Club to conduct a raffle at River Oaks Golf Course on 8/5/2019.
H Resolution Supporting the Shoppes at Cottage View as Preferred Future Park Grove Library Site
Staff Recommendation:Adopt Resolution 2019-082 to support the Shoppes at Cottage View as the preferred site
for the future Park Grove Library.

Staff Recommendation:Approve the assignment of the DevelopmentAgreementfrom Opus Development

Staff Recommendation:Adopt Resolution 2019-083 accepting donations to the City received between lanuary 1
and lune 3Q 2019.
K Renewal by Andersen — Minnesota Investment Fund Grant Award
Staff Recommendation:Adopt Resolution 2019-084 regarding the acceptance of the Minnesota Investment Fund
grantfor the Renewal byAndersen expansion.
L Parkview Pointe— Resolution Amendment
Staff Recommendation:Adopt Resolution 2019-087 approving the amendment to the resolutions for the Parkview
Pointe development to allow for flexibility in exterior building materials and home layout.

Staff Recommendation:Approve the sale of properry to Imagine, LLCfor development of a Pizza Ranch restaurant.
N 7470 East Point Douglas Road Demolition —Quote Award
Staff Recommendation:Adopt Resolution 2019-086 awarding the 7470 East Point Douglas Road Demolition project
to the lowest qualified quote supplied by Veit& Company, Inc. in the amount of$56,945.76.
O Weapons Ordinance
Staff Recommendation:Pass Ordinance 1004 amending City Code Title 5, Chapter3, regarding weapons.
P Zion Lutheran Church Raffle and Bingo Permit
Staff Recommendation:Authorize issuance of a single-occasion gambling permit to Lion Lutheran Church to
conduct a raffle and bingo on September 28,2019 in conjunction with their Fall Festival.
Q Post-Issuance Debt Compliance Policy
Staff Recommendation:Adopt Resolution 2019-085 adopting updated Post-Issuance Debt Compliance Policy.

9 PUBLIC HEARINGS
A Church of St. Rita Fall Festival Permits -September 13 - 15, 2019
Staff Recommendation:1. Hold the public hearing to consider the special event permit application for the Church of
St. Rita Fall Festival events.2.Authorize issuance of a special event permit, temporary liquor license, and single-
occasion gambling permit to the Church of St. Rita, contingent upon conditions outlined in the memo from Public
Safery Director Koerner and Acting Communiry& Economic Development Director Costello dated luly 12,2019, and
all applicable state and local statutes.
