PUBLIC WORKS COMMISSION
August 9, 2010
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at Cottage Grove Public Works, 8635 West Point Douglas Road, Cottage Grove, Minnesota on Monday, August 9, 2010 at 7:00 p.m.
1. CALL TO ORDER
Gary Kjellberg called the meeting to order at 7:09 p.m.

7. PUBLIC WORKS UPDATE
Les Burshten provided the following updates:
Sealcoating:
2010 Sealcoating has been completed. Went pretty well and we had nice weather. Very few complaints. 430,000 yaerds were sealcoated without a hitch.
Microsurfacing of Trails – just about complete. 150 or 200 lineal feet, they’ll be coming back onThursday. Tough thing because you have to keep people off. Cure out and dry before
you get on it. Personally I don’t know of any complaints. Went well. Did a pretty good.
Gary is that the liquid surfacing. Is that what this is?
Les: yes. Little different process. Normal sealcoating isum product, oil, and then rock and roll. This matierla is mixed together. Once it’s installed, it hardens, we do that for a
couple of reasons. Trails are used by people who want to walk, children, joggers, and to have additional rock brings some issues.
Emerald Ash Borer Treatment: Is going “OK”, not as well as we anticipated. We had really anticipated doing about 3,300 trees this year and not doing anything for the next coupl of
years, but on paper it looked doable, but it doesn’t work that way because, calculate how many trees you think you can do, on a perfect day, you’re right there. What happens Is, we
werent’ aware of this, is that you know, when it rains, when they are injectd, they take it pretty quickly, sometimes less than 30 seceonds, but after it hasn’t rained for a few days,
it can be up to an hour waiting for that tree to inject. When that happens, we don’t do it any more, so I think we’re gonna be around 2,000 or possibley 2,200 trees this year. We
only got another 2-3 weeks that we can do this and then we can’t put the product in. The product is on hand. We’re good, but we couldn’t do as many trees as anticipated, in addition
to that, we havent’ seen anything in cottage Grove yet, the bug is not here yet that we know of. In that regard we’re still good.
Feedpoint Replacement. These are the replacement, feedpoints that control our lighting system throughout town. How many were there. 23, LPD …these things have been around for a long
time and it’s a maintenance procedure. We’’ll start that process in addition to. We’ll start slowly replacing some of the luminaires and poles that are out. The firest ones are on
East pt. doulggas. We have a little bit of money left over ni that budget for this year and we will start on that, get quotes on that .

Hasn’t really taken off yet, that’s the conversaion, that will take place, everything is in line, engineers on board, good to go just waiting for Xcel to get some power to that. That’s
about 4 weeks out, something like that.
That doesn’t hurt the project, still, it’ll still go in

8. ENGINEER’S REPORT.

2010 PAVEMENT MANAGEMENT AREA. Down in river Acres, there was a slowdo9wn at the beginning. Xcel Gas – relocate gong down Inman, about a month

along Ideal we are waiting on that

Off 65th that had an interim street on it, we’ve not got the curb down\, the base course is on, the wear course wil be shortly following

ON Hamlet.
Hamlet Park Pond Phase 3 and Trails, as you drive into the ravine, the piles have been ____but now we are pretty close to having that site developed. As you will recall we had those
massive piles down there 12 or 13 piles, ouit of those piles we’ve …ballpark, parking lot , ball fields and gravel, right now we are waiting for the …hopefully they’ll be gone this
fall. .

FINALLY AN IDEA
Jeff Podoll of the Utilities Division (Streetlights) resigned due to medical reasons. His position was filled internally which created a vacancy in the Maintenance Shop (Heavy Equipment
Mechanic). The position is now being advertised for outside applicants.
The Parks Department (Forestry Division) is currently injecting ash trees with treatment for the Emerald Ash Borer (EAB). An update on this process will be completed for the next PWC
Meeting in August. The rainy weather has been an advantage for this process as the trees absorb the treatment much better when there is more moisture.
The Archery Range has experienced recent vandalism with 11 of the 12 targets burned by arsonists.
The Streets Division is working on removing weeds from the medians. Patching is being completed in the seal coat area. Storm water utility maintenance continues with catch basin work
in the sealcoat area.
Fleet Maintenance just completed major repairs on the ambulances. The two new cab chassis are being prepared for Aspen Equipment.
The Utility Department did a great job preparing and painting the pool which opened on June 12th.
The parking lot at the new WAG Dog Park was staked on Monday, June 7th. The address of the new park is 9475 Glendenning Avenue South.
8. ENGINEERS REPORT
River Acres Pavement Management
The successful bidder for the project is Ace Blacktop in the amount of $933,952.75, well under the engineer’s estimate of $1.1 million. Tree work is taking place on July 8th with trimming
and removal of dead trees. Streets will be reclaimed the week of July 12th.
Final Street Construction – Pinecliff 2
Hardrives, Inc. was awarded the project in the amount of $364,593.50, again under the engineer’s estimate of $410,000.00.
B.N. Railroad Crossing Closure
The Inman Avenue (River Acres) Railroad crossing will be closed on June 30th from 10:00 am to 2:00 pm. There will be a very limited access point nearby. EMS Personnel and a tanker
trunk will be on-site during the road closure should an emergency arise.
White Pine Phase 2
Expansion work has begun with site development of roadway, utility and the retaining wall.

BP Gas Station
Construction is now underway. It should be noted there will be a road closure the week of June 14th for median work
Highway 61
Lane closures began the week of June 14th
Seal Coating Project
Trail seal coating is scheduled to begin July 13th. Main seal coating of the roadways will start July 15th
New City Hall/Public Safety Facility
The project is hoped to be bid in January or February of 2011 with groundbreaking after the frost is out. Architectural firms are being interviewed July 21st.
9. CITY COUNCIL UPDATE
Council Member Pat Rice reported there was a presentation made at the June 2nd Council Meeting by the Community Development Department (Ben Pierson) regarding vacant and foreclosed properties
in the City.
A ground lease agreement was approved with Telecom Transport Management for installation of a fiber optic line and equipment at the Highlands Water Tower Site.
A conditional use permit was approved to allow a temporary concrete mixing plant on the northwest corner of East Point Douglas Road and Keats Avenue (for the Highway 61 Project)
