A 2019 Tree Planting Contract
Staff Recommendation:Authorize service agreement with St. Croix Restoration and Grading LLC in the amount of
$64,419 for material and labor to install 185 boulevard trees.
B Temporary 3.2% Liquor License -Cottage Grove Lions
Staff Recommendation:Authorize issuance of a temporary 3.2%liquor license to the Cottage Grove Lions for the
Friends in Need Food Shelf Oktoberfest Event at Hope Glen Farm on October 6, 2019.
C Advisory Committee on Historic Preservation Minutes
Staff Recommendation:Accept and place on file the minutes from the May 14, 2019,meeting of the Advisory
Committee on Historic Preservation.
D Approval of Rental Licenses
Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
E Ravine Parkway Deferred Assessment Waiver Agreement
Staff Recommendation:Approve the deferred assessment waiver agreement with Paul and Patricia Kotnour for the
Ravine Parkway Project.
F 7516 80th Street South (Old City Hall) Site Demolition —Quote Award
Staff Recommendation:Adopt Resolution 2019-099 awarding the 7516 80th Street South(Old City Hall)Site
Demolition project to the lowest qualified quote supplied by Frattalone Companies, Inc.for the base quote plus
alternate#1 in the amount of$173,407.90.
G Self-Storage Ordinance—Text Amendment
Staff Recommendation:Pass Ordinance 1010 approving the amendment to City Code Title 11, Chapter 10,Article D,
Subsection 7, regarding self-storage and to amend the Commercial District Use Table in Title 11, Chapter 10,Article
8,Subsection 1, to allow self-storage facilities in the Planned Business zoning district as a conditional use.
H Massage Therapist License - Enrique Solano
Staff Recommendation:Authorize issuance of a massage therapist license to Enrique Solano to work at Whole
Health Massage, 8800 East Point Douglas Road.
I lon Exchange Pilot Study Grant Agreement
Staff Recommendation:Approve the lon Exchange Pilot StudyAgreement with the Minnesota Pollution Control
Agency.
J Ravine Parkway Project Special Assessments
Staff Recommendation:Adopt Resolution 2019-100 declaring costs for the Ravine Parkway project and adopt
Resolution 2019-101 calling a public hearing for October 16,2019.
K 3M Expedited Projects— MPCA Grant Agreements for River Acres and Granada Avenue Water
Main Extension Projects
Staff Recommendation:1.Approve the GrantAgreement with the MPCA for the RiverAcres Water Main Extension
Project with minor modifications by the City Attorney.2.Approve the Grant Agreement with the MPCA for the
Granada Avenue Water Main Extension Project with minor modifications by the Ciry Attorney.

9 PUBLIC HEARINGS
A Liquor License - Las Margaritas Mexican Restaurant
Staff Recommendation:1. Hold the public hearing.2.Authorize renewal of the On-Sale Intoxicating/Sunday Liquor
License to MOPECA of Cottage Grove, Inc. DBA Las Margaritas Mexican Restaurant at 7750 Harkness Avenue South
for 2020. 3.Authorize issuance of an On-Sale Intoxicating/Sunday Liquor License to MOPECA of Cottage Grove, Inc.
DBA Las Margaritas Mexican Restaurant at 7165 East Point Douglas Road South contingent upon relinquishment of
their liquor license at 7750 Harkness Avenue South.
B Zywiec's Landscape & Garden Center Events
Staff Recommendation:1. Conduct a Public Hearing to consider the application from Zywiec's Landscape& Garden
Center to hold a Special Event at 10900 East Point Douglas Road.2.Authorize issuance of the Special Event Permit
to Zywiec's Landscape& Garden Center contingent on compliance with conditions outlined in the Memo from Pete
Koerner and Christine Costello dated 9/12/2019.3.Authorize issuance of a Temporary 3.2�Malt Liquor License to
the Cottage Grove Lions. 4.Authorize issuance of a Temporary Intoxicating Liquor License to Spiral Brewery.
C Cottage Grove Properties Self-Storage Expansion and Cottage Grove Woods 2nd Addition
Staff Recommendation:1. Hold the public hearing on the vacation and discontinuance of drainage and utiliry
easements within a portion of properry located over, under, and across part of Lot2, Block 1, and OutlotA, Cottage
Grove Woods Addition.2.Adopt Resolution 2019-102 approving the vacation and discontinuance of the drainage
and utiliry easements within a portion of property located over, under, and across part of Lot 2, Block 1, and Outlot
A, Cottage Grove Woods. 3.Adopt Resolution 2019-103 approving the preliminary and final plats for Cottage Grove
Woods Second Addition. 4.Adopt Resolution 2019-104 approving the conditional use permit to allow for the
expansion of the self-storage operation at 7160 West Point Douglas Road South, which would also include exterior
storage, and the site plan review for the construction of three new commercial self-storage buildings with a
cumulative square footage of approximately 29,000 square feet providing storage units of varying sizes and
exterior storage for boats and RVs.

Staff Recommendation:Support the Cottage Grove Bus LOOP as it relates to costs, route, and schedule to start on
Odober 15, 2019, and run through September 2020.
