HomeMy WebLinkAbout3-08-10 Traffic Control Analysis Excerpt CITY OF COTTAGE GROVE PUBLIC WORKS COMMISSION March 8, 2010 Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at Cottage Grove Public Works, 8635 West Point Douglas Road, Cottage Grove, Minnesota on Monday, March 8, 2010 at 7:00 p.m. 1. CALL TO ORDER Ken Boyden called the meeting to order at 7:02 p.m. 2. ROLL CALL Members Present: Ken Boyden, Gary Kjellberg, Alex Chernyaev, Staff Present: Les Burshten, Public Works Director Jennifer Levitt, City Engineer Absent: Christopher Lethgo Excused: William Royce Also Present: Council Member Pat Rice Jason Field – Prospective Commission Member 3. APPROVE MINUTES Upon a motion by Gary Kjellberg, seconded by Alex Chernyaev, the January 11, 2010, minutes were unanimously approved. 4. ADDITIONAL AGENDA ITEMS None. 5. NEW BUSINESS A. Traffic Control Analysis Report (Pine Glen, Pinehill, Meadow Acres and DeGardners Additions) City Engineer Jennifer Levitt explained the area encompassed by Hadley Avenue to the west, 95th Street, here, section southere one bounded by Hadley and 95th in that area. It shows. From the existing traffic control, we have the northern part, some four legged intersectonis that do hnot have any traffic control present And you see the 3-legged intersections having traffic control sign, or stop sign, and we do have “sharp curve ahead”, posted in this area (with 10 mph speed limits) posted in this area. And then we talked in the past, 4-legged intersection that neither you can determine a dominant movement or major or minor movement. Major mofment would be able to flow freely and the minor movement would stop. And you have a three legged intersectin, you would say that would go uncontrolled in that situation there should be a yield condition. That’s what we are looking at for the northern segment. You look to the souther, a little bit more complicated in this vicinity because you can see we have a park here, a trail leading out of it, and a park entrance here at 97th and then we have a little bit of everything in this neighborhood, some intersections that are 3 legged are not stopping and at other places they are such as Heath comes around to the eastern edge here So what we are recommending as you start in the north is as I was mentioniong 3 legged intersection going from here we would remove the stop sign. The same at 94th and Hamlet and at ___ and Hamlet we would have those uncontrolled because they are T intersections. And then on 94th we issue 94th as the major dominant movement stopping the north south traffic in the neighborhood. As we have seen in the past chart here, we would remove the residential setting, those are things that should be expected residents should Not be traveling at high speed so we are recommending removing those instances where they do occur at those locations. When it gets down to this section, the southern half, we start here at 97th and Hamlet. A lot of residents had emailed concerning this intersection. In our original analysis we had looked at this as a three legged intersection. In reality even though the entranance to th park is scewed a little bit, it would act as a four legged intersection so the comments we received, we would propose to keep the stop sign at Hamlet and 97th. There is a stop sign coming out to fhte park here to the north south movement of traffic would be free flowing and nothing at this intersection would change. There is an error here at this intersection. The private strets are not showing up oappropriatelyh here and so this is truly a fourlegged intersection and not a three legged. There is a private road here, down heer we have a private road and stop sign here and here and currently here. So we propose not to remove this one and then the map you have in front of you, indicate that stop sign not being removed. And then as we talked in the past, we would be adding pedestrian signs to note there is a trail that would be intersecting the roadway notifying residents and motorist that they will be entering a pedestrian area. Here at Harrow and 97th we are proposing to……..some stop signs, dominant north/south movement being free flowing and we would be stopping east/west movement. As we work our way down to 98th Street right now the cul de sacs are currently not stopping so we are proposing here to install stop signs on these two cul de sacs at this four legged intersection to make 98th Street free flowing in this area and once again these culdesacs are actually ….. Actually the stop signs that actually started this whole discussion are these stop signs here at 97th and Heath. They were requested to be removed because they were not according to our policy. We diddn’t feel it was appropriate to remove these without analyzing the rest of the area. And so when yo look at this interection here off of 1f00th, we are at a T’d intersection with a three legged intersection which would indicate an uncontrolled condition As we move along Heath, here at 98th, we do have one