JULY 17, 2019, CITY COUNCIL MEETING
A. Bailey Woods – Preliminary Plat
Staff Recommendation: Adopt Resolution 2019-088 approving the preliminary plat for a
residential subdivision to be called Bailey Woods, which will consist of 41 residential lots
for single-family homes.
Acting Community & Economic Development Director Christine Costello stated the Bailey Woods
preliminary plat is located just north of 65th Street and west of Hadley Avenue; it’s on the west
side of the existing Highland Hills residential subdivision. It’s 19.94 acres, currently a tilled field,
and the northern portion is a wooded wetland. Pulte Homes would like to build 41 residential
single-family lots. The 2030 and 2040 Comprehensive Plan guides this area for low-density
residential, one to four dwelling units per acre, and this will be 2.6 dwelling units per acre so it’s
in compliance. The current zoning is R2.5 residential district; they’re proposing to change that to
an R3 single-family residential district with a planned development overlay (PDO). This is
consistent with previous developments.
Director Costello reviewed lot sizes in Bailey Woods, which meet all setbacks. There’s no street
access off of 65th Street; the current access will come out of the Highland Hills and Highland Hills
Lane to access the development. A trail is proposed to allow you to connect to the existing trail in
the Highland Hills area. She reviewed stormwater management; the proposed pond extends onto
a City-owned parcel, which allows for the existing preservation of the wooded area to the north.
The developer has tried to maintain the existing wooded area to the north and also maintain the
existing drainage patterns. They will be required to have an earth berm along 65th Street, which
will be landscaped and irrigated; it will align with the existing berm along 65th Street at the
Highland Hills neighborhood. There will be a minimal number of trees removed from the south to
allow for grading; each new lot will have their required boulevard tree plus four additional trees
and ten shrubs.
Architecture will include ramblers, from approximately 1,700 square feet up to 2,873 square feet;
prices will range from approximately $300,000 to $400,000. The developer is asking for flexibility
on the stone and brick aspect; the developer is here tonight if you have any questions.
Director Costello stated tonight is just the preliminary plat so the developer can begin grading; it
will come back before the Council on August 7 for the zoning amendment, the final plat, and the
development agreement.
Council Member Butt asked if there would be a monument annotating this development; Director
Costello stated that there will not be a monument or any landscape islands within the
development. There also will not be a homeowner’s association (HOA); as part of the
development agreement there will be some restrictive covenants.
Council Member Thiede asked, since there is not an HOA, if the homeowners will be able to put
anything they want in their yards; for example, a shed. Director Costello stated as long as it meets
the zoning ordinance requirements, they would be allowed to install an accessory structure like a
shed.

Paul Heuer, Pulte Homes, 7500 Flying Cloud Drive, Suite 670, Eden Prairie, Minnesota, 55344,
stated he’d take any questions from the Council, but there were no questions for him. Mayor Bailey
welcomed him back to Cottage Grove.
Motion by Council Member Butt to Adopt Resolution 2019-088 approving the preliminary plat for
a residential subdivision to be called Bailey Woods, which will consist of 41 residential lots for
single-family homes; second by Council Member Dennis.
Motion carried: 5-0.
