Staff Recommendation:Appoint Marla Lutchen to the Arts Commission.
C Planning Commission Minutes
Staff Recommendation:Accept and place on file the minutes from the April 22, 2019, Planning Commission
meeting.
D Rental License Approval
Staff Recommendation:Approve the issuance of rental licenses to the properties in the attached table.
E 2019 - 2020 Code Compliance Mowing—Quote Award
Staff Recommendation:Adopt Resolution 2019-065 approving the quote award for the Lawn Maintenance
Contractor Contract with Valdes Lawn Care and Snow Removal LLC for 2019-2020 for lawn mowing abatement
services in the amount of$60 per hour.
F 95th Street &Jamaica Avenue Improvements— Easement Agreements Approval
Staff Recommendation:Approve the easement agreements with Mars 11, Inc. and WAG Farms, Inc.for the 95th
Street&Jamaica Avenue Improvements.
G Fourth Amendment to the Belijah/Gardenworld Purchase Agreement
Staff Recommendation:Approve the fourth amendment to the purchase agreement between the Cottage Grove
Economic Development Authority and Belijah LLC.
H Young Addition — Development Agreement Amendment No. 1
Staff Recommendation:Approve DevelopmentAgreementAmendment No. 1 for the Young Addition.
I Issuance of Taxable Increment Revenue Note —Series 2019A (Modern Automotive
Performance Project TIF 1-18)
Staff Recommendation:Ratify Economic DevelopmentAuthoriry(EDAJ Resolution 2019-008 issuing and providing
the form, terms, covenants, and diredions for the issuance of taxable Tax Increment Revenue Note,Series 2019A in
an aggregate principal amount not to exceed$117,000.
J Donation from LSP Cottage Grove
Staff Recommendation:Adopt Resolution 2019-067 accepting donation from LSP Cottage Grove for future
economic development expenditures.

B Continue Public Hearing on JCF Application — Renewal by Andersen
Staff Recommendation:Continue the public hearing in support of a lob Creation Fund Application in connection
with Renewal by Andersen to the lune 19,2019 Ciry Council meeting.
C Continue the Public Hearing on MIF Application — Renewal by Andersen
Staff Recommendation:Continue the public hearing in support of a Minnesota Investment Fund Application in
connection with Renewal by Andersen to the lune 19,2019 City Council meeting.

Staff Recommendation:Adopt Resolution 2019-066 awarding the 95th Street&lamaica Avenue Intersection
Improvements Projed to Ryan Contrading for the base bid of$2,576,701.4$ plus Alternate#2 ($29,656.00J and
Alternate#3 ($21,360.00J totaling$2,627,717.48.