visibility issue that a resident brought up. We do have an issue with the property right here of creating a visibillty issue and so we willcorrect that visibility problem before a new stop sign at this location from… Ideally you could remove the two on Heath here on 98th however you want to think of it, free flowing in this direction but at a minimum we would need to keep this stop sign in place until that obstruction is eliminated. That obstruction is trees? A large cedar hedges. Some of them are extendinginto the right of way and obstructing the line of sight. We move further to the north at 97th Street we don’t encumber that obstruction so we propose to remove those. The other modification that’s made to the plan is in the speed limit signs. There is an inconsistency in speed limit signs in the neighborhood. Thre’s one located here saying 30 mph, one here and that’s this northern one but we go to the southern one, there’s one here and one here. So they are being inconsistenteny posted. But I did include in your packet at your table our policy on speed limit signs. You remember in the past we typically only signed them on lesser roadways where it wasn’t evident what the speed lmiite would be but typically where it’s evident, such as in this case, we wouldnot post the speed limit sign, have the speed limite posted because you are in a local network so for consistency we would recommend removing those 30 mph signs and we’ve talked that with PD in the past and they didn’t have an issue enforcing speed limit. On that… of 95th – Ken down to the right. Right there. 95th is…I would think you would have one after you turn that corner. JL there is currently one there, Ken that would state clearly. They do. Ken will they stay there. JL That’s up to the session tonight because right now there’s 30 here and here, but there’s nothing posted here and here her. Hadley isn’t…. 40 JL it’s at 35 at that intersection. What I’m saying there’s an inconsistency of speec limit signs. Even in the northern half we had the same inconsistency, off of 100th street. Some are posted and some arent’. That … For example we had a speed limit here, but we don’t have one here or here. Ken and you should… JL right and I’m saying we don’t have one here or here. But wahat we’ve done in the past is we’ve had, for example, um, ..I’ll say 76th or Ideal throught the area and the speed limit wouldn’t be evident. Typically we had not posted them, but I guess what I’m saying is to be consistent one way or another. Ken. I think.. Go ahead Gary Corret me if I’m wrong but as far as the state guidelines go, aren’t residential neighborhoods 30 mph, right. JL Per state statute. Unless otherwise posted. Gary for the audience point of view, that’s where we get our information from , the state. And the other areas where we done pavement mangemanet, we’ve never posted speed limits in a residential area. If there were, put we took them out. The only reason (Ken ) I’m bringing them up is that people that are driving on a 35 and make a turn, there’s nothing stating its 30, they keep going 35 , or 40 whatever they are cjomfortable doing. Um anytime you come off of non-similar signed speed, you go into a residential (Ken) I think it should be posted at 30 even though state law says residential is 30. but how many people that are visiting somebody or whatever would tell them, this is a 30mph zone from a 35 or 40. or whatever. Gary I don’t agree, um for example 80th Street which is 35 at the high school at Ideal. I’ve been here a lot of years and that has never been posted by Ideal. And if we were to follow that we would be putting up all kinds of speed limit signs throughout the whole city here. Ideal off of 80th is 35… Ken. Gary : I’m not talking b oaut 80th, I’m talking abouit Ideal. Ken. Yeah, Ideal Gary, No, Im thking of Hinton – Ken. Garyi Hinton is 35, Ideal is the way I go home all the time. This is an exmplae. If we were to follow that patter, we would be putting signs up all over creation. I think we need to stoick with the state statue. Personally, but that’s just me. Didn’t have time to issue this memo before the packts went out. One of the questions you had asked, if there …are therey any traffic issues with the PD. This is that, they didn’t’ have any patterns of concern with any intersection in the area. Ken in that parrticuare area, there’s a lot of curvature and a lot of turns so you probalgby don’t have high volume of traffic acicents they woulnd’t….doesn’t seem to be a lot of accidents. They are livintg there, they are used to driving it, they know the roads. But …..public safety, records, accident, they don’t’ have… Gary at 97th andHamlet by the park , there were a lot of questions, people sending emails about that, so that is one in parricuarte. I talked …Jennifer brought it up too, but I noticed the park had a stop sign going out of the park which is wath didn’t show up. The other concern that they had was the sightline was terrbike. Theer was nothing in any direction I looked