HEARINGS A Parkview Pointe— Revised Plat and Development Agreement Staff Recommendation:1J Hold a public hearing for the revised preliminary plat to be called Parkview Pointe that will consist of 60 residential lots and 2 outlots. 2J Adopt Resolution 2019-063 approving the revised preliminary plat and the final plat for Parkview Pointe consisting of 60 residential lots and 2 outlots 3J Approve easements related to the Parkview Pointe development. 4J Approve the Developers Agreement with Summergate Development, LLC for Parkview Pointe. 10 BID AWARDS A Parkview Pointe Utility & Street Improvements Project Bid Award Staff Recommendation:Adopt Resolution 2019-060 awarding the bid for the Parkview Pointe Utiliry&Street Improvements Project to Northern Lines Contracting in the amount of$1,885,611.50.
