RE: Conveyance of Outlots to the City of Cottage Grove
Background
Renewal by Andersen (Renewal) is working with Opus Development Company LLC (Opus) to
develop a long-term solution to address Renewal’s need for more warehousing, light
manufacturing and office space. The partnership between the companies would have Opus
constructing a 350,000 square foot industrial facility and Renewal would lease the building
from Opus. The development would also allow for an additional 113,000 square foot addition
to the building would be avialble to meet any potential future expansion needs of Renewal.
The construction of the 350,000 square foot facility and its future building expansion will be
located on a 50.37 acre parcel that will be plated as Glengrove Industrial 8th Addition. The
plat will contain an outlot (Outlot B), which will be a retention pond that will serve both the
Opus/Renewal development and the future development on Outlot A.

Discussion
Two previous plats; Glengrove Industrial Park 6th and 7th Addition each contained outlots for a
retention pond that are currently owned by the Economic Development Authority (see Figure
2). This was done as part of the development projects for Gardenworld in 2016 (Outlot A – 6th
Addition) and Renewal by Andersen in 2018 (Outlot B – 7th Addition). In order to

accommodate the development of the new retention pond for Glengrove Industrial 8th Addition
for the new Opus/Renewal development these two previous outlots need to be combined and
have the same ownership. These outlots will not be developable and will remain a retention
pond to serve this development area of the business park. As a result, the City of Cottage
Grove Economic Development Authority will convey ownership of these parcels to the City of
Cottage Grove, which maintains the City’s retention ponds per the rules and regulations set
forth by the South Washington Watershed District.

Recommendation
By Motion:
A. Approve by motion the resolution approving the conveyance of property from the
Cottage Grove Economic Development Authority to the City of Cottage Grove for use as
a stormwater pond.

A RESOLUTION APPROVING THE CONVEYANCE OF PROPERTY FROM THE
COTTAGE GROVE ECONOMIC DEVELOPMENT AUTHORITY TO THE CITY OF
COTTAGE GROVE FOR USE AS A STORMWATER POND
Whereas, the Cottage Grove Economic Development Authority (“EDA”) desires to convey
to the City of Cottage Grove (“City”) the following property, for use as a stormwater pond, legally
described as follows:

AND
PID: 20.027.21.44.0009

Outlot B, Glengrove Industrial Park 7 Addition
(the “Property”); and
Whereas, on June 18, 2019, the EDA held a public public hearing on the conveyance of
the Property and the EDA considered all of the information presented at the public hearing.
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of the Cottage
Grove Economic Development Authority as follows:
1. The conveyance of the Property to the City is in the public interest of the City and its people,
furthers its general plan of economic development and furthers the aims and purposes of
Minn. Stat. Sections 469.090 to 469.108; and the appropriate officials are authorized to take
such action so as to effectuate such purchase and sale.