that was interfering with pulling out on the roadway, so that was wrong what they were saying there. And then there’s another concern- gary that people were bringint up , ah,,, I think it was in that neibhborhood there, teens are adults, whoevers, were speeding in the area and pelple don’t seem to realize that stop signs are not used to control speed, if there’s a problem with speeders in a given area, then the PD should be contacted and let them handle it. JL but I think by keeping these stop signs in place, and treating it as a fourlegged intersection … Gary yup , I think the problem we had is that it didn’t show up as being a stop sign there. And JL and it .. from the intersection. Ken wouldn’t you also want one of those pedestrian signs .. JL we had talked abouit that, but there’s no trail, so I didn’t know… it must……..no trail for pedestrians. Ken outlet used. Alex. Gary that part of 97th and Heamlet. The only weay to get into the park is the roadway, that parking lot you are driving into. No trail for pedestrian trarffic to come out unless you walk on the roadway. In that particular spot. Ken. People could walk ouit, peoplke could walk across the street or from the pond, they could Gary yeah, they could be walking but they are wwalking on the roadway . that’s. youi know. JL I think it would be challengig ton installa a sidewalk because of the setbacks .. the houses are too close to that park area, would be quite challenging. I know we talked abouit doping that. Trail that loops around the park, but then it would tie into these three other access points, Gary we gotta keep in mind, we keep the four way stop there. You would have. Pedestrians… all vehicles woiuld be stopping at that intersection where people are going to be moving across. That wouildn’t be four, it would be two, I’m sorry. Hamlet would have the right of way, yeah. Any comments or concerens? Ken. Yeah…..Angela Moriarty of 9739 Heath had some concerns? The very first one where you are coming off of 100th and turning onto Heath right there, when you are on 100th. The speed limit right there is 50 mph so if we’re lucky people are minium going 50. right there there’s no set divider betweent he road and the dirt so in the springtime it’s actually sandy, sand gets dragged all the way up that tiny little road there, where those stop signs are, so that stop sign there on the right is what lets people.. that’s the one we really need. As soon as we turn onto that road, when there’s all that sand there, we’re sliding. Even residents that live there and know to slow down, we’re sliding all over that road. I would think that 0 Gary – when you’re.. you know you’re going into the residential area there, if you’re …….I would just venture to say the cars are going too fast, from the corner there and they start sliding. You need to slow down before you are making those turns. Angela: These roads are covered in sand during the springtime Amanda – the dirt on the side of the road , goes a few fee into the road. Angela. Even if I am going 15 mph im sliding. I got a question for Les – Gary. Do you sand in that area? Les. No. It’s not from sand and salt, its must be from something else. Angela. The house on the corner there, they’ve got their fence, but between their fence and the road, there’s dirt. There’s dirt and there’s sand like there used to be grass there, people have driven over it so much at that turn that it’s just raw, and it gets dragged all over that road. JL on 100th Street on that shoulder there, … Shoulder, that’s what I was thinking. JL Ok so you said you had another one. Angela. On 98th and Heath, that one right there, there’s another visibility issue on the one ont eh right , not that one, the one way on the right. That one. There’s a tree right there, and it even comes out over the road a little bit so if you are coming up to that. You cant’ see that next section of road. And that’s the section of road that we live on and we’ve got kiuds everywhere there so even in the springtime I….you have to inch around that corner, even with the stop sign, just to see if there is anybody there. The kids are everywhere in that section. Ken is that tree on the boulevard or is it . Angela: I don’t know, it’s right there on that little corner. It’s right next to the … About 12 feet? Ken. boulevard trees. up. asdfasd that’s why it could be cutting down, if is on the city property. Well if it creates an issue, trimming, we can trim. Angela: That one, what it is, it has the trunk but then it has another big branch that comes out so unless that branch is getting cut off completely, trimming is not gonna make a difference. Les. We can do that,I n particulaer if its in the right of way. Even whe3n its not in the righ of way causing a site problem, we can address that. Ken that’s a reasonable concern. Certainly. One stop sign at a time – Angela. JL you are acknowledging in this area here, with the hedge of cedars ….. Angela we don’t really use that one because we never turn that way, but