B Planning Commission Minutes Staff Recommendation:Accept and place on file the minutes from the Planning Commission meeting held on June 24, 2019. C The Grove's Recreation Center Operation Agreement Amendment Staff Recommendation:Authorize amendment to professional agreement with The Groves Apartments LLC to provide recreational programming at the Groves Apartments. D Electronic Sign Replacement at Ice Arena Staff Recommendation:Authorize Vector Sign Solutions to replace the electronic sign at the Ice Arena. E Mobile Food Unit and Special Event Insurance Requirements Staff Recommendation:Pass Ordinance 1006 amending Title 3 Chapter 13 and Title 5 Chapter 5 of the Cottage Grove City Code related to insurance requirements for Mobile Food Units and Special Events. F Sale of Surplus Property Staff Recommendation:Authorize Public Works to advertise and sell surplus property on e8ay and/or Cranky Ape. G Final Payment - Well No. 1 Maintenance Project Staff Recommendation:Adopt Resolution 2019-089 approving final payment in the amount of$18,985.00 to Keys Well Drilling Co.for the Well No. 1 Maintenance Project. H Towing and Impound Agreement Staff Recommendation:Authorize entrance into an agreement with South East Towing, Inc.for towing and impound services for the City of Cottage Grove for 7/1/2019 thru 6/30/2022. I 2019 - 2020 Archery and Firearms Hunting Maps Staff Recommendation:Approve the 2019-2020 maps designating boundaries for discharge of firearms and archery equipmentfor hunting. J Bailey Woods - Rezoning, Final Plat, Development Agreement, and Plans & Specifications Staff Recommendation:1. Pass Ordinance 1005 to change the zoning of the 19.94-acre parcel located north of 65th Street and west of Hinton and the Highland Hills neighborhood from R-2.5, Residential, to R-3,Single Family Residential with a Planned Development Overlay(PDOJ.2.Adopt Resolution 2019-093 approving the Bailey Woods final plat.3.Approve the Bailey Woods development agreement with Pulte Homes.4.Adopt Resolution 2019-094 approving the Development Plans&Specifications dated luly 25,2019, prepared by Westwood Professional Services, Inc. K Cottage Grove Elementary PTO Raffle Permit Staff Recommendation:Authorize issuance of a single-occasion gambling permit to Cottage Grove Elementary PTO, Inc. to conduct a raffle at Cottage Grove Elementary Schoo/on October 11, 2019. L 2019 Stormwater Pond Improvement Project—Quote Award Staff Recommendation:Adopt Resolution 2019-090 awarding the 2019 Stormwater Pond Maintenance Project to Nadeau Companies, LLC in the amount of$82,820.00. M Stop Sign Installation at 90th Street and Mississippi Dunes Boulevard Staff Recommendation:Approve the installation of a stop sign on the north leg of the Mississippi Dunes Boulevard /GrenadierAvenue intersection with 90th Street. N Rental License Approval Staff Recommendation:Approve the issuance of rentallicenses to the properties in the attached table. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 7/17/2019 -8/1/2019 in the amount of$3,231,669.17 9 PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Mississippi River Paddle Share Program Grant Acceptance Staff Recommendation:Authorize grant agreement with the National Park Service for the installation of a Paddle Share program at Hazen P Mooer Park. B Las Margaritas— Conditional Use Permit, Site Plan Review, and Parking Variance Staff Recommendation:Adopt Resolution 2019-091 approving Las Margaritas'application for a conditional use permit to allow a 6,200 square foot restaurant with liquor at 7165 East Point Douglas Road South, a site plan review of the proposed restaurant, and a variance to minimum parking regulations. C Stan Koch & Sons Trucking -Amendment to Conditional Use Permit Staff Recommendation:Adopt Resolution 2019-092 denying the amendment to Stan Koch &Sons Trucking's existing conditional use permit that would allow for the expansion of a legal nonconforming use as a truck terminal to permit the storage and parking of trucks, cars,semi-tradors, semi-trailers, portable pump systems, and portable commercial generators. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A Future Community Center Discussion Staff Recommendation:1.Accept and place on file Communiry Center Feasibiliry Reportfrom Leo A Daly.2.Accept and place on file ANA's Cottage Grove Market Study.3.