I know what they are talking about. If you are coming from that direction, … Les. Did you see that rree too? OK. Angela biking around there. Um, and then the last one is the one way on the right hand side, right there, that’s a bus stop and there’ no sidewalks, there’s no anything, all there is is a green electrical box, whatever, and a big muddy pit for the kids to stand in. If there’s no stop sign there, even though as residents we know there’s a stop sign, the kids are either gonna have to stand in the mud or stand in a road that has no stop sign whatsoever, um, The other one, the one all by itsle. The one up, there’s also a tree …. Gary : are you still on 97th there? Um-hmm, yeah, the one. There’s a tree in that yard too, so if you are turning right from there, you are gonna have a hard time seeing. The neighborhood kids are really upset about the one at the bus stop. To add to that, do you have prolbme in the morning? Amanda. Drive fast. Angela we have a lot fo teenagers in the neibhborhood that drive a little faster than they should. These guys, as it is, there is no sidewalk , they are standing in thesnowbank or standing in the mud or the. Gary . as far as, just putting this adide, and talking about the speed issue. I urge you to call the police department. If they keep getting calls in a given area, the police will respond and will check it out. If they keep getting calls, they will do what they can to take care of it, they’ll put up a squad car with the speed thing on it. Ken you see them on other streets. So you know what your speed is. People don’t realize, for the ones that cares, they do that on 90th, Yup, Also, they are using radar – Ken. JL What time does the bus pick up there? Um, bus, 7:14 (Amanda) JL then we can tell the PD what time you’ve seen issues and they can follow up. Gary – is that street issue just in the morning or is it other times? No, it’s always worse in the afternoon – Amanda. Let them know the time frame too – Gary, Angelan – ok ill keep that in mind. It’ll be a lot easier in the springtime. Ken. You’er assuming the teenagesrs wake up by the afaternoon. Angela – yes. That’s usually when they start. JL You can also reference those stop issues. One resident had said that one bus is stopping at an intersection and blocking that intersection and it happens an hour a day and the bus driver…..they. resident was nice enogh to supply photos of the bus parked there, follow up with that issue. OK. Angela. I think I’ve seen something similar to that right off of 100th. OK JL that’s where the bus stops and for some reason waits an hour at that intersection. …. Ken. Kids might have to walk further or less. Parks off to the side, blockgin traffic. JL I think the issue was he was starting hisrouite and getting there early. Les either starting or in between, Probably. Picks up one groups of kids and in between or starting. We’ll just have to…we can address that for you. Anybody else. Got any comments. I think that’s Jason – Seat for uyou up there Jason. Ha ha. Jas I actually went o city hall. I was Les. There a lot of cars up there? Lot of meetings going on so I went to all of them. Ha ha. Meet down there. We almost m Ken . any other comments on the traffic control. On this report. Are the responses acceptable? Angela. I’m definitely gonna keep on this meeting, but all three of these, I’m concerned with. Les. I’m just gonna say, what we’ll do is repond back and take a look at all your concersn and we’ll get back to you. If the tree is down, you[ll know you were successful. If there truly is a vision issue, we jump on those pretty quickly, so. Ken. That one tree, has a large branch sticking out of .. covering something, that can be taken off. Probably … at laest that problem. The rest of the tree is not a problem. Right i’m pro tree. Angela OK. – Ken. Any comments from the commission? JL final report would indicate to remove those signs and I would just ask, the way the report is written. Gary – do you need a motion then. For the report as a whole Gary the whole package? How would we write that now that we have some issues here that need to be addressed. You would address the site line issues. Gary : I WOULD MOVE THAT WE ACCEPT THE TRAFFIC STUDY ANALYSIS WITH THE ITEMS IN QUESTION BEING LOOKED INTO, WHICH WOULD INCLUDE REMOVING THE SPEED LIMIT SIGNS ACCORDING TO THE STATE STATUTE. SECOND? Second-Alex THOSE IN FAVOR AYE Les. Some discussion first. The only quewtaion I have before you vote on it, the PD, are they OK with enforcement issues? Is that not an issue with tjhem with speed limit sign. Just so, maybe you addressed it. JL pet koerner indiated that they didn’t have an issue with enforecing 30 mph speed limit. They don’t need the signs. Cough hack Ken. They can enforce the law without the sign is that what you mean? Les. Yeah. The statute indicates it. Les. Really where I was going with this is that um, they’re saying that but if past, if there have been any suits with that, this prevailing outcome was always in favor of…not having a sign therel, becauxe me, as a resident, I would sure argue that fact if I was going 30 mph I thought the speed limit was 35 or whatever, but obvisously it says here int eh state statute, but that just becomes a little bit of an issue to me anuyhow. To me, as a ……I’ve had a ticket or two in my life. Ken. Same . zones Les, but its not saying. Ken 50 mph zone going to a 30, that’s a big change, when youre’ driving 50 Just because they turn into a residential area , it tates 50 Garty I’ve got a question with that, JL I could have the police chief weight in on this issue , if he feels its necessary to ….we could let him put it in writing. Ken I just threw that out as a possiblityi ….theory is not wrong about what the state statute says but you know what, the enforcement people gotta take a look at it. Gary gotta keep a look at , if that were the whole. Wanted to do that speed sign, speed limit sign, then we would have to change everything in the city, there’s a number of collectors when you turn onto a residential , there’s no sign there. Right. JL I would keep what goes to council, comment against the recommendation. Would change the recommendation, I would change the recommendation. Gary that’s cool Anything else for discussion Hearing none, All those in favor. Aye. Opposed. No carried. OLD BUSINESS LES HOW YOU DOING? PUBLIC WORKS UPDATE Les. Stated we’re currently working on upgrading pine tree valley park building. We’re doing a good portion of that work in house You should swing in there sometime. It looks a little different now than it did. You been up there? You should swing in there sometime. Gary I’ve been up there and looked at it and it looks awesome. Les. Yeah, it seems like they are doing a nice job. Rinks are closed as of the last wekened, this weather just, we can’t keep them open longer. Emerald ash borer – we’re starting to put together some brochures, finalizing those, the last couple of days and they’ll be sent out to all residents, 11,000 brochures sent out. What the program is going to be . how we are going to start that and what we’re going to do. The city council did authorize the expenditures to um, treat quite a few of the tgrees. I’m not going to say what the number was, because I don’t know exactly what they are, we just surveyed all the trees and the numbers, we had estimated about 4,000 boulevard ash trees, a little bit higher than that, I think we are 42 right now and still a few more to come, we are pretty close and just guestimated where we are at. Tree trimming continues, um, that was awarded to S&S tree this year. Many of those trees have been completed. We trimmed approximately 1200 trees and I think we only hada couple of people call in, they’re doing a good job. Nice job. We’re also trimming trees in house ourself. Number of trees we are working on also, Ah.. Trying to keep up with potholes, if anyone has one that you notcice, give us a call and we’ll keep ahead of that. Our guys have done a pretty good job compared to some other areas, so if you see anything let us know. Spring road restircitaiosn went on today as a matter of fact, they’ll be on for another month or so, just getting started with that now. Signs are all up that we neded to get up, we put most of them up on Friday, finished out with the other ones today. Street sweeping tentatively start, weather permitting April 5th, we hve ou contractor in place, and if the weather is fine, we’ll start sweeping april 5th al ittle earlier than we would like but um thatsthe date we suggested we’re going to do in the The contractor has a commitment, we thought we would put it off a week, but we may not be able to do that, he’s commited to the week after so we’ll see how that goes. Hydroseeder, we had one of those in the budtget this year, that’s gonna be a pretty nice tool, we’ll be doing all our own hydroseeding now, 99 percent of it., I think , this is one piece of quioment that’ll really pay for itself pretty quickly. They’re not allthat expensive, but they’re 20 plus thousand dollars which is a lot of money but we’ll pay for that probably in two years. We hydroseed a lot we’ll use it in , as an example, when we renovate those fields up at Kingston, we’ll split seed a bunch of it and hydroseed on top, we’ll do that. All of our stormwater areas will be hydroseeded and the machine itself has the abilty to …got a hose and …can throw it out 160 feet, so it’s a pretty nice machine and it’ll work pretty nicely for us, itll pay for itself quickly. Just finishging up the quotes ont eh dump trucks. The new dump trucks we are buyidn this year. We had ordered them last year in 2009 we savmed about 10,000 per truck by doing tht and we just have to finish up on the boxes and snowplowing equipment. Those are being quoted out now. We’re also buying a new mower this year and we had it down here and the gusy were trying it out and they chose one and that’ll be coming to council pretty quick In the shop, they are working on summer equipment, mowers, paving equipment, that sort of thing, they’er trying to get things up and ready to go because its right around the corner, we might have an early spring. So, Are you talking. Engineer We are working on well #7, maybe you will mention that. We did have um, since we met last, and before the report we now give to the council an updated report on what going on down here, um, you haven’t heard, but we have had two water mian gbreaks, Pat I saw one this morning Les that was 80th and Innsldale this morning, that coiuld have been an issuie ,. The guys did a great job on that. Becaue that had a lot of impact. That could have had a lot of impact. We had the call at 5 this morning where we knew the main was causing some problems, we had to make a quick decision whether or not. And …it did, we didn’t’ think it was going to originally, affect eth high school. The way we had to shut things off to try and use some pressure reducing valve and open that up and see if it was gonna work or not so we decided not to notify the high school first thing this morning because initially we thout we were fine and then we found out we wernt’ so fine but we tried a couple thigns and pulled a rabbit out of the hat and we were able to keep water in the high school, generally, and by 10:00 it was… water was running freely agai, they did a nice job. The other one was two weeks agao. Ws. I think Sunday – valentinues day, incidentially, on 73rd and Homestaeae and that was fixe,d, wasn’t a bad break but . we had two since we met lat. And that’s about it. Gary I got a copu[le of questions for Les. On that …about the sand, wouldn’t the street sweepers take care of that then? Les. Yeah, it would take care of it, but what I’m thinking is, if it’s a problem, we’ll taek care of it permentnely. If theres sand washing on there, we’ll put, maybe a pad out there or I’ll figure if there’s something we can do. You know, it’s an issue, it might be an issue every year, I’m not sure, what we’ll do is look at that, um, see if we, can prevent that from recurring. So…. On the EAB – Gary. Something like 50 trees they’re gonna be taking down, that’s, farmed out, right, or do we do that? Les, well, it depends , if we can do it we’ll help out with that and maybe we’ll take down 60, I mean, some, planned on being farmed out, yes, this years. The numbers are still. About …4,000 tree,s thought about a thousand trees wouldb e removed, treat 3,000 of those, those numbers might have to vary a little bit, I don’t know, we’ll have to see, we didn’t have exact numbers, not an exact science, we’ll guarantee on treating those trees, so, No Matter of fact, emerald ash borer has just been discovered in Minneapolis too, but it’s going, ah, to the west from where it was in st. paul instead of coming this way, it’ll be here, it’s just a matter of time so, , they found some other ones in minneapols, If you notice st. paul is taking down a lot of ash trees, they are realliy starting to move a lot of them, all of theml, matter of act, they’ll bein the affected area. All right. ENGINEERS REPORT WELL I wanted to make you aware of the highway 61 project, the concrete overlay from 70th to 95, will be starting approximately June 1st . the bid date has been moved to march 26th, but there will be an open house at River Oaks from 8:30 am to 10:30 am, for businesses in the area, The DOT will be there, along with city staff to talk about ..beacase there will be, the ramps will be closed for various durations. There will be various deterours. , our golf course being one of them. There’s also one, if you’re interested, April 29th for the residents from 4:30 to 7:30 at the Wash. County Service Center out on Ravine Parkway, that would be an opportunity to learn mnore about the project if you want to talk to some staff that night. If you are interested, you can go to the service center and get information on the project. Gary: they’ll be resurfaicgin JL they’ll be doing a concrete overlay, mill. Put an approximate 8 inches of concrete, Bring itup to grade, mumble mumble. Where the Wakota bridge project ended, pick up and end at US 10 just before the … B Gary do they plan on doing one lane each way at a time or concentrate on one direction first, They split the project in half – jl so essentially at county 19, you would make a bypass, if they are working on the southbound lane, two way traffic northbound while they are doig that segment. Once that’s completed, put it back. You are going to expect a pretty substantial traffic impact for this, but they are putting time duration signs along the route telling you how long it will take to get from point a to point b. so I would guess that our local streets will get a workout as people look for shortcuts to bypass the constrctuion. 70.th…. The only bridget that had issue was at county 19. They actually did have to lower the grade for the bridge, make a substantial graede difference, they have that same issue when they come to the ramps to tie in, they have to excavate to make that….
